The researcher writes the result of the research in the form of paper. The submitted papers gets careful peer review by the reviewers and used for the development of academic studies after it gets published. There has been numerous debate about the review system, as the review process determines whether the results will be known to academia. In this paper, we investigate the problems in the present review system and propose a open peer review system based on blockchain. The proposed system has an open peer review structure unlike the existing one and ensures fair and in-depth evaluation through transparency. The system also provides a solution to the privacy and capacity problems that may arise from the use of blockchain. Lastly, we implement the proposed peer review system and show the results.

KISTI(Korea Institute of Science and Technology Information) has developed the $\boxDr$KISTI-ACOMS(KISTI-Article COntribution Management System)$\boxUl$ as part of the national project for automating the process of processing academic information by societies, in order to convert journals published by academic societies in Korea into an electronic from and make them accessible on the Internet. This system was developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system. This paper will investigate the functions of KISTI-ACOMS constructed for use in the Korean Society of Environment and Ecology and list the functions and requirements for the next system to enhance the on-line paper management system.

Science and technology-related societies in the interior of a country sum up to approximately 660, and are increasing yearly, due to the development of new research fields and segmentation of past studies. Such societies are contributed with latest academic research information, and the submitted studies go through an review process before publication. A majority of the societies employ the traditional off-line review method; various problems and issues occur in delay of submission, review, revision, and management of the numerous paper submitted and published. Therefore, this study suggests the design of, and implemented an on-line paper review system which processes on-line submission and review of paper, facilitates swift and review progress, and enables efficient control and management on general tasks and academic information through integrated administration of members and published works.

KISTI(한국과학기술정보연구원)는 학회업무 관리, 학술정보 관리를 학회가 어려움 없이 처리하도록 지원하고자, 학회 정보화 사업의 일환으로 학회 학술 정보 유통 체제 전 과정을 온라인화 하고 쉽게 관리할 수 있도록 한 $\ulcorner$KISTI -ACOMS(KISTI-Article Contribution Management System: KISTI-웹기반 논문투고관리시스템)$\lrcorner$을 개발하여 2001년부터 학회에 무상으로 보급하여 왔다. 또한 2003년부터 최근 3년간 학회 편집위원회와 같은 임원회의를 통해 추가 요구기능을 수렴, 분석하고 재설계하여 2005년 9월에 KISTI-ACOMS 버전 2.0을 출시하여 최근 과학기술분야 학회를 대상으로 무상보급을 지원하고 있다. 웹기반 논문투고관리시스템을 도입하여 국내 학회 정보화의 고도화를 지향하고자 하는 시기의 흐름에 맞추어 한국축산식품학회 또는 KISTI-ACOMS 버전 2.0을 도입하였으며, KISTI는 한국축산식품학회의 제반환경과 심사 프로세스를 분석, 적용하여 시스템에 반영하였다. 본 연구는 KISTI - ACOMS 버전 2.0을 기반으로 구축한 한국축산식품학회의 웹기반 논문투고관리 시스템 기능에 대해 살펴보고, 향후 시스템에 필요한 기능 및 명세를 기술함으로써 한국축산식품학회의 개선된 웹기반 논문투고관리시스템을 제시한다.

KISTI-ACOMS의 보급과 더불어 학술대회에 대한 중요성이 인식되고, 학회의 요구사항이 증가함에 따라 학술대회 논문투고관리 시스템을 재설계하고 구현하였다. 구현된 시스템은 심사기능을 통한 우수 논문 심사, 영문 토글 기능을 지원하여 국내뿐만 아니라 국제 컨퍼런스 개최시에도 활용할 수 있어 보다 많은 학회들이 이용할 수 있게 되었다.

본 연구에서는 학술정보의 효율적 관리 및 서비스 체제를 수립하고 활용성을 강화하기 위해 논문 자동 수집 및 구축, 논문 투고 및 심사, 전자출판, XML 자동 구축에 이르기까지 전주기 기능 구현에 방안을 제시하고 이를 구현한 사례를 소개하고자 한다. 기존 Peer-Review 시스템은 데이터 수집 및 변환파트와 투고 및 심사, 전자출판 파트, XML 구축 파트 등으로 분리되거나 별도로 운영되어 왔다. 본 연구에서는 이러한 기능을 통합적으로 구현하기 위해 KISTI의 Peer-Review 시스템인 ACOMS와 XML 기반 학술정보서비스 시스템(KpubS) 기능 및 프로세스를 통합한 구현 방안을 제시하고 이를 시스템으로 구현하였다. 그러나 아직까지 원문 PDF를 XML로 완전 자동 변환할 수 있는 기술은 없는 상태로써 반자동 변환 기능을 탑재하였다. 본 연구 내용은 다양한 수집 채널을 통해 입수된 학술정보 및 XML 자료에 대한 입력체계를 제공하고, XML 본문으로부터 메타데이터를 자동 식별 및 추출하여 학술정보 DB를 구축 저장하며, 구축된 DB 및 XML 기반의 전자출판 기능 제공과 함께 웹서비스 단계까지의 전주기 공정에 대한 프로세스 모델 및 시스템에 관한 것이다. 이에 데이터베이스 구축을 위한 시간 및 비용을 절감할 수 있을뿐만 아니라, 시맨틱 태깅 및 수식, 표, 그림 정보 제공 등 이용자에게 다양한 형태의 서비스를 제공할 수 있게 되었다.

In this paper, we design and implement KISTI-ACOMS 2.0, extended from its previous version, applicable to all the academic societies by integrating new concepts, functions and services. KISTI-ACOMS 2.0 provides membership management, paper review management, replaces most extensive customizing with configuration, and supports a variety of unique features such as English service for foreign authors and reviewers, similar article search for preventing piracy and user access control, which are difficult to be implemented in the existing systems being used by Korean societies. Therefore, many academic societies can configure KISTI-ACOMS 2.0 more easily and promptly, and manage their own business such as society administration and journal publication online more effectively.

최근 웹 기반 엔터프라이즈 애플리케이션들의 규모나 복잡도가 고도화 되어감에 따라 웹 애플리케이션 마다 공통적으로 사용되는 기반 요소들의 설계나 구현은 관련 프레임워크를 사용하고 복잡한 비즈니스 로직에 좀 더 집중하는 것이 최근 웹 애플리케이션 개발의 추세이다. 이에 따라 본 논문에서는 대부분의 학회에서 필수적으로 구축하는 논문 편집 시스템을 예로 들어 스프링 프레임워크와 관련 기술 등을 사용한 설계 및 구현 사례를 제시하고자 한다.

KISTI(Korea Institute of Science and Technology) has developed ${\ulcorner}KISTI-ACOMS (KIST-Article Contribution Management System){\lrcorner}$ as a part of the national project for the informatization of academic societies, and distributed the system to academic societies for free since 2001. KISTI-ACOMS is a web-based system that automates the full process of academic paper review and journal publication and circulation for academic societies. KISTI have analyzed academic societies' demands for a paper review system for last three years and, after a thorough redesign and implementation, released KISTI-ACOMS 2.0 in september 2005. recently, there are many societies requesting the online paper review system for the informatization of their societies. korean academy of child health Nursing has decided to introduce KISTI-ACOMS 2.0 to meet current trends and KISTI customized KISTI-ACOMS 2.0 to reflect configuration and paper review process of Korean Academy of Child Health Nursing. This Paper investigates the functions of KISTI-ACOMS customized for the korea academy of child health nursing and describes necessary features for the future online paper review system.
