  • With the rapid aging of the nation's population and the increasing number of elderly people with difficulties in daily life, the elderly care system was implemented for social solidarity. Structural problems in the long-term care system that emerged after the introduction of the system are demanded, and the problem of functional readjustment between nursing hospitals and facilities is raised due to the lack of continuity of care for the elderly by institutional and salary types. In this study, we set up research problems related to personnel, staff, and services to address the problem and conducted FGI. Research has shown that the number of elderly and recognized people in the region, the number of elderly and elderly patients, needs to be reflected in long-term care demand, the direction of appropriate institutional and manpower supply policies, and the establishment of local government goals and plans to strengthen the long-care institutions. It was revealed that non-medical accident arbitration bodies are needed to apply the cost of food insurance, provide programs through links with relevant institutions, and manage the admission smoothly.

  • It is expected that Korea will be entering with super aged society with its rapid changing to aging society compare to other developed countries. Such phenomenon is recognized from a long time ago and government has enacted Elderly Long Term Convalescence Insurance Regulation back in 1999. However, different from its actual purpose, there are many problems and improvements to be made, leading to legislative revision for several times. Still, it is left with many issues. This is one example showing there has been a continuous problem with elderly long term convalescence insurance system. Even this system in Germany which have started 4 years before us is to continuously revising regulation by raising issues to make strong structure for elderly welfare and long term convalescence, aiming to enhance life of elderly people by providing detailed standard for convalescence. Elderly related legal systematization may not enhance their welfare service or daily life right away. However, if details in regulation and its theory is systematically arranged, this will greatly reduce administrative confusion as well as increasing understanding and use of this system for the nation.

Prior studies have not identified a causal relationship between working conditions and the care quality, only explained cause of a low-wage labor market and low productivity of social services. Theoretical relevance of working conditions and service quality on Long-term care in Korea is to view from a integrated care model by Daly and Lewis(2002). A nonproportional stratified sampling procedure was used to consider Long-term care facility's ownership. A merged dataset combining surveys from 248 Long-Term Care facilities and online resources from NHIC administrative was used and analyzed by multiple regression. The analysis results is showed as follows. Overall, organizations with better working conditions, having higher wage, having greater a fringe benefit, being skills development and training are likely to have good care quality in each area. This research shows that the working conditions, rewards and support to care workers of organizational culture in the normative dimension beyond the minimum standard on labor market policy and evaluation system by government regulations have a positive impact on Long-term care quality.

  • In this study, the effect of chronic pain on the lives of elderly people in long-term care service was analyzed based on the mediated effect of depression. The research data was sampled from elderly people in long-term care services, 204 people participated. From mediated regression analysis, depression was the most relevant factor on the quality of life, followed by chronic pain. With chronic pain and depression as independent variables and quality of life as a dependent variable, depression was proved to have had a fully mediated effect on quality of life. The result of this study suggested that convergence of various support systems should be implemented for the elderly in long-term care services.

  • This study examines the impact of Long-Term Care Insurance(LTCI) on family caregivers(especially focused on female household members) labor supply in South Korea. When public care and informal care are substitutes, LTCI will change allocation of time of family caregivers to spend more time to paid work. The impact of LTCI on labor supply depends on each country's institutional level of public care services. If public care can not substitute for informal care, labor supply of family caregivers will not rise significantly. The conclusions of vigorous empirical study from western countries' are incompatible and problem of endogeneity in terms of methodology has been raised consistently. The dataset of this study are used the third and ninth waves of Korea Welfare Panel. As a result, the introduction of LTCI had no effect on labor supply of household members. Robust findings suggest the positive effects of caregiving on labor market outcomes in simple comparison t-test, but not in fixed-effect regression. Compared with western countries, South Korea's public care services can be interpreted as a supplement to only part that remained at the level does not substitute informal care. These findings may suggest that if LTCI become much more prevalent in the future, senior citizens and family members will be able to choose the LTCI arrangement that best suits their needs.
