최근 서울고등법원은 일련의 판결에서 상품$\cdot$용역거래와 자금$\cdot$자산거래를 구분하고, 전자에 수반하여 간접적으로 자금지원효과를 내는 행위는 자금지원행위에 포섭되지 않는다고 판시하였다. 그 논거로는 공정거래법 관련 조항의 문언이나 입법취지, 여타 불공정거래행위 규정의 사문화 우려 및 확대해석에 따른 규제의 예측가능성 위협 등이 제시되었다. 그런데 지원행위에 대한 서울고법의 ''이분법적 접근방법''(dichotomous approach)은 지원행위의 개념, 성질 및 효과, 불공정거래행위 금지의 체계 등에 비추어 부당하다. 지원행위에 관한 한 상품$\cdot$용역 거래를 자금$\cdot$자산거래와 구별할 수 있는 객관적 기준이 존재할 수 없을 뿐만 아니라, 공정거래법은 일관되게 단지 거래의 목적물뿐만 아니라 거래에 수반되는 반대급부나 결제방법 등의 관점에서 폭넓게 지원행위를 규정함으로써 상품$\cdot$용역거래에 따라 지원효과가 발생하는 경우를 염두에 두고 있기 때문이다. 또한 부당 지원 행위금지는 차별취급 등 여타 불공정 거래행위금지에 대한 특별법적 성격을 갖는 것으로서 양자가 경합할 경우 원칙적으로 전자가 우선적용 되어야 하며, 나아가 지원효과의 직$\cdot$간접성을 기준으로 지원행위 여부를 가리는 것은 지나치게 자의적인 것으로서 규제의 예측가능성을 더욱 저해하고, 수범자의 탈법행위를 용이하게 할 수 있다. 다만, 계열회사간 지원행위는 경제적 효율성을 수반할 수 있고 그 자체가 경쟁질서를 위협하는 것은 아니라는 점에서, 지원성 거래는 가능한 폭넓게 인정하되 그에 따른 부당성 내지 공정거래 저해성 판단에 신중을 기하는 방향으로 관련 조항을 해석하는 것이 바람직하다.

This study is to analyze the present publishing media in order to grasp the trend of data development and distribution. For this, I analyze the present tendency, concentrating indices of diagram, dividing into traditional book and e-book. It also discusses the viewpoint extracted from the problems related to the data development and distribution of publishing media. Traditional books and e-books have been expending to add newly updated convergence media in digital media era in which internet represents. I discuss these changes to convergence media for the realization of 'ubiquitous' mean the evolution to transmit propagational elements from proper character of traditional book. By the same token, I examine prospect of increasing digital publishing media and other problems before distribution.

This paper is a preliminary study to develop the standard job model for strengthening children services in Korean public libraries. To do so, the researchers reviewed and analysed the current status, features, and job of children's services of sample public libraries in the United States, United Kingdom, Japan, and Korea. As a result. library management, development and preservation of childrens' materials, technical services and database management, public services, program services related to book and reading, cooperation activities with the relevant agencies and facilities revealed as a key job of children's librarian. Based on these results, subsequent research will be to develop a standard job model for children's services of public library in Korea.

An empirical analysis on the structural causes on the economic underdevelopment of a specific region is an important work for the constituents to solve the submitted problems of those sources of the questions and to establish more active regional economic growth structure hereafter. Basically this paper recognizes that the fragile characteristics of accumulation structure is due to the higher portion of small enterprises and other unfavorable material conditions compared to other regions. On the basis of this estimation, we are going to present some materials to help establishing the development strategies by analysing the structural characteristics of time serial GRDP and Regional Input-Output Tables.

한국어 어휘부 구성에 기능동사(경동사) 구문에 관한 언어정보의 수록은 필수적이다. 범용적 대규모 한국어 어휘자료 database 구축을 위한 기능동사 구문과 언어학적 분석 기술과 관련하여 제기되는 여러 문제들 중에서 기능동사의 어휘적 한정의 문제는, 어휘부 중심의 논의를 펼칠 때, 각별한 중요성을 갖는다. 본 발표에서는 우선 확장된 기능동사 개념에 의거하여 기능동사 정보를 어휘부에 반드시 수록해야 할 논거를 제시하고, 기능동사의 어휘적 한정의 문제를 집중적으로 거론하고자 한다. 요점은 기능동사 구문이 서술명사와 기능동사의 결합에 의해 성립된다고 볼 때 이 두 범주의 어휘적 실현은 예측불가능한 제한적 결합관계에 의해 특징지어지므로, 일정한 서술명사와 결합 가능한 기능동사의 어휘적 형태를 어휘부에서 낱낱이 한정하고 기재하여야 하리라는 것이다. 이를 위한 필수적인 연구작업은 크게 상호보완적인 두 부분으로 이루어진다. 한편 한국어 서술명사의 총체를 목록화하고, 그 개별어휘 하나하나에 대해 가능한 기능동사 구문과, 구체적인 기능동사 어휘를 한정하는 것이 필요하다. 또 한편으로는 한국어 동사의 총체를 목록화하여, 그 개별어휘 하나하나의 가능한 통사적 실현을 체계화하는 과정에서 기능동사 용법을 빠짐없이 가려내는 작업이 요구된다고 보겠다.

This study aims at suggesting mid- and long-term development plan (vision, core values, strategic goals and functional performances, major tasks and detailed action plans for each strategy, organizational and human resources management, shared responsibility with the National Library of Korea which is main library in collection and services of policy information, and cooperation and collaborative exchange programs) for the National Library of Korea, Sejong. This study is based on the appropriateness that the library should enhance its visibility through focusing on the role as the specialized library in charge of public policy information services if it wished to ensure the identity of a branch of the National library of Korea for the comprehensive collection, preservation, and nationwide services of public policy information.

IEEE 802.15.4 is the standard wireless link technology for low power, low cost, but long lifetime applications including wireless sensor network (WSN). Currently, whether or not IP architecture should be used in WSN over its 802.15.4 link is under dispute. Such kind of arguments may last for a long time without some convincing experimental measurements of real case performances of IP over 802.15.4 implementation, and thus prevent the advance of related research. In RFC4944, IETF proposed the 6LoWPAN specification to enable IPv6 communication over low power, wireless personal area networks. We try to alleviate the dispute and make the direction clearer to the community so as to promote further valuable research in this topic.

The Living Lab, key elements are user involvement and experimentation in real life environment, is attracting public and academic attention as a crucial means of science and technology innovation and societal innovation. In recent years, there has also been a qualitative change, such as being utilized for social innovation and sustainable system transition. However, in the Living Lab approach, the paradox due to the tension between the different demands can appear in terms of homogeneity, user experience, conflict, commercialization, and diffusion of innovation. We need to understand and solve these paradoxes of Living Labs in order not only to solve social problems but also to be a good means of social innovation and sustainable system transition. Living labs are very useful instruments for solving certain types of problems, but they are not panacea. Living Labs, which still lack theoretical rationale and empirical results, need to accept and manage paradoxes to achieve results as a good means of social innovation.

The Landscape of the Bibo Geomancy is generally showed in Korean traditional settlement. The tradition of the Bibo Geomancy was given much weight in the Korean geographic history of life, so it could be a important research theme. The discussion in my dissertation, 1 insist on that, a comment of the Bibo together with a comment of the selection of proper sites composed as axis in Korean geomancy. As a grounds basis of an argument, 1 described on the concept and the composition of the Bibo Geomancy, the backgrounds of the theory, the historical changes of the Bibo Geomancy in Korea, the form and the function of the Bibo and the comparison with the Bibo-Geomancy of the north-east Asia.

Recently, labor unions' active participation in social issues is drawing people's attention as their concerns are expanding from the conventional wage raise and employment to others such as the environment and poverty eradication. This derives from the notion that a trade union with bargaining power is also an economic agent responsible and able to take a positive role in social issues. This paper explains through a micro economic analysis model that labor union movements can also contribute to social issues such as the global environment. Based on the international oligopoly trade theory, the study analyzes the principal-agent model whereby firms and labor unions pursue their strategic choices based on their interest and influence the implementation of regulatory policies on pollution emission. The analysis confirmed that labor unions' bargaining power and international cooperation are influential in alleviating global pollution emission and in improving social welfare. This conclusion could be presented as a basis for arguing for and requesting the participation and cooperation of labor unions to solve environmental problems discussed at WILL 2006.
