Flood Control Stability of Old Agriculture Reservoir (노후된 소규모 농업용저수지의 치수 안정성 검토)

  • 본 연구에서는 노후된 소규모 농업용저수지의 홍수에 대한 안전성이 부족하여 최근들어 노후된 소규모 농업용 저수지를 재설계하여 치수능력을 보강하고 있다. 이러한 노후 소규모 농업용 저수지의 홍수량을 재산정하기 위해 강우량을 수집하여 확률강우량을 재산정하고 빈도별 홍수량을 산정하였다. 산정된 빈도별 확률홍수량을 이용하여 현재의 치수적 안정성을 검토하고 현재기준에 적합한 저수지의 치수적 안정성을 갖추기 위해 댐을 증고하는 방안에 대해 검토하였다. 본 연구에서 저수지의 안정성을 검토한 결과 심천저수지의 홍수위는 200년 빈도에서 EL. 124.38m, 300년 빈도에서 EL. 124.43m 500년 빈도에서 EL. 124.48m로 현재 댐마루고 EL. 125.60m와 비교시 월류는 하지 않으나 댐설계기준(2011,국토해양부)에서 제시된 식에 따른 여유고와 비교한 결과 현재 상태에서는 여유고가 부족하여 증고가 필요한 것으로 분석되었다. 따라서 심천저수지의 현재 홍수량에 대한 검토를 위해 100년, 80년, 50년 빈도의 저수지 홍수추적결과 심천저수지의 여유고는 100년 빈도에서 0.028m부족, 80년 빈도에서 0.007m부족, 50년 빈도에서 기준여유고를 0.046m 만족하여 현재 상태에서는 50년 빈도에서 안정한 것으로 검토되었다.

  • 최근 우리나라에서는 국지성호우로 인해 발생하는 돌발홍수에 방어하지 못하는 소규모 저수지에 대한 붕괴사고가 빈발하고 있다. 붕괴된 저수지를 살펴보면, 대체적으로 규모가 작아 체계적인 안전관리가 이루어지지 않거나 경과연수가 50년 이상인 필댐(fill dam) 형식으로 축조된 노후저수지로서 갑작스러운 홍수를 대응하는데 있어 매우 취약한 상태이다. 체계적으로 운영되는 대형댐에 비해 축조기간이 오래된 소규모 저수지의 경우, 저수지에 대한 수문학적 정보가 거의 없거나 미계측되어 보수보강이 필요한 저수지를 선정하거나 정량적인 위험도를 분석하는데 매우 어려운 실정이다. 이러한 이유로 본 연구에서는 노후된 소규모 저수지에 대한 수문학적 파괴인자들을 선정하여 Bayesian Network기반의 소규모 저수지 위험도 분석 모형을 구축하였다. 구축된 모형을 기준으로 고려될 수 있는 다양한 위험인자 및 이들 인자간의 연관성을 평가하였으며, 각각의 노드에 파괴인자를 노드로 할당하여 소규모 저수지의 위험도를 분석하였다. Bayesian Network기법의 도입으로 불확실한 상황을 확률로 표시하고, 복잡한 추론을 정량화된 노드의 관계로 단순화시켜 노드의 연결 관계로 표현하였다. 본 연구에서 제안된 모형은 노후된 소규모 저수지의 수문학적 위험도를 정량으로 분석하는 모형으로서 활용성이 높을 것으로 기대된다.

A Study on the Reinforcement Effect Analysis of Aging Agricultural Reservoir using Surface Stabilizer (표층안정재를 사용한 노후 농업용 저수지의 보강효과 분석에 관한 연구)

  • In Korea, small reservoirs have been constructed for the supply of agricultural water, but most of them have been over 50 years from the year of construction. Aging agricultural reservoirs are being investigated for serious defects such as leaks and movements in slope, which are very vulnerable to safety. Accordingly, grouting methods are used to reinforce aging agricultural reservoirs in Korea. However, cement used as a grouting injection material consumes natural resources and generates a large amount of greenhouse gases during production. In addition, there is a problem that sufficient reinforcement is not made due to various factors such as the injection amount, the compounding ratio, the injection pressure, and etc. Therefore, due to these problems, the development of new materials and methods that can replace the grouting method and cement is required. In order to solve these problems, this study conducted an laboratory test on the surface stabilizer used to secure the stability of road and rail slopes. In addition, the program was analyzed and the reinforcing effect was examined when the surface stabilizer was used as reinforcement material for aging agricultural reservoir. As a result of the laboratory test, when the surface stabilizer is mixed, the increase of cohesion is possible up to 9% and there is no change in the friction angle. The results of the program analysis showed that the 1.0m reinforcement of slopes increased the factor of safety by 1.4 times, making it possible to reinforce the aging agricultural reservoir using surface stabilizers. And as a reinforcement method, it was analyzed that it is most appropriate to reinforce the slope and the bottom of slope simultaneously.

A Study on the Reinforcing Effect Analysis of Aging Reservoir Reinforced with Surface Stabilizer (표층안정재로 보강된 노후 저수지의 보강효과 분석에 관한 연구)

  • This study analyzed the reinforcement effect by conducting laboratory test, model test and program analysis to utilize the surface stabilizer used for the restoration work of collapsed slopes as a reinforcing material for aging reservoirs that exhibits a curing reaction similar to cement. Based on the results of the laboratory test, a model test and program analysis were performed by applying 9% of the mixing ratio. As a result, when the surface stabilizer was used in aging reservoir, it was found that the flow of water only occurred on part of the slope and underground in reservoir. And the water flow could be reduced inside the reservoir. In addition, it was analyzed that the seepage discharge could be reduced by about 42% and the saturated area within the reservoir by about 73%, thereby securing the stability of the aged reservoir.

Analysis of the Waterproof and Reinforcement Effect according to Slope Improvement of Aging Reservoir using Supplementary Cementitious Material (시멘트 대체재료를 사용한 노후 저수지의 사면 개량에 따른 차수 및 보강 효과 분석)

  • In this study, laboratory test, program analysis, and test construction in the field were performed to utilize Supplementary Cementitious Material (SCM) developed by recycled resources for slope reinforcement as slope improvement material for aging reservoir, and the results were analyzed. As results of the laboratory test, it was analyzed that the mixing ratio of SCM was appropriate by 9 %, and the coef. of permeability was decreased by about 10,000times, indicating a value close to that of the waterproof material applied in Korea. In addition, as a result of program analysis and test construction, it was analyzed that seepage did not occur in the part of reinforced using SCM and showed a higher safety facto r than domestic criteria. Therefore, since it shows sufficient waterproof and reinforcing effects in aging reservoir, it is judged that the slope improvement using SCM can replace the cement for repair and reinforcement method.

Estimation of Optimal Empirical Equations based on Sediments of Ageing Reservoir Estimated Using Autonomous Navigation USV (자율항법 무인측량선을 이용하여 산정된 노후저수지의 퇴사량 기준 최적경험식 산정)

  • Acritical function of a nation is to protect its people's lives and properties from natural disasters such as a drought. A drought affects many aspects of human life, including social, economic, and industrial activities. Approximately 75.7% of reservoirs in Korea are over 50 years old.Sedimentation over the years may have caused a situation where storage capacity of the reservoirs is no longer sufficient and compliant with the original reservoir specifications. This study analyzes storage capacities for ten aged reservoirs using the autonomous navigation USV. It compares these capacities with sediment estimated by conventional empirical equations. Comparisons were made to the original specifications for the reservoirs.Storage capacity of six reservoirs decreased in a range between 16.2%-55.3% and storage capacity of 4 reservoirs increased in a range between 1.5%-380.2%. This data was compared to data derived from estimating sediment by empirical equations. Yoon's equation(1982) appeared more accurate than Sur's equation(1988) in Uhlinzi and Yongpo reservoirs, and Sur's equation(1988), however, appeared more accurate than Yoon's equation in Daegok, Ugok2 and Ochi reservoirs. The significant ranges of sedimentation shown in this study suggest that it is worth continuously surveying reservoirs to ensure their efficient management and operation.

Development and assessment of pre-release discharge technology for response to flood on deteriorated reservoirs dealing with abnormal weather events (이상기후대비 노후저수지 홍수 대응을 위한 사전방류 기술개발 및 평가)

  • With the increasing trend of extreme rainfall that exceeds the design frequency of man-made structures due to extreme weather, it is necessary to review the safety of agricultural reservoirs designed in the past. However, there are no local government-managed reservoirs (13,685) that can be discharged in an emergency, except for reservoirs over a certain size under the jurisdiction of the Korea Rural Affairs Corporation. In this case, it is important to quickly deploy a mobile siphon to the site for preliminary discharge, and this study evaluated the applicability of a mobile siphon with a diameter of 200 mm, a minimum water level difference of 6 m, 420 (m2/h), and 10,000 (m2/day), which can perform both preliminary and emergency discharge functions, to the Yugum Reservoir in Gyeongju City. The test bed, Yugum Reservoir, is a facility that was completed in 1945 and has been in use for about 78 years. According to the hydrological stability analysis, the lowest height of the current dam crest section is 27.15 (EL.m), which is 0.29m lower than the reviewed flood level of 27.44 (EL.m), indicating that there is a possibility of lunar flow through the embankment, and the headroom is insufficient by 1.72 m, so it was reviewed as not securing hydrological safety. The water level-volume curve was arbitrarily derived because it was difficult to clearly establish the water level-flow relationship curve of the reservoir since the water level-flow measurement was not carried out regularly, and based on the derived curve, the algorithm for operating small and medium-sized old reservoirs was developed to consider the pre-discharge time, the amount of spillway discharge, and to predict the reservoir lunar flow time according to the flood volume by frequency, thereby securing evacuation time in advance and reducing the risk of collapse. Based on one row of 200 mm diameter mobile siphons, the optimal pre-discharge time to secure evacuation time (about 1 hour) while maintaining 80% of the upper limit water level (about 30,000 m2) during a 30-year flood was analyzed to be 12 hours earlier. If the pre-discharge technology utilizing siphons for small and medium-sized old reservoirs and the algorithm for reservoir operation are implemented in advance in case of abnormal weather and the decision-making of managers is supported, it is possible to secure the safety of residents in the risk area of reservoir collapse, resolve the anxiety of residents through the establishment of a support system for evacuating residents, and reduce risk factors by providing risk avoidance measures in the event of a reservoir risk situation.
