A Comparative Study on the Earthquake Resistant Design Criteria for Cylindrical, Liquid-Storage Tanks (원통형 액체저장탱크 내진설계기준의 비교연구)

  • Because the collapse of liquid-storage tank structures under earthquakes brings out substantially more damages by indirect effects(continuous losses of economy and environmental disruption due to the spillage of toxic contents or pollutants) than direct economic losses of tanks and contents, it is an urgent matter to provide earthquake resistant design criteria in order to minimize such direct/indirect damages. In this paper, as fundamental works to prepare earthquake resistant design criteria for cylindrical liquid-storage tanks, analysis methods given in the Recommendations of New Zealand and Austria are reviewed and the applicabilities and problems of the two methods are set forth by comparison of the analysis results with a numerical example.

A Study on the Revision Archival Thesaurus Construction (기록시소러스 구축지침 개정에 관한 연구)

  • The thesaurus can control the headings in a classification scheme and can serve as an index of the classification scheme itself. In records management, the thesaurus controls functional terms and expands the access point of search to complement the functional classification scheme. In recent years, ISO 25964, the international standard for thesaurus construction, has been revised because of changes in the information environment and the development of thesaurus construction and utilization systems. Part 1 of ISO 15489, the international standard for overall records management, was also amended in 2016. In addition, the Integrated Public Sector Vocabulary (IPSV) in the UK, EuroVoc in Europe, and Functions of New Zealand (FONZ) in New Zealand have been effectively building and linking thesauri to reflect recent trends. In this study, we propose a thesaurus construction guideline for systematic record management in terms of related standards and cases, and suggest an improvement plan for the thesaurus construction guideline in Korea.

Information Assetization of Records: Analysis of Information Asset Management Trends of the National Archives in Each Country (기록의 정보자산화: 각국 국립기록청의 정보자산 관리 동향 분석)

  • In the electronic record environment, there are discussions about the necessity of using records as information, and ISO 15489:2016 defines records as one of the information assets. In acceptance of this concept of information assets, the national archives of each country have established related policies and guidelines to actively promote information asset management. This paper intends to analyze the information asset management policies and guidelines that are established by the national archives of each country. This is to identify global trends for information assetization of records in the digital environment and derive benchmarking factors for seeking institutional establishment in Korea. To this end, the definition of records in ISO standards and related research results are analyzed to investigate the conceptual origins of information assets. Moreover, the actual cases about information asset management of the national archives of the United Kingdom, New Zealand, and Australia are investigated. Based on this, the implications of overseas cases and issues to be supplemented to establish the relationship between records and information assets are presented as a part of seeking institutional establishment in Korea.

  • Public awareness campaign is the core factor of the national suicide prevention strategies. Korea's current campaign needs to be more systematically developed. This study analyzed the national-level campaigns for suicide prevention of New Zealand, USA, Ireland, Scotland, and Australia whose campaigns were known to be successful, and compared them with those of Korea. With the analysis framework based on the 'Guideline for Effective Health Communication Campaigns' by the U.S. Department of Health and Human Services, we examined the campaigns from the dimensions of (1) clarity of goals, (2) appropriacy of targeting strategies, (3) suitability of messaging strategies, and (4) efficiency of performance. The results show that effective campaigns for suicide prevention have the following common factors: (1) campaign appellations which include clear goals, (2) targeting at risk groups considering social contexts, (3) slogans which contains specific action guidelines, and (4) close relationships between public and private sectors. On this basis, future directions for more effective suicide prevention media campaigns in Korea are discussed.

  • This paper investigates accounting principles about social infrastructure on Korean National Accounting Standard and on National Accounting Standards from other countries that adopted a accruals- based national accounting standards. Social infrastructure as assets has important value in financial statements of Korea and deterioration or insufficient management of social infrastructure accompanies a huge social cost. Therefore, understanding the characteristics and related accounting standard for social infrastructure is necessary. To do this, we examine the accounting standards of U.S., New Zealand, and Australia. We also review the financial statement of local government. Based on these findings, this paper suggests that a preventive-asset management approach should be applied and alternative depreciation method for social infrastructures is developed. Moreover, a local government needs to provide important accounting information to the public in a timely and reliably manner.

A Study on Information Assetization Policy of Records: Focusing on Directive (EU) 2019/1024 (기록의 정보자산화 정책 연구 - Directive (EU) 2019/1024를 중심으로 -)

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

Study on the Biofouling Management of International Ships Entering South Korea (국내입항 국제운항선의 선체부착생물 관리에 대한 연구)

  • With the increase in world trade through ships, the destruction of the marine ecosystem and socioeconomic damage due to invasive alien species (IAS) are continuously increasing. In particular, marine organisms attached on the hull surface and niche area increase the friction resistance of ships as well as the invasion of non-indigenous species, and causes a decrease in operational efficiency and an increase in GHG (Green House Gas) emissions. The International Maritime Organization (IMO) has recently begun revising guidelines for the control and management of ship's biofouling, and New Zealand and California in the United States are already regulating biofouling management under their own laws. This study investigated the management status of the submerged surface of ships and marine organisms attachments on five international ships entering South Korea, and analyzed species group and coverage (%) of biofouling communities to evaluate the LoF (Level of Fouling) rank. Macroflouling was observed on all ships surveyed, and specially, the adhesion of macro organisms in niche areas such as bow thruster, bilge keels and sea-chest gratings appeared to be at a serious level. This study proposed the management direction our country should take with regard to ship's biofouling and the improvement measures for evaluation of LoF rank and inspection methods of hull and niche ares.
