Consumers' Willingness to Pay for Renewable Energy (신재생에너지 전력에 대한 소비자 지불의사)

  • Although renewable energy sources are more environmentally friendly than fossil energy sources, they are far more costly and hard to survive in the electricity market. For a competitive renewable electricity, the government should take 'visible' actions to compensate higher production costs. Popular policies, such as Feed-In-Tariff and Renewable Portfolio Standards, are financed by an undifferentiated increase of electricity bills (a collective financing mechanism) but are occasionally confronted with the opposition of the electricity consumers. This paper discusses the consumers' willingness to pay for renewable energy in order to back up the voluntary financing mechanism, the Green Pricing. The Tobit analysis of a consumer survey shows that the consumer's WTP is positively influenced by his environmentally friendly activities under both financing mechanisms. The knowledge on renewable energy is statistically significant only under collective financing mechanism.

  • 정부의 녹색성장기본법(안)에 따라 총량제한 배출권 거래제가 도입될 예정이므로, 배출규제에 대응한 전력시장의 제도적 대응이 요구된다. 본 논문은 배출비용을 감안한 발전원가를 평가하고, 전력시장이 현 비용입찰시장(CBP)의 형태를 유지한다는 전제하에 배출규제에 따른 전력시장가격의 영향을 분석하였다. 배출비용을 감안하더라도 전원별 급전우선순위는 변화하지 않으므로 비용최소화를 위한 전략은 기존 발전패턴을 유지하고 배출권을 구입하는 전략이 된다. 그러나 전기요금 안정화를 위한 발전회사의 수익 규제는 연료전환을 유도하여 배출감축에는 기여하지만, 발전비용 및 전력시장가격을 다소 상승시키게 된다. 한편 발전회사에 대한 수익규제는 배출권시장의 수급여건을 변화시키게 되므로, 전력시장과 배출권시장의 운영, 분석 및 규제에 대한 일원화된 체제의 필요성을 강하게 시사한다.

Current Status and Prospects of Ukrainian Wind Energy (우크라이나 풍력발전 현황 및 전망)

  • As is the case in Korea, the expansion of renewable energy dissemination is an essential matter in Ukraine when considering its energy consumption and dependence on energy import. While Korea has set about promoting the new and renewable energy industry on the back of the national policy on green growth, Ukraine expects a virtuous circle of renewable energy industry with green tariffs and the attraction of foreign capital in association with carbon emission trade. Utilizing its well-developed heavy industrial sector including the shipbuilding and automobile industries, Korea expects wind turbine manufacturing to become one of its next-generation growth engines. Ukraine is also trying to enter the wind turbine system or parts manufacturing industry based on its automobile industry and advanced aerospace technology. Although the Crimean region in Ukraine seems to have excellent wind resources, and thus shows great potential as a location for wind farm development, political instability has been a major obstacle to the attraction of foreign capital, leading to delayed investment.

Economical Analysis of the PV-linked Residential ESS using HOMER in Korea (HOMER를 이용한 PV 연계 가정용 ESS의 경제성 분석)

  • Europe and North America are paying attention to residential ESS(Energy Storage System) that can manage energy efficiently. The ESS is a system that stores and manages the electric power by charging and discharging the battery. The ESS is generally used in conjunction with photovoltaic systems. The ESS supplies the load of the power generation time and stores the remaining PV power to supply the load at the non-power generation time. However, due to the high price of residential ESS, low electric rates and increasing block rates, there is no market of residential ESS in Korea. This paper reviews the price condition and the capacity for applying PV and residential ESS to household of apartments using HOMER in Korea.
