In this paper, we propose the mechanism of China's green financial policy on renewable energy industry development implemented in different pilot zones. By utilizing the synthetic control method, this paper examines the differences in the effect of green financial policy before and after its implementation. The results demonstrate that green financial policy can significantly reduce traditional energy consumption while promote the renewable energy industry development simultaneously. Furthermore, the effects across different regions reveal that the impacts of green financial policy are pronounced in selected pilot zones, with Shanghai and Chongqing standing out the most while Gansu province performs the worst. The analysis also figure out that green financial policy stimulates the expansion of regional financing scales, resource endowment, and technological innovation as well.

An offshore(submarine) cable has been used for more than a century, however it has been used mainly for communication or power supply to near-shore island. Therefore, offshore cable has not been got more attention than other types of cable and the related standards have also not been established well. However wind farms have been shifting from land to offshore because of better wind condition. Consequently, it has been pushing up demand for offshore cable. Hence, this paper introduces the trend of offshore cable industry and related standards or recommendations only focusing on offshore wind farm. In details, the installed offshore cables in offshore wind farms, the main offshore cable makers and up to date technologies are covered. In addition, the related standards or recommendations are also analyzed and compared each other.

본 연구는 저탄소녹색성장전략의 분석을 통해 이명박 정부 하에서의 국가-시장-사회관계를 분석하고 있다. 전체적으로 이명박 정부의 정치경제발전모델이 자유주의적임을 부정하기는 어렵지만 순수하게 신자유주의적이라고 보기는 어렵다. 부분적으로 중상주의적 요소가 강하게 남아 있다. 아울러 국가와 시장간의 관계는 원칙적으로는 서로 일정거리를 유지하는 객관적인 성격을 가지고 있으나 녹색산업분야에서는 친산업·친기업적 요소가 강하게 존재하고 있다. 국가-사회관계는 갈등적이고 배제적이다. 이러한 관점에서 볼 때 이명 박정부의 민주주의모델은 법적·제도적인 것이고 참여민주주의적 모델과는 거리를 두고 있다. 결국 사회배제적이고 친산업/친기업적 속성을 내포하는 한 시민사회세력의 반발에 직면하여 지속가능하지 못하게 되는 한계에 봉착하게 될 개연성이 높다.

Green chemistry is a new scientific field which focuses on the design, manufacture, and use of chemical processes that could prevent pollution and at the same time improve yield efficiency. The few who have written on the emergence of green chemistry have not shed light on the political and economic motivations of green chemistry. As a new study of the emergence of green chemistry, this paper focuses on the relationship among the triple helix of academia, industry, and government which has been critical in the emergence of green chemistry. This paper argues that academia, industry and government created a common ground during the emergence of green chemistry under the common goal of sustainable development since its creation in 1991. Green chemists produced the knowledge to improve the synthetic efficiency to prevent pollution, and the chemical industry used green chemistry research to increase the economic profitability of production system. This specific form of alliance was supported and maintained amid a changing national environmental policy toward pollution prevention and a self-regulatory framework.
