How do they Make Libraries Green?: A Case Based Study on Building Green Libraries (녹색도서관 사례분석을 기반으로 한 국내 녹색도서관 구축방향에 관한 연구)

  • Since the 1990s, discussions regarding green libraries started in the U.S.A, in the name of 'library and the environment', 'Green librarians', 'constructing of environmental sources', 'noise and library', 'building libraries as an environmental alternative' and etc. Currently, green libraries certified by an evaluation system are more than 50. This study proposes a direction to build a green library. The study analyzes national and international green libraries certified by the evaluation system. The cases are analyzed based on the six evaluation factors in the LEED certification system; Sustainable Site, Water Efficiency, Energy and Atmosphere, Material and Resources, Indoor Environmental Quality, Innovation and Design Process. Since the evaluation system focuses mainly on the architectural aspects, there was a need of expanding the concept of eco-friendly in this research. The newly expanded eco-friendly concept includes services, content, and supplies of libraries.

Development of an Economic Assessment Model for the Selection of Indoor Air Pollutant Low Emission Material for G-SEED (G-SEED용 실내공기 오염물질 저방출 자재 선정을 위한 경제성 평가 모델 개발)

  • The Korean construction industry has been implementing G-SEED, a certification system that evaluates the environmental properties of buildings for the purpose of reducing environmental burdens such as energy and resource consumption and pollutant emissions. Also, creating a pleasant environment in general is one more purpose of G-SEED certification system. However, G-SEED certification in practice is difficult and time consuming due to the complexity of the certification acquisition process coupled with little economic consideration for the materials of each certification item. Therefore, in this study, we present a model for the optimal selection of materials and economic assessment using a genetic algorithm. The development of the model involves building a material database based on life-cycle costing (LCC) targeted at "Application of Indoor Air Pollutant Low Emission Material" from G-SEED. Next, the model was validated using a real non-residential building case study. The result shows an average cost reduction rate of 74.5 % compared with the existing cost. This model is expected to be used as an economically efficient tool in G-SEED.

  • In this study, based on actual project implementation cases, task management plans for construction management related green building certification were derived in major stages. Accordingly, the importance from details of construction management tasks for the operation and management process of the schematic design phase, design development phase, and construction document phase, focusing on G-SEED certification, was analyzed. In addition, major items were derived based on the weight of additional construction costs and acquisition scores through previous research cases on the analysis of construction costs for G-SEED certification, and the importance from details of construction management tasks on the major items of G-SEED certification was analyzed. As a result, the review and confirmation of the elements of reflection related to G-SEED in the schematic design phase, the adequacy of design documents and the connectivity of design phase in the design development phase were important. And the review and confirmation of the items directly related to the construction phase in the construction document phase were important.

  • Currently G-SEED certification standards was in an effort to building energy-saving and carbon emissions reduction. In this study, focusing on school facilities to suggest an alternative improve green building certification standards through data analysis and conduct an expert Delphi survey. In this study, evaluation of the existing areas of green building certification 7-5 suggest that one out. There are five proposed areas of ecology, health, function, energy and resources. Further it can add areas of economics and $LCCO_2$. Through the assessment items of foreign certification standards evaluated to the feasibility of introducing in Korea. Furthermore taking into account the characteristics of each class, kindergarten, elementary, primary, middle and high schools, College or University were broken down by purpose.

A Study on the Improvement of Evaluation Items for Customized BF Certification in School Facilities -Focusing on the Delphi survey- (학교시설 맞춤형 BF인증을 위한 평가항목 개선방향에 관한 연구 -델파이조사를 중심으로-)

  • This paper reports on three Delphi surveys based on draft evaluation items with the aim of deriving evaluation items prior to developing a BF certification index for school facilities in order to make the index safe and convenient. To this end, problems were formulated using content analysis and follow-up evaluation of existing BF certification indicators. Draft BF certification evaluation items for school facilities were proposed. The adequacy of each evaluation item was verified using a Delphi survey. Experts and working-level groups, such as university professors, architects, public officials, certification agencies, and organizations for disabled persons, provided feedback for all evaluation items for school facility BF, which was incorporated in the final evaluation items. As a result of the Delphi surveys, in addition to the existing 8 evaluation items, a total of 75 evaluation items were proposed as maintenance items, 12 as improvement review items, and 15 as new evaluation items.

  • The construction industry has been a major player in Korean economy growth and it has been accountable for more than 15% of GDP during the last decade. However, fast-growing construction industry has also produced some unpleasant side-effects. Environmental problems are identified one of the main issues in the Korean construction industry and they are closely related to minimizing the carbon emission and delivering environmental-friendly green products. The movement of green construction, now, is considered the next driving force for the industry which has significant impacts on the future. This research investigates this green construction while focusing on governmental policy implications such as green certificate for construction products. Green building has long been recognized as the leading green construction product and the green trends have expanded to infrastructure construction such as road construction. Therefore, this research concentrates on various green road certification processes in the United States in order to develop a framework for Korean green road certification. In doing so, some of the green roads application has also been analyzed. This research intends to provide background information for Korean green construction policies, especially on green road certification.

A Comparative Study on Domestic and International Evaluation Criteria of Commissioning for Sustainable Building Certification (국내외 녹색건축인증에서의 커미셔닝 평가기준에 대한 비교 연구)

  • Ministry of Land, Infrastructure and Transport established Heating and cooling energy conservation plan of apartment for 2017, reducing 90% compared to energy consumption of 1990. Also, at 2015 United Nations Climate Change Conference, the Ministry announced to reduce 37% of estimated $CO^2$ emission(850 million ton) at 2030. To satisfy this, it is urgent to reduce $CO^2$ emission due to the building, which takes majority amount of total $CO^2$ emission, and public interest for the commissioning of intensified building performance is uprising. However, the building commissioning at construction is not enacted, and not activated due to the lackness of promotion and will of general contractor. Furthermore, commissioning is not mandatory for obtaining G-SEED certification. Therefore, this paper describes effectiveness of commissioning with comparison of commissioning evaluation criteria of G-SEED with LEED and BREEAM, to propose making commissioning as mandatory process and drive changes in perception among stakeholders for activation of domestic building commissioning.

  • Recent national policy agenda of 'Low-Carbon Green Growth' has been implemented as the important vision of the country. The government has set a target of entering the seven major world powers of Green Nation at 2020, and five major world powers at 2050. In order to achieve the goal, the reduction of greenhouse gases and the composition of green land and transportation has been promoted as an important policy. In a construction industry sector, policies and technologies for reducing greenhouse gas emissions and energy have been actively developed. In the case of developed countries, research for green road infrastructure has been conducted, which is the basis for certification system of green highway. This paper benchmarks the policies and cases of developed countries, verifies the applicability in the domestic road sector, and suggests the introduction of the certification system of green highway.

  • Since 2002, Korea Government has introduced Green Standard for Energy and Environmental Design Certification for reducing GHG emission in building area. However, total number of G-SEED Certification is only around 1% of total number of approved apartment buildings despite the various boosting policies. In this situation, most boosting policies and policy improvement researches are leaning toward the supplier's aspect. However, comprehensive relation and dynamics between consumer and supplier has to be considered because housing market is operated by market participants' mutual interaction. Therefore, this research presents system dynamics models based on decision making analysis of consumer and supplier in G-SEED Certification apartment building market. Then, this research evaluate the validity of boosting policies using the model. The proposed analysis can assist government to make next G-SEED Certification boosting policy.
