1970년대 이래로 노인들의 평균적인 경제상태가 향상되어 왔지만, 상당한 수의 노인들이 여전히 빈곤할 뿐만 아니라 노인들 각자가 경험하는 경제복지는 다르다. 본 연구는 노인들이 경험하는 경제복지를 조사하고 이를 바탕으로 상이한 노인가계들간의 복지상태를 비교하였다. 경제복지는 주거비가 차지하는 가계소득에 대한 비로 측정하였다. 노인가계는 노부부가계, 노인남성가계, 노인여성가계로 구분하였다. 미국의 3,449 노인가계들이 연구분석에 사용되었다. 노인가계들간의 경제복지를 비교하기 위해 다중회귀분석이 사용되어졌다. 분석결과에 의하면 상이한 노인가계들간에 경제복지는 상당한 차이가 있었다. 특히 노인여성인 경우 경제복지가 가장 낮은 것으로 나타났다.

This study investigates the role of church communities in elderly welfare in Korea after the COVID-19 pandemic. The purpose of this research is to explore how church communities can contribute to the well-being of elderly beneficiaries, enabling them to lead more stable and happy lives. It aims to establish efficient elderly welfare networks involving the government, local authorities, community organizations, and churches. The research approach involved qualitative methods, including in-depth interviews with senior pastors and ministers in charge of elderly welfare at various churches. The data collected from these interviews served as the primary source, supplemented by a one-year assessment of elderly welfare programs as the secondary data for analysis. The study highlights the significance of utilizing the role of church communities in elderly welfare to contribute to the advancement of elderly welfare in Korea, even in difficult situations like the COVID-19 pandemic.

This study is based on the need to Lawively respond to changes in the population structure according to the low birth and elderly society, and to contribute to the establishment of policies on the welfare of the elderly, based on the need to review the "Elderly Welfare Law", and proposed ways to improve them by looking for problems with the Elderly Welfare Law. First, it is the enLawment of the Basic Law on The Welfare of the Elderly. As a proposal to improve the Elderly Welfare Law, it is a way to completely revamp the Elderly Welfare Law to grant a status as the basic law and the supreme law on the welfare of the elderly. Second, it is necessary to overhaul the law on elderly health and welfare measures and elderly welfare facilities. The plan is to revise the Elderly Welfare Law to clearly revise the legal charLawer of the elderly to the health and welfare measures of the elderly and the Law on elderly welfare facilities. Third, the legal system of the Elderly Welfare Law should be reorganized. The plan is to maintain the contents of the major welfare policies contained in the current "Elderly Welfare Law", but to revise it with a focus on the systemic issues mentioned above. In conclusion, the current "Elderly Welfare Law" was made in the context of the period at the time of its establishment and the basic courtesy of the elderly, and there are many points that are insufficient to cope with the low birth rate and the elderly society. Accordingly, this study proposes amendments and supplements to the Elderly Welfare Law, which can accept the request stipulated by the times due to changes in population structure.

본 연구는 노인복지시설 종사자의 직무요인이 조직성과에 미치는 영향요인에 대해 실증적으로 분석하는 것을 목적으로 한다. 이론적 배경에서 노인복지시설에 관한 문헌 검토와 노인 복지시설 종사자의 직무요인 및 조직성과에 대한 제이론을 검토하였다. 이론을 근거로 실증적 자료의 분석을 통하여 노인복지시설 종사자의 직무요인이 조직성과에 미치는 인과관계의 영향요인에 대해 검증하고자 하였다. 노인복지시설 종사자의 직무요인인 보수, 승진, 조직풍토, 업무환경, 조직구조가 조직성과인 직무만족과 조직몰입 및 충성도에 다르게 영향을 미칠 것으로 가정하였다. 실증적 분석에서는 연구대상에 대한 인구통계학적 분석과 연구모형에 대한 적합도를 검증하며, 구조방정식모형을 향해 가설검증을 실행하고자 한다.

인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

This study aims to suggest the academic roles and direction of the social welfare for the elderly in Journal of the Korean Gerontological Society. For this purpose the trends of research on the social welfare for the elderly were analyzed by means of reviewing articles published from 1980 to 2008 in Journal of the Korean Gerontological Society. Out of all published articles, 215 articles were selected on the basis of unanimity among 3 reviewers including this author. First, in 1980s there were very limited numbers of articles. It had been mainly introduced foreign and domestic institutions of social welfare for the elderly and focused on the serious issues for the elderly in aging society. Secondly, in 1990s, there were explosive increases of research in elder welfare studies. The subjects of the articles were diversified and research methods were sophisticated in this period. Thirdly, it showed that the numbers, subjects, and research methods of the articles concerning social welfare for the elderly were enriched and differentiated during 2000-2004. Lastly, the research trends have focused on the issues of successful aging, quality of life, and psychological well-being in consideration of the quality of life for the elderly up to now since 2005. But the research trends have had some limitations in showing only application of theories and models or in simply introducing the knowledge in Western countries. It is necessary to have clear academic identity which can be faithful to Korean Gerontological studies.

The purpose of this study is to observe whether the specialized quality programs of senior welfare centers actually help service users and meet their needs. In order to find out, we have utilized three different research methods. First, an in-depth interview was generated among the service users of senior welfare centers. Second, the specialized quality program in senior welfare centers was analyzed. Third, a focused group interview among the senior welfare experts was conducted. Based on the results of this study, they suggest four practical proposals. First is to enhancing programs of senior welfare centers based on the service users' rights. Second is to providing high-class services by developing and transforming the 'elderly culture.' Third is to converting the existing programs to make associations with their local communities. Last is to building a network as a hub to communicate and sharing outstanding programs within senior welfare centers.

고령화 사회로 인구 구조가 재편되면서 많은 사회적 문제가 발생하고 있으며, 노인의 삶의 질을 제고하기 위한 방안으로 노인문화복지 프로그램이 중요하며, 특히 노인문화기관의 역할이 크다. 따라서 노인문화기관에서 운영하는 전근대적인 문화복지 프로그램이나 노인문화기관의 운영 실태는 단계적으로 개선하고, 참여형 문화복지 프로그램으로 개편해야한다. 또한, 협의체 구성을 통해 노인 문화복지 활성화를 위한 제도와 법률 개정 등 문화복지 프로그램의 안정적인 운영이 필요하다. 이를 통해 노인의 삶의 독립, 참여, 보호, 자아실현, 자존감을 찾는다면 성공적인 노인복지기관의 노인 문화복지 프로그램이라고 본다.

The purpose of this study is to investigate the moderating effect of home-based welfare facilities for older adults on the associations between the activities of daily living (ADL) / instrumental activities of daily living (IADL) and the depressive symptoms among Koreans in later life. Multilevel analysis was conducted with Korean Longitudinal Study of Aging 5th data and the public report about welfare facilities from Ministry of Health and Welfare in Korea. Samples were 4,139 older adults over 65 years old. The dependent variable was depressive symptoms, and individual level independent variables were ADL and IADL. The ratio of home-based welfare facilities out of 10,000 older adults in each city and province was the moderator. As a result, the effects of ADL on depressive symptoms vary according to the proportion of elderly welfare facilities out of the old population in the community. In specific, the older adults who live in the place where the elderly welfare facility rate was higher were less affected by ADL. Also, the more IADL people had, the more depressive symptoms they had. However, the interaction effect between IADL and the proportion of home-based welfare facilities was not significant. It suggests that delivering welfare services helping ADL through the home-based welfare facilities may be useful for decreasing depressive symptoms. Moreover, considering the proportion of facilities and older population will be helpful to make the welfare facilities efficiently work.

본 연구의 논의의 전개는 오늘날 산업사회의 발달로 인해 고도의 경제성장과 의료기술의 발달로 평균 수명이 늘어나고 이로 인한 인구 고령화 현상이 급속히 진행되고 있다. 이러한 논의를 토대로 고령화 사회에서 재가노인복지서비스가 제대로 이루어지기 위해서 본 연구는 재가노인복지서비스가 전문적인 서비스 수준으로 이어져야 한다고 보고 있다. 이에 따라 재가노인복지서비스의 필요성, 재가노인복지 사업, 문제점 등에 대해서 개괄적으로 살펴보고 우리나라 재가노인복지서비스의 과제와 개선방안을 모색해보고자 한다.
