In this paper, introduction and developing guide to the online submission and peer review system is studied. Such system must provides fare and fast review of drafted papers. In addition, the publication of accepted papers by reviewers is quick and easy. Today, Some societies use KISTI-ACOM which is supplied freely by KISTI(Korea Institute of Science and Technology Information) and some other societies develop and use their own system in Korea. It is sure that each system will be improved and developed further. Based on the consideration about a typical peer review and publication in online submission system, the guideline of online submission and peer review system is suggested in this paper.

KISTI(한국과학기술정보연구원)는 학회업무 관리, 학술정보 관리를 학회가 어려움 없이 처리하도록 지원하고자, 학회 정보화 사업의 일환으로 학회 학술 정보 유통 체제 전 과정을 온라인화 하고 쉽게 관리할 수 있도록 한 $\ulcorner$KISTI -ACOMS(KISTI-Article Contribution Management System: KISTI-웹기반 논문투고관리시스템)$\lrcorner$을 개발하여 2001년부터 학회에 무상으로 보급하여 왔다. 또한 2003년부터 최근 3년간 학회 편집위원회와 같은 임원회의를 통해 추가 요구기능을 수렴, 분석하고 재설계하여 2005년 9월에 KISTI-ACOMS 버전 2.0을 출시하여 최근 과학기술분야 학회를 대상으로 무상보급을 지원하고 있다. 웹기반 논문투고관리시스템을 도입하여 국내 학회 정보화의 고도화를 지향하고자 하는 시기의 흐름에 맞추어 한국축산식품학회 또는 KISTI-ACOMS 버전 2.0을 도입하였으며, KISTI는 한국축산식품학회의 제반환경과 심사 프로세스를 분석, 적용하여 시스템에 반영하였다. 본 연구는 KISTI - ACOMS 버전 2.0을 기반으로 구축한 한국축산식품학회의 웹기반 논문투고관리 시스템 기능에 대해 살펴보고, 향후 시스템에 필요한 기능 및 명세를 기술함으로써 한국축산식품학회의 개선된 웹기반 논문투고관리시스템을 제시한다.

Finding and selecting proper reviewers is a burden on the publisher of the journal. In order to solve this problem, the online submission system started to recommend appropriate reviewers automatically. It includes a variety of new features, from recommending authors in the references of submitted papers as reviewers to finding similar papers by searching the citation index and suggesting reviewer candidates extensively. This study investigated how the online submission system provides functions such as recommendation of reviewers. As a result of examining major online submission systems, ScholarOne and Editorial Manager were recommending reviewer candidates by commercial citation index and review history platform. On the other hand, JAMS, a domestic online submission system, did not have any advanced functions such as recommendation of candidates for reviewers. Sooner or later, in Korea, it seems that more efforts should be made to improve the function of online submission system, such as recommending suitable reviewers for papers.

학회는 학술지식정보자원의 최신정보에 대한 중요한 접근통로라 할 수 있다. 하지만, 대규모 학회를 제외하고는 정보 수집과 서비스 면에서 재래식 방법을 벗어나지 못하고 있다. 더구나 최근에는 각 학회 자체 업무중 발생하는 회원관리 논문투고 심사와 같은 제반업무와 발간되는 학술정보에 대한 정보화를 수행하고자 하는 학회의 열의가 급격히 증가하고 있는 추세이나 학회의 재정상 적극적으로 이행하지 못하고 있는 실정이다. 이에 KISTI(한국과학기술정보연구원)는 국가차원의 학회 정보화 사업의 일환으로 학회정보 유통 체제 전 과정을 온라인화하고 쉽게 관리할 수 있도록 한 $\boxDr$KISTI-ACOMS(KISTI -Article COntribution Management System: KISTI- 학회논문투고관리시스템)$\boxUl$을 개발하여 2001 년부터 학회에 무상으로 보급하여 왔다. 최근 KISTI-ACOMS를 이용하고자 하는 학회의 요청이 더욱 확대되고 있어, KISTI는 많은 학회의 특성들을 의견수렴 하여 KISTI-ACOMS의 표준화를 목표로 보완해 나가고 있다.

Recently, the interest on object oriented design patterns has been increased considering to reusability of software and efficiency of maintenance expense in designing software architecture. In this paper, we design the paper submission management system applicable to specific domain using domain object interface based on object oriented design patterns, and then implement it with Java and XML. The proposed system applies method of implementation by assemblying each system objects with upward after system entire architecture design by combining properly downward method and upward method and applies with GoF Design pattern. As well as, we convert domain data of system into the form of various persistent objects through XML, and minimize the complexity of system by not adopting method that generates domain object as in Class with automatic. Finally, the implementation of our system can be used in general C/S environment, but we implement system user GUI using the XSLT built in general web browser in consideration for user convenience and consistency.

This system has been developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system. This paper will investigate the functions of KISTI-ACOMS constructed for use in the Korean Society of Crop Science and list the functions and requirements for the next system to enhance the on-line paper management system.

과학기술분야 전문학술지의 학술논문 투고와 심사처리 전과정에 대한 영문전용 웹기반 시스템을 설계하기 위하여 국내외의 대표적인 사례로 Elsevier Editorial System과 KISTI-ACOMS를 조사하고 분석하였다. 이를 통하여 해양과학기술분야 전문학술지 Ocean Science Journal에 적용할 수 있는 웹기반 논문투고심사시스템이 구현되었다. 웹기반 시스템은 기존의 오프라인 논문심사과정에서 야기되는 복잡한 원고관리, 심사기간의 지연과 원고분실 등의 문제점을 해결할 수 있을 뿐만 아니라 e-journal 전자출판의 기반이 자연스럽게 조성되어 효율적이고 신속한 학술정보 유통환경이 구축된다. 이러한 시스템의 개발과 활용은 과학기술분야 전문학술지의 수준제고 및 국제화 과정에 크게 기여할 것이다.

본 논문에서는 웹툰 및 웹툰 플랫폼이 효율적으로 국외 시장에 진출하거나 또는 작품 원문의 언어를 사용하지 않는 고객에게 효과적으로 서비스 할 수 있도록 크라우드 소싱을 이용한 번역 및 투고 시스템과 이를 적용한 서비스 매체를 제안한다. 제안하는 시스템은 콘텐츠 번역 자원을 크라우드 소싱을 통해 효율적으로 확보한다. 이를 통해 콘텐츠를 세계화하는데 투입되는 비용을 최소화한다. 또한 디지털 콘텐츠가 디지털 매체를 통해 제공되므로 소프트웨어를 응용 할 수 있는 환경 특성을 이용하여 효과적으로 콘텐츠 내용을 관리하고 검증 할 수 있다. 본 논문에서 제안하는 크라우드 소싱을 활용한 번역 및 투고 시스템을 적용한 디지털 콘텐츠 및 서비스 매체는 기존 디지털 콘텐츠 및 서비스 매체에 비해 콘텐츠 세계화에 필요로 하는 비용효율 면에서 우수함을 보인다.
