The Examination of Construction Status on Multi-pillar System for Old Age Income Security in Korea (한국 다층노후소득보장체계 구축양태의 경험적 검토)

  • This paper aims to check the multi-pillar pension system in Korea. That is why, We analyzed the insured status of people in terms of multi-pillar pension system including National Pension Service, Private Pension, Retirement Pension over time. The main findings are as follows; firstly, the 'multi-pillar type'(27.7%), the 'public pension type'(12.8%) and the 'insecure type'(59.6%) have been formed. Secondly, any socio-demographic factors like labor market status, gender, age et cetera could not guarantee the pension right for multi-pillar system. As a result, we emphasize that including the 'insecure type' into public pension schemes is a prerequisite for establishing the multi-pillar pension system.

An Optimal Investment Planning Model for Improving the Reliability of Layered Air Defense System based on a Network Model (다층 대공방어 체계의 신뢰도 향상을 위한 네트워크 모델 기반의 최적 투자 계획 모델)

  • This study considers an optimal investment planning for improving survivability from an air threat in the layered air defense system. To establish an optimization model, we first represent the layered air defense system as a network model, and then, present two optimization models minimizing the failure probability of counteracting an air threat subject to budget limitation, in which one deals with whether to invest and the other enables continuous investment on the subset of nodes. Nonlinear objective functions are linearized using log function, and we suggest dynamic programming algorithm and linear programing for solving the proposed models. After designing a layered air defense system based on a virtual scenario, we solve the two optimization problems and analyze the corresponding optimal solutions. This provides necessity and an approach for an effective investment planning of the layered air defense system.

  • In order to respond to the ballistic missile threat of North Korea, the ROK military is constructing a multi-layered defense that can minimize the vulnerability of single-layered defense. Accordingly, it is necessary to study an operation plan which can maximize the intercept rate of a multi-layered defense system. And to study the operation plan of the Korean missile defense system, it must be considered that the operational environment of the Korean military and the effects of the strategic strike system. Therefore, this study proposes a simulation model that reflects the characteristics of the Korean missile defense system and analyzes four interceptor missile operation plans. The simulation result indicates that a high intercept rate can be achieved in various situations by comprehensively considering the ballistic missile threat estimate, interceptor missile reserve, and the strategic strike system effect.

Estimating Adolescent's Changes in Overt Aggression : Tests of Effects of Ecological Factors on Individual Differences in the Changes (다층모형을 적용한 청소년의 외현적 공격성 변화 추정 : 변화에 있어서의 개인차에 대한 생태학적 요인 검증)

  • In the present study, we studied the change patterns of adolescents' overt aggression during the middle school 2nd to the high school 1st grades and the effects of ecological factors on the change. For the research goals, we applied multi-level models to the Korean Youth Panel data. Results showed that adolescents' overt aggression decreased significantly during the period. Gender(males recoded as 1) and self-control had negative effects on the initial status(middle school 2nd grade) while the number of delinquency peers had a positive effect. On the other hand, gender and self-control showed positive effects on the change rate. The major strengths of the research are the study of various ecological factors and the longitudinal design. Few studies of adolescents' aggression have incorporated these methodological and substantive characteristics.

  • This study scrutinizes the necessity and cases of the public and pension cooperation and tries to present the way of construction of information infrastructure for the pension systems suitable for Korea. The developed countries have recently been focusing on strengthening the multi-pillar pension system, while pension education and information services have emerged as an important element of the pension cooperation. The frame of the multi-pillar-pension system in Korea has already been constructed, but it is not substantial. Especially bad information on the pension system has seriously hindered the consolidation of the pension system. In order to solve this problem, we analyzed cases of public-private cooperation systems in Iceland, New Zealand, Netherlands, and Sweden. In order to build a basic infrastructure for construction pension cooperation in Korea, it is necessary to promote information exchange and cooperation among pension organizations and to improve the pension portal of NPS 'My Pension'. In addition, this study suggests establishing an association of private and public pension schemes, which manages the integrated information and education of pension systems.

  • Following the welfare state typology well known, the typology in terms of individual system in welfare state has been widely examined and, pension which is the biggest and most important in welfare state has been classified into Beveridge and Bismarckian types based on their pension system design. Such typology focused on benefit type or size of private pension has been recently refined to add a new type - 'Bismarckian Lite' type - in addition to traditional Beveridge and Bismarckian types. Whereas the pension reforms in the developed countries has been changes within their pension regimes, the Korean pension reform in 2007 seems to have changed the existing social insurance type into the 'Bismarckian Lite' type. However, considering the immaturity of Korean pension regime, it is difficult to conclude the existing status of the Korean pension regime and, the Korean one can be classified into a multi-pillar one. Over the last decades the developed countries have increased the size of private pension regardless of their original pension regimes, which tends to converge into multi-pillar schemes. Accordingly, there is recently a new typology focused on the degree of regulation in terms of private pensions, which seems to be the better perspective. It will be more important how to regulate the (immature) occupational pension as well as the National Pension in Korea. Considering that old age income security in countries where the public regulation regarding private pension was absent has been deteriorated, it would be necessary to strengthen the role of government to effectively regulate private pension.

Introduction to Multiple Income Protection System in Korea (인구고령화에 대비한 노령소득보장체계의 재편 방안)

  • Due to the sustained increase in lifts expectancy, the number and proportion of the aged population has substantially increased, the proportion of the total population aged 65 and over was 7.1% in 2000 and 14.3% in 2022. But All public pension schemes in Korea, including the National Pension scheme, civil servants pension scheme, private school teachers pension scheme and the military pension scheme, are facing valving degree of financial problems at present because of their weak and unstable financial bases. with the result that some of them have recorded deficits for some time and the others are expected to run deficits in the near future. This crisis in financial sustainability in public pension schemes is attributable to the structural weakness of the schemes which can be characterized as high benefits, low contribution. Therefore, this article focuses on alternative of public pension schemes reform in Korea. The results is as follows. First, a basic pension is proposed to be newly established and the earnings related portion of National Pension Scheme will be as national pension. Secondly, the Basic Pension is a universal basic pension covering all nationals over 18 years and older, thereby achieving \"one pension for everybody\" Thirdly, National Pension will be operated as an earnings related pension covering only those participants with assessed income. Fourth1y, the current participants of public occupational pensions will also join the Basic Pension as well as the public occupational pensions whose scope of works will be reduced. And finally, The conversion of Retirement Allocation Scheme into a corporate pension should be left to the discretion of the company concerned.
