  • A Certificate of Origin is used in international trade. It is a printed form, completed by the exporter or its agent and certified by an issuing body, attesting that the goods in a particular export shipment have been wholly produced, manufactured or processed in a particular country. FTA rules of origin in recent FTA agreement is a very complex procedure that requires international negotiations in the field has become the largest issues. Case of Korea-Chile FTA, starting with the origin criteria for each agreements is inconsistent due to differences between countries is an area that is not easy to negotiate. This study is covered in the agreement signed on the origin criteria for adequate review and comparison by item currently being pursued through the FTA was signed during the implications that can be applied to the agricultural sector has to offer.

  • 우리나라에서는 수입 개방화 추세에 따라 공정한 유통질서 확립하고 국내 생산자와 소비자를 보호하기 위하여 원산지 표시제가 시행되고 있다. 그러나 수입 농산물과 국산 농산물의 큰 가격차이로 인하여 원산지를 허위 표시하는 경우가 증가하고 있다. 특히 쌀 관세화 전환 의무에 따른 수입산 쌀 증가하고 있으며 단립종과 중립종 수입산 쌀은 국내산 쌀과 외관이 유사하여 육안식별이 어려워 국내산 쌀로 둔갑할 우려가 있다. 이에 신속하고 비파괴적으로 쌀의 원산지를 판별할 수 있는 기술 개발이 요구되고 있다. 따라서 본 연구에서는 국내산 쌀과 중국산 쌀의 원산지를 신속하게 판별가능한 영상 처리기술을 개발하였다. 쌀은 국내에서 생산된 중립종 50점과 중국에서 생산된 단립종 및 중립종 51점이 수집되어 사용되었다. 쌀의 분광 영상은 초분광 가시광 및 근적외선 영상 시스템을 이용하여 측정하였다. 이 시스템은 할로겐-텅스텐 라인광, 시료 이송부, 초분광 영상 획득부로 구성되어 있다. 텅스텐-할로겐 라인광은 $15^{\circ}$ 각도로 대칭으로 시료에 조사되고 400 ~ 1000 nm 파장 영역의 반사광 영상 스펙트럼이 측정되었다. 초분광 영상 데이터는 광에 노출되지 않은 암실에서의 파장별 영상과 반사율이 99% 이상인 기준판의 파장별 영상을 이용하여 교정되었다. 부분최소제곱회귀법을 이용하여 쌀 원산지 판별모델 식을 개발하였고, 이 판별 모델식을 교정된 초분광 영상에 적용하여 영상처리 판별 모델을 개발하였다. 그 결과, 원산지 판별정확도가 97.4% 이상으로 나타났으며, 국내산과 중국산 쌀의 원산지 판별이 가능하였다.

  • In accordance with the promotional strategy of the 'simultaneously occurring and high-level comprehensive FTA that Korean government made clear in the FTA promotion roadmap in 2003, it has already entered into FTA with 22 countries such as Chile, Singapore, EU, MERCOSUR, ASEAN and the like but is progressing or promoting the negotiation about FTA. It is necessary to make efforts to lift all sorts of non-tariff barriers that put restrictions on the import of China with the promotion of the lowering of customs duties in the negotiation of FTA between Korea and China. It is anticipated that imports will be expanded in the manufacturing field as well as agricultural products with the efforts to improve the business management environment of Korean firms within China. Therefore, it is a very important task to make efforts to prevent the roundabout trade made via China by reinforcing the standard and criterion for the origin of country in the Korea China FTA.

  • The purpose of this study is to measure the agricultural product market efficiency of the three e-commerce platforms from the perspective of consumer price fairness perception, analyze the quality and price gap of invalid brands, and help agricultural products enterprises to formulate reasonable price strategies. The characteristics of farm products sold in e-commerce platforms(quality, origin, taste, safety level) were selected as output indicators and the prices of products were selected as input indicators to evaluate the efficiency of the market through DEA analysis. According to the analysis, JD mall has the largest proportion of effective brands, while YHD.com has the highest average market efficiency, and northeast rice has the largest difference in average efficiency among the three platforms. The results show that price inefficiencies still exist in the electronic market. The development of online market for agricultural products should pay attention to consumer price fairness and pay attention to the coordination between price and quality. The limitation of this paper is that it does not focus on the influence of words of mouth marketing in internet market and consumer experience, which can be the future research direction.

A survey of eco-foodservice perception and satisfaction of elementary school parents in Jeju (제주지역 초등학생 학부모의 친환경급식에 대한 인식도 및 만족도 조사)

  • Purpose: This study analyzed the eco-foodservice perception and satisfaction of 344 elementary school parents in Jeju surveyed from February 1~12, 2010, with the aim of providing basic data for quality improvement of eco-foodservice in Jeju. Methods: The data were analyzed by descriptive analysis, ${\chi}^2$-test, t-test, ANOVA, and Pearson's correlation coefficients, using the SPSS Win program (version 12.0). Results: Regarding awareness of eco-friendly food materials of subjects, average score was 3.52 points (out of 5 scales) and 'difference between eco-friendly and general agricultural products (3.76)' showed the highest score whereas 'assurance standard and label of eco-friendly agricultural products (3.31)' showed the lowest score. In terms of the recognition of eco-foodservice implementation, 75.0% of parents were aware of it. Regarding the eco-foodservice satisfaction of the subjects, average score was 3.88 points (out of 5 scales) and food safety (3.98 points) showed the highest score whereas food taste (3.70 points) showed the lowest score. The eco-foodservice perception of subjects showed positive correlation with their eco-foodservice satisfaction. Conclusion: It is necessary for the government and the local government to provide continuing education for school parents in order to enhance their perception of eco-friendly food materials. In addition, systematic and appropriate government support is needed in order to ensure internal stability of eco-foodservice.
