  • There has been a high expectation that information technology (IT) can do something good for the rural perils. Efforts thus have been made in many countries to 'informatize' rural areas, namely to roll out IT infrastructure into remote areas and to enhance the computer literacy of rural residents. The present study examines the 'e-village' projects implemented in Korea and Japan. It evaluates the business models employed by the e-villages such as e-shops of local products and tour guide programs, the ways in which rural residents have managed their business models, the practices of information exchange within and outside of the villages, and the monetary gains of the business models. The study collects data mainly from the e-village web pages of both countries. The study reveals that the e-village business models have performed less than expected in general, and that Japanese e-villages are better off than the Korean counterparts. The study identifies the factors responsible for such mediocre performances of the business models including a lack of retail business experiences and capabilities of the rural people. The study findings highlight the importance of human resources, rather than the new technology per se, for rural development.

  • The regional differences between urban and rural areas make many diverse differences. There are various differences between urban and rural areas such as economic gap and cultural gap. There is also a difference between urban and rural areas in accessing and utilizing information. The purpose of this study is to clarify the relationship between the information gap and the income gap among farmers and fishermen groups, where information gap is considered to be more serious than other groups. In other words, we tried to examine whether the information gap between farmers and peasants affects the income gap. The purpose of this study is to analyze the relationship between informatization level and income of farmers based on the information gap index and survey results conducted every year by the government. The results show that there is a statistically significant positive relationship between the informatization level of farmers and household income. In addition, the trend of the regression coefficient is positive, suggesting that the government needs various informatization policies to increase the informatization level of farmers.

  • The purpose of this paper is to analyze industrial and innovation networks of long-live area of Honam Region and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties (Sunchang, Damyang, Gokseong, and Gurye) in the Southwestern region of Korea are regarded as long-live belt of Korea. Production and innovation networks :Ire analyzed based on intensive surveys of firms in the belt. Major findings from the surveys are as follows. First, there are considerably strong local networks of production firms in terms of supply of input materials and labor. There are strong backward industrial linkages of the production firms with agricultural activities and considerable forward linkages with tourism industry. In addition, Internet is becoming a useful tool for sales of the new products. Second, the analysis of the innovation networks in the long-live area suggests the development of 'virtual innovation cluster' in the era of knowledge-based information society. The results imply that this innovation networks can be developed as a virtual innovation cluster in the rural areas, which can be the basis for the development of rural innovation systems.

  • The purpose of this paper is to analyze production and innovation networks of services in the long-live area of Gangwon and Jeju Provinces and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties in the Honam Region, the long-live belt of Korea and two cities (Jeonju, Gwangju) are surveyed for the purpose of comparison with the Gangwon and Jeju areas. Production and innovation networks of research and supporting activities and tourist services are analyzed based on intensive interview surveys of the regions. The result of the analysis suggests that the innovation networks among the economic actors have considerable impacts on the innovation processes of the service activities and the service functions in the rural area are somewhat developed with local industry after the practice of local autonomy. The processes of innovation networks are progressed differently by the hierarchy of the regions as well as by the function of services such as research and supporting activities and tourist services. The direction of the rural development in the knowledge-based information society seems to be intensifying the networks among the innovative actors and developing virtual innovation networks for the development of rural innovation systems.

  • This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.
