Investigation into the Gugak Educational Programs by Museum of Gugak for Invigoration Measures (국악박물관 국악교육프로그램 활성화를 위한 고찰)

  • This paper tracks the present state of the Gugak educational programs run by Gugak-specialized museums including Museum of Gugak not only to set a directionality of Museum of Gugak to step forward for their main purposes, but also to find measures to invigorate its Gugak educational programs. There are 826 museums registered in 2016 nationwide, and ten of them are Gugak-specialized museums including Museum of Gugak. An analysis of the educational programs by Museum of Gugak presents high achievements in concentrativeness, participation and satisfaction levels. However, several issues such as difficulty level adjustment, education period arrangement, contents development, setting of a precise aim of education, and overcoming of regional limitations are to be solved in the future. Considering these special circumstances, the study suggests setting a directionality of Gugak education by following four conditions: Firtly, the Gugak education programs by Museum of Gugak should be user-oriented. Secondly, it is necessary to provide customized learning programs to suit users of various ages and generations. Thirdly, a solid education is required to enhance creativity deviating from uniform, unilateral, fragmentary education focused on materials and relics of museums as the users' experiences and learning levels vary. Fourthly, integrated education with relevant study in common use is required as the specialized environments of the museum could cause users psychological resistance and lessen their willingness to approach. Focusing on these four conditions several invigoration measures for the Gugak education programs are discussed: Firstly, a step-by-step approach, not a radical shift, is required in order to turn existing programs into the user-oriented. Secondly, customized learning programs should be planned in consideration of life cycle of the users. Thirdly, it is necessary to establish virtuous circulation reflecting activity-based contents as well as to provide the users experiences through five senses for solid Gugak education, in which various elements such as experiencing, learning, playing, viewing are reflected manifoldly. Fourthly, integrated education can be implemented when the features of Gugak educational programs are internally structured and the external environment matures.

Analysis of Journal of Dental Hygiene Science Research Trends Using Keyword Network Analysis (키워드 네트워크 분석을 활용한 치위생과학회지 연구동향 분석)

  • This research team extracted keywords from 953 papers published in the Journal of Dental Hygiene Science from 2001 to 2018 for keyword and centrality analyses using the Keyword Network Analysis method. Data were analyzed using Excel 2016 and NetMiner Version 4.4.1. By conducting a deeper analysis between keywords by overall keyword and time frame, we arrived at the following conclusions. For the 17 years considered for this study, the most frequently used words in a dental science paper were "Health," "Oral," "Hygiene," and "Hygienist." The words that form the center by connecting major words in the Journal of Dental Hygiene through the upper-degree centrality words were "Health," "Dental," "Oral," "Hygiene," and "Hygienist." The upper betweenness centrality words were "Dental," "Health," "Oral," "Hygiene," and "Student." Analysis results of the degree centrality words per period revealed "Health" (0.227), "Dental" (0.136), and "Hygiene" (0.136) for period 1; "Health" (0.242), "Dental" (0.177), and "Hygiene" (0.113) for period 2; "Health" (0.200), "Dental" (0.176), and "Oral" (0.082) for period 3; and "Dental" (0.235), "Health" (0.206), and "Oral" (0.147) for period 4. Analysis results of the betweenness centrality words per period revealed "Oral" (0.281) and "Health" (0.199) for period 1; "Dental" (0.205) and "Health" (0.169) for period 2, with the weight then dispersing to "Hygiene" (0.112), "Hygienist" (0.054), and "Oral" (0.053); "Health" (0.258) and "Dental" (0.246) for period 3; and "Oral" (0.364), "Health" (0.353), and "Dental" (0.333) for period 4. Based on the above results, we hope that further studies will be conducted in the future with diverse study subjects.

Fish Community Characteristics and Habitat Aspects of Endangered Species, Rhodeus pseudosericeus in Heuk Stream, a Tributary of the Han River Drainage System (한강지류 흑천의 어류군집 특성 및 멸종위기종 한강납줄개의 서식양상)

  • We investigated the characteristics of fish communities and habitat status of endangered species Rhodeus pseudosericeus in Heuk Stream, a tributary of the Han River, from April to October 2018. During this period, we collected 47 species of 14 families from 10 survey stations using kick nets, cast nets, and long bag set nets. The dominant and subdominant species were Zacco platypus (37.6%) and Z. koreanus (13.8%), respectively. The next most abundant species were Squalidus gracilis majimae (11.1%), Pungtungia herzi (7.7%), Rhodeus pseudosericeus (5.0%), Microphysogobio yaluensis (4.3%), and Hemibarbus longirostris (3.0%). Among the fish collected, 19 species (40.4%) were Korean endemic species. Endangered species were R. pseudosericeus and Acheilognathus signifer while exotic species were Micropterus salmoides and Oncorhynchus mykiss, and land-locked species were Plecoglossus altivelis and Rhinogobius brunneus. The community analysis showed that the dominance and evenness indexes were mostly low and that the diversity and richness indexes were high. Moreover, the river health (index of biological integrity) was mostly excllent (1 site is good, 9 sites are very good). R. pseudosericeus inhabited widely from St. 3 to St. 9 in Heuk Stream, and its population size was large. Age groups for R. pseudosericeus estimated by the frequency distribution of total length in spawning season (April) indicated the 32~45 mm group as 1-year old, the 46~59 mm group as 2-years old, 60~69 mm group as 3-years old, and the 70~89 mm group as 4-years or older. Total length range of male and female was similar, and the sex ratio of female (426) to male (394) was 1 : 0.95. A. signifer, which had been released in Heuk Stream, inhabited from St. 4 to St. 5, but its population size was small. Lastly, this paper discusses a conservation plan for fish in Heuk Stream.

Status of the Constitutional Court Records Management and Improvement (헌법재판소 기록관리현황과 개선방안)

  • This study aims, by paying attention to the special values of records of Constitutional Court, to discuss the characteristics of them and figuring out their present state, and to suggest some measures for improvement in the records management. First of all, I defined the concept of the records of Constitutional Court and its scope, and made an effort to comprehend their types and distinct features, and on the basis of which I tried to grasp the characteristics of the records. Put simply, the records of Constitutional Court are essential records indispensible to the application of Constitutional Court's documentation strategy of them, and they are valuable particularly at the level of the taking-root of democracy and the guarantee of human rights in a country. Owing to their characteristics of handling nationally important events, also, the context of the records is far-reaching to the records of other constitutional institutions and administrations, etc. In the second place, I analyzed Records Management Present State. At a division stage, I grasped the present state of creation, registration, and classification system of records. At an archives repository stage, I made efforts to figure out specifically the perseveration of records and the present of state of using them. On the basis of such figuring-outs of the present situation of records of Constitutional Court, I pointed at problems in how to manage them and suggested some measures to improve it in accordance with the problems, by dividing its process into four, Infrastructure, Process, Opening to the public and Application. In the infrastructure process, after revealing problems in its system, facilities, and human power, I presented some ways to improve it. In terms of its process, by focusing on classification and appraisal, I pointed out problems in them and suggested alternatives. In classification, I suggested to change the classification structure of trial records; in appraisal, I insisted on reconsidering the method of appropriating the retention periods of administration records, for it is not correspondent with reality in which, even in an file of a event, there are several different retention periods so it is likely for the context of the event worryingly to be segmented. In opening to the public and application, I pointed at problems in information disclosure at first, and made a suggestion of the establishment of a wide information disclosure law applicable to all sort of records. In application, I contended the expansion of the possibility of application of records and the scope of them through cooperation with other related-institutions.

Vertical Profiles of CO2 Concentrations and CO2 Storage in Temperate Forest in Korea (한국 활엽수림의 이산화탄소 농도의 연직구조와 저류항)

  • Micrometeorological fluxes measured over a tall forest in a complex terrain are difficult to interpret. $CO_2$ storage often makes significant contributions to net ecosystem exchange of $CO_2$ (NEE) in early morning and during nighttime due to calm and stable conditions. We measured the above-canopy $CO_2$ flux along with its concentration profiles at eight levels within and above the canopy to evaluate $CO_2$ storage term. Our question is whether or not the $CO_2$ storage term can be estimated accurately from a single level measurement of $CO_2$ concentration in a complex terrain. Our objectives are (1) to document vertical profiles of $CO_2$ concentration and (2) to compare the diurnal and seasonal variations of $CO_2$ storages estimated from single and multi-level $CO_2$ concentration data. Seasonally averaged Diurnal variations of $CO_2$ concentration ranged from 398 to 455 ppm near the forest floor at 0.1 m whereas they ranged from 364 to 395 ppm at 40 m in the atmosphere. The diurnal variation of vertical profiles of $CO_2$ concentration shows very interesting features with season. At all eight levels, diurnal variation of $CO_2$ concentration showed little change in winter. In spring, the diurnal variations of $CO_2$ concentration at 8 levels showed three distinct groups of layers with height: the first layer: 0.1m (near surface), second layer: 1.0 m and 4.0m (below canopy) and the third layer: 7.4m to 40.7 m (near canopy and above). In summer, these three groups of layers were further separated with larger variations whereas such distinction became smaller in fall. The diurnal variation of $CO_2$ concentration in the first three layers near surface always showed higher concentration with larger variability. Typically, $CO_2$ concentration showed peaks in early morning and in the evening. After the evening peak, $CO_2$ concentration gradually increased except for those near the surface (i.e., 0.1, 1.0 and 4.0 m) where the concentrations actually decreased. We suspect that this could be attributed to the drainage flow of $CO_2$ along the hill slope from the headwater to downstream, which is not taken into account for net ecosystem $CO_2$ exchange. In comparison to the results of other studies, the distinct and different vertical structures of $CO_2$ concentrations observed at our site may be due to complex terrain and weak turbulent mixing under calm conditions at the site. The annual mean of diurnal variation of $CO_2$ storage flux from single level ranged from -0.6 to $0.9{\mu}mol\;m^{-2}s^{-1}$ and from multi-level from -1.2 to $1.0{\mu}\;{\mu}mol\;m^{-2}s^{-1}$. When compared against the results from the multi-level concentrations, the storage flux estimated from a single-level concentration was generally adequate except for specific hours near sunrise and sunset. Numerical modeling of secondary flow behavior in a meandering channel with submerged vanes (잠긴수제가 설치된 만곡수로에서의 이차류 거동 수치모의)

  • The flow in the meandering channel is characterized by the spiral motion of secondary currents that typically cause the erosion along the outer bank. Hydraulic structures, such as spur dike and groyne, are commonly installed on the channel bottom near the outer bank to mitigate the strength of secondary currents. This study is to investigate the effects of submerged vanes installed in a $90^{\circ}$ meandering channel on the development of secondary currents through three-dimensional numerical modeling using the hybrid RANS/LES method for turbulence and the volume of fluid method, based on OpenFOAM open source toolbox, for capturing the free surface at the Froude number of 0.43. We employ the second-order-accurate finite volume methods in the space and time for the numerical modeling and compare numerical results with experimental measurements for evaluating the numerical predictions. Numerical results show that the present simulations well reproduce the experimental measurements, in terms of the time-averaged streamwise velocity and secondary velocity vector fields in the bend with submerged vanes. The computed flow fields reveal that the streamwise velocity near the bed along the outer bank at the end section of bend dramatically decrease by one third of mean velocity after the installation of vanes, which support that submerged vanes mitigate the strength of primary secondary flow and are helpful for the channel stability along the outer bank. The flow between the top of vanes and the free surface accelerates and the maximum velocity of free surface flow near the flow impingement along the outer bank increases about 20% due to the installation of submerged vanes. Numerical solutions show the formations of the horseshoe vortices at the front of vanes and the lee wakes behind the vanes, which are responsible for strong local scour around vanes. Additional study on the shapes and arrangement of vanes is required for mitigate the local scour.

Winter Indoor Thermal Environment Status of Nursery Rooms in Workplace Daycare Centers in Jeju Island (제주지역 직장어린이집 보육실의 겨울철 실내온열환경 실태)

  • This study was conducted to investigate the thermal environment status of nursery rooms in workplace daycare centers in Jeju and propose measures to improve their indoor physical thermal environment. For this purpose, measurements were performed in the winter indoor physical environment of 51 nursery rooms in 11 workplace daycare centers and a psychological evaluation survey on the thermal environment of nursery rooms was conducted for 70 nursery teachers. The investigation was carried out over 11 days in January 2017. The results are as follow. The average indoor temperature of the nursery rooms was $21.3^{\circ}C$($18.7-23.8^{\circ}C$) and the indoor temperatures of 47 nursery rooms (92.9%) were higher than the environmental hygiene management standard for domestic school facilities ($18-20^{\circ}C$). The average relative humidity was 33.9% (16.4-56.0%), and 37 nursery rooms (86.3%) showed a lower average relative humidity than the standard (40-70%). The average absolute humidity was $9.1g/m^3$ ($4.7-13.6g/m^3$), which was lower than the standard for preventing influenza ($10g/m^3$). When the indoor temperature and humidity of the nursery rooms were compared with international standards, it was found that 85% or more of the 51 nursery rooms maintained appropriate indoor temperatures, but 40-50% of the nursery rooms maintained a low humidity condition. Therefore, they need to pay attention to maintaining the appropriate humidity of the nursery room to keep the children healthy. The average indoor temperature of the nursery rooms showed a weak negative correlation with the average relative humidity. The indoor temperature had a significant effect on the relative humidity: a higher indoor temperature resulted in lower relative humidity. Regarding the fluctuations in the average indoor temperature of the nursery rooms during the day, in daycare centers that used floor heating, the indoor temperature gradually increased form the morning to the afternoon and tended to decrease during lunch time and the morning and afternoon snack times, due to ventilation. The daycare centers that used both floor heating and ceiling-type air conditioners showed a higher indoor temperature and greater fluctuations in temperature compared to the daycare centers that used floor heating only. In the survey results, the average value of the whole body thermal sensation was 3.0 (neutral): 32 respondents (62.7%) answered, "Neutral", Which was the largest number, followed by 21 respondents (30%) who answered, "Slightly hot" and 17 respondents (24.2%) who answered, "Slightly cold." Twenty-nine respondents answered, "Slightly dry," which was the largest number, followed by 28 respondents (54.9%) who answered, "Neutral" and 10 respondents (19.6%) who answered, "Dry." The total number of respondents who answered, "Slightly dry" or "Dry" was large at 39 (56.4%), which suggests the need for indoor environment management to prevent a low-humidity environment. To summarize the above results about the thermal environment of nursery rooms, as the indoor temperature increased, the relative humidity decreased. This suggests the effect of room temperature on the indoor relative humidity; however, frequent ventilations also greatly decrease the relative humidity. Therefore, the ventilation method and the usage of air conditioning systems need to be re-examined.

Very short-term rainfall prediction based on radar image learning using deep neural network (심층신경망을 이용한 레이더 영상 학습 기반 초단시간 강우예측)

  • This study applied deep convolution neural network based on U-Net and SegNet using long period weather radar data to very short-term rainfall prediction. And the results were compared and evaluated with the translation model. For training and validation of deep neural network, Mt. Gwanak and Mt. Gwangdeoksan radar data were collected from 2010 to 2016 and converted to a gray-scale image file in an HDF5 format with a 1km spatial resolution. The deep neural network model was trained to predict precipitation after 10 minutes by using the four consecutive radar image data, and the recursive method of repeating forecasts was applied to carry out lead time 60 minutes with the pretrained deep neural network model. To evaluate the performance of deep neural network prediction model, 24 rain cases in 2017 were forecast for rainfall up to 60 minutes in advance. As a result of evaluating the predicted performance by calculating the mean absolute error (MAE) and critical success index (CSI) at the threshold of 0.1, 1, and 5 mm/hr, the deep neural network model showed better performance in the case of rainfall threshold of 0.1, 1 mm/hr in terms of MAE, and showed better performance than the translation model for lead time 50 minutes in terms of CSI. In particular, although the deep neural network prediction model performed generally better than the translation model for weak rainfall of 5 mm/hr or less, the deep neural network prediction model had limitations in predicting distinct precipitation characteristics of high intensity as a result of the evaluation of threshold of 5 mm/hr. The longer lead time, the spatial smoothness increase with lead time thereby reducing the accuracy of rainfall prediction The translation model turned out to be superior in predicting the exceedance of higher intensity thresholds (> 5 mm/hr) because it preserves distinct precipitation characteristics, but the rainfall position tends to shift incorrectly. This study are expected to be helpful for the improvement of radar rainfall prediction model using deep neural networks in the future. In addition, the massive weather radar data established in this study will be provided through open repositories for future use in subsequent studies.

Es $k{\ddot{o}}nnte$ bei der Schwangere wegen ihrer $Interessenverh{\ddot{a}}ltnisse$ mit ihrem Embryo z. B. endlosen deren Verantwortlichkeiten nur die $Erlaubnism{\ddot{o}}glichkeiten$ ${\ddot{u}}bergelegt$ werden. Wie der Bundesverfassungsgericht schon ${\ddot{u}}berzeugt$ hat, $k{\ddot{o}}nnte$ das Leben des Embryos keinen vom Strafrechtschutz $ausschlie{\ss}enden$ Teil anerkannt werden, sondern nur in besonderen $F{\ddot{a}}llen$ ausnahmsweise dessen Verletzung erlaubt werden. ${\ddot{U}}ber$ die Reichweite der ausnahmsweisen anerkannten Erlaubnisse gegen einer Rechtsgutsverletzung sollte es im Allgemeinen $abh{\ddot{a}}ngig$ unter Zeitraum und Umwelt konkret ausgefargt werden. Bis jetzt hat das Strafrecht das Rechtsgut als Leben des Embryos zu leicht bewertet und damit hat die Strafe des Schwangerschaftsabbruchs zu niedrig bestimmt. Die niedrige Strafe des Schwangerschaftsabbruchs $enth{\ddot{a}}lt$ die Gefahr, die die Erlaubnisreichweite des Schwangerschaftsabbruchs ungerecht ausdehnt. Die Handlung der Schwangere sollte minder bestraft werden, um das Sebstbestimmungsrecht der Schwangere hoch $w{\ddot{u}}rdigen$ zu $k{\ddot{o}}nnen$. Letztlich braucht der Versuch des Schwangerschaftsabbruchs zu bestrafen. Der Versuch und die Vollendung ${\ddot{u}}ber$ die Verletzung des Embryolebens sollten deren Unterschiede im ihren Unrechtsgehalt anerkannt werden, weil der Normzweck des Schwangerschaftsabbruchs im Schutz des Lebens des Embryos besteht. Und damit in den $F{\ddot{a}}lle$, die in Folge des versuchten Schwangerschaftsabbruchs die Schwangere verletzt oder gestorben wird, $k{\ddot{o}}nnten$ die Meinungsstreiten $aufgeh{\ddot{o}}rt$ werden.

How has 'Hakmun'(學問, learning) become converted into a modern concept? focused on 'gyeogchi'(格致) and 'gungni'(窮理) (학문(學問) 개념의 근대적 변환 - '격치(格致)', '궁리(窮理)' 개념을 중심으로 -)

  • In the East Asian Confucianism society, Hakmun was aimed to bring human beings and nature into harmony, and to explore a unity between knowledge and conducts. For example, Neo-Confucianism aspired they could explain the human existence and society through a single concept of Iki(理氣, the basic principles and the atmospheric force of nature). In this philosophy, humanics and natural sciences had not been differentiated at all. The East-West cultural interchanges at the beginning of modernity caused a crack in the traditional academic concepts. Through the Hundred Days of Reform(變法自疆運動, a movement of Strenuous Efforts through Reforming the Law), the Western Affairs Movement(洋務運動) in China, Meiji Restoration(明治維新) in Japan, or Innovation Movements(開化運動) and the Patriotic Enlightenment Movement(愛國啓蒙運動) in Korea, the traditional meanings of Hakmun was degraded while it became a target of the criticism of the enlightenment movements. Accordingly, East Asians' perception of Hakmun rapidly began to change. Although there had been the Silhak(實學, practical science) movement in Korea, which tried to differentiate its conceptualization of Hakmun from that of Neo-Confucianism during the 18th and 19th century, the fundamental shift in meaning occurred with the influx of the modern Western culture. This change converted the ultimate objective of Hakmun as well as its methods and substances. The separation of humanics and natural sciences, rise in dignity of the technological sciences, and subdivision of learning into disciplines and their specialization were accelerated during the Korean enlightenment period. The inflow of the modern western science, humanized thought, and empiricism functioned as mediators in these phase and they caused an irreversible crack in the traditional academic thoughts. Confronting the western mode of knowledge, however, the East Asian intellectuals had to explain their new learning by using traditional terms and concepts; modification was unavoidable when they tried to explain the newly imported knowledge and concepts. This presentation focuses on the traditional concepts of 'gyeogchi'(格致, extending knowledge by investigating things) and 'gungni'(窮理, investigation of principles), pervasively used in philosophy, physics and many other fields of study. These concepts will mark the key point with which to trace changes of knowledge and to understand the way how the concept of Hakmun was converted into a modern one.
