정부의 녹색기술 발전을 통한 녹색성장에 대한 확고한 의지를 바탕으로 범국가적 역량 결집이 필요한 시점이다. 우리의 강점 및 유망분야를 중심으로 도출된 중점육성 기술에 대해 국가적 차원에서 집중 투자할 필요가 있다. 이를 위해 R&D, 산업, 인력, 인프라 등 녹색성장을 위한 민관 및 관련 부처 유기적 체계적인 지원 방안 마련을 서둘러야 할 것이다.

최근 세계 경제는 사상 유래를 찾기 힘든 경제위기에 홍역을 앓고 있다. 국제유가를 비롯한 원자재가격은 수급불균형과 정치적 이슈, 그리고 투기자본의 유입이 어우러져 급등락을 거듭하고 있다. 또한, 지구온난화를 막기 위해 국제사회에서 추진하고 있는 기후변화협약도 큰 어려움을 겪고 있다. 선진국들은 배출권 거래제도 시행, 탄소세 도입 등을 통해 본격적인 환경 무역시대가 도래에 대비하고 있으며, 포스트 교토체제에 대한 협상도 본격화 되고 있어 대응이 시급한 실정이다. 자원 환경위기의 시대에 녹색성장은 불가피한 선택이 되었으며 우리나라에서도 온실가스 감축을 위해 많은 노력을 하고 있다. 정부에서는 탄소포인트제도 도입과 10대 녹색기술 산업 육성, 그린 뉴딜을 통한 녹색일자리 4만 3천개 창출 등 기후변화 대응을 위한 정책들을 추진하고 있으며, 또한 저탄소 녹색성장의 한 주축으로 신재생 에너지 기술개발 및 보급의 확대를 통해 세계시장 선점을 위해 매진하고 있다. 환경부에서는 폐기물에너지화, 기후변화대응, 환경산업육성 등 '저탄소 녹색성장'을 이끌 사업과 '경제 살리기'에 역점을 두고 2009년도에는 환경부 소관예산 '08년 예산 3조 5,914억원 대비 5,008억원(13.9%) 증액된 총 4조 922억원을 투자할 계획이다. 이에 본지에서는 지난호에 이어 저탄소 녹색성장을 위한 녹색자원 기술 육성II로 주제를 잡고 "온 국민이 참여하는 기후변화 대응 정책 추진", "녹색성장 정책 추진에 있어 기업체 지원방향", "우리나라 신재생에너지 기술개발현황과 앞으로의 과제", "가정에서 온실 가스 줄인만큼 혜택받는 탄소은행"등에 대하여 살펴보고자 한다.

녹색성장 정책이 그 동안의 법적 제도적 기반을 바탕으로 녹색기술과 산업이 직접적으로 연계되는 새로운 단계로 접어든다. 2013년까지 녹색전문 중소기업 1,000개가 육성되고, 녹색 R&D 예산이 대폭 확대됨과 동시에 공공 녹색시장 규모가 두 배가량 늘어나게 된다. 이를 통해 정부는 세계적 녹색 전문기업을 육성하겠다는 방침을 내놓았다. 산업화 단계에 진입한 한국의 녹색성장. 이를 위한 녹색전문 중소기업 지원방안을 살펴본다.

저탄소 녹색성장은 세계적인 친환경 추이에 발맞추고 소비자들의 인식변화에 부응하는 신성장동력이다. 이를 잘 활용하면 기업의 경쟁력을 장기적으로 강화시킬 수 있고 새로운 기회를 가져다줄 수 있다. 녹색성장은 그야말로 기업 성장에 엄청난 영향을 끼칠 수 있는 새로운 패러다임인 것이다. 정부는 향후 에너지를 자급자족하는 건축물을 목표로 저탄소 녹색성장 정책을 추진하고 있다. 그 일환으로 건축물 에너지 목표관리제 도입, 녹색건축물 조성 지원법 등이 있다. 내년 2월 23일 시행을 앞두고 있는 '녹색 건축물 조성 지원법'은 건축물의 설계 시공 유지 관리 등 모든 분야에 영향을 미치는 법으로서, 특히 건축물의 에너지효율 개선 관련 기준을 제시할 예정이다. 이로써 고효율 설비 등 시설 투자는 물론 에너지 소비를 제어할 수 있는 기계설비의 위상과 역할이 크게 부각될 전망이다. 대한건설협회 및 한국생산성본부인증원은 지난 4월 18일 건설회관에서 '건설분야의 녹색정책과 대응방안' 컨퍼런스를 개최하고, $\bigtriangleup$저탄소 녹색성장 정책방향 $\bigtriangleup$녹색건축물 관련법 및 정책 추진방향 $\bigtriangleup$녹색건축물 조성지원법 제정에 따른 건설업의 나아갈 방향 $\bigtriangleup$녹색건축 도시조성을 위한 실천전략 $\bigtriangleup$녹색건축물제도가 건설업에 미치는 영향 등에 관해 주제발표를 했다. 본지는 '건설분야의 녹색정책과 대응방안' 컨퍼런스에서 발표된 내용을 바탕으로 '녹색건축물 조성 지원법'에 대해 자세히 알아본다.

We should have a new perspective on the words, green and growth, to have a full understanding of them and consider the environment itself as leading to the nation's growth. The green growth policy is to convert the paradigm of economic growth into one with a good circle of environment and growth. However, as each country has a different view of the green growth policy, we will see how the countries carry out the policy and how the companies and people accept it. To do this, we will employ an actual analysis and propose a green growth strategy for the nation. The following are from the actual analysis in the article: 1. The GG policy is not just limited on the environmental problems but related to the nation's well-being as well. 2. Energy policy should be defined as the core thing of the GG policy and energy effectiveness among others things should be carried out on a short term basis. 3. Developing a strategy using IT is necessary for the GG policy. 4. Very careful approach should be taken to build a master plan for the nation bearing effective outcome of the policy. 5. The GG policy should be regarded as a social reformative one motivating the nation's much interest in it.

'Green growth' is the development strategy for the sustainable society through the harmony between the environment and economy. The 'green growth' was defined and accepted by UNESCAP and countries in Asia-Pacific region. OECD also accepted it as their new development policy. 'Green New Deal' was also proposed as a new social/economic policy to response three global crisis: environmental, resources and economic. Social and environmental sustainability are the most important principles of this policy. In Korea, however, the 'green growth' is redefined and used by the government and politicians as an economic policy to support the new technology on energy efficiency and renewable energy. In here, the definitions of green growth in the world and in Korea are analysed and compared, and new term is proposed. Green growth is the development policy to response environmental crisis (ie. climate changes) to transform the society to environmentally and socially sustainable one. The possible contribution of geomorphologic researches to green growth was also proposed.

Each country has set low-carbon green growth to a new growth drive for the future while making various efforts. Accordingly, our country also set green growth to our policy task in top priority throughout our country while initiating various policies. Our country has focused on initiating a few policies in green growth. Our country has focused on the development of green industries to secure our national competitiveness while generating added values in green growth. It is necessary to have studies in initiating policies in balance when we consider that green growth should be initiated through the shift over the whole lifestyle. On the other hand, policies led and driven by the central government have been emphasized. Although the planning and establishment of policies might be said to fall under the central government's main areas, green growth policies can be realized regionally in the end. Considering these circumstances, the coordination in a proper way between the central government and each municipality can also be seen as major characteristics only in our country, which can be hardly seen in other countries. This study aims at developing the initiative strategies in our country's green logistics while analyzing the characteristics of green growth and situations of green logistics initiative, studying the government's policies to support green logistics, reviewing the government's policies for supports, and suggesting alternatives for them.

지난 2월 서울에서 열린 '2009 그린포럼'에서 토머스 프리드먼은 인류의 미래를 위한 유일한 해결책은 녹색 혁명이라고 역설하였다. 최근 세계 경제의 침체와 맞물리면서 미국 등 주요 국가들은 경기 부양책의 일환으로 흑은 시장 선점의 방안으로써 녹색 성장을 표방하는 그린 오션(Green ocean) 에 주목하고 있다. 우리나라도 지난해 8월 대통령이 "저탄소 녹색 성장"을 한국 경제의 새로운 성장 동력으로 제시한 바 있는데, 이처럼 녹색 산업이 국가 경쟁력과 기업의 미래 성장으로 직결되는 뉴 패러다임에 직면하여 국내 유일의 원전 운영 회사인 한수원(주)도 녹색 미래에 대비한 정책 추진을 차질 없이 수행하고 있다.
