Health Policy for The Senile Dementia in Korea (치매노인의 건강한 삶을 위한 노인복지정책 방향)

  • The purpose of this study is to examine the senile dementia in Korea and then provides policy alternatives for the heal-thy life of the aged. The increaase of life expectancy is the hope for all, accordingly unhealthy life will be misfortune for them including their family. The physiological dysfunction of human body causes diverse problems. Among them, the most serious one is the malfunction of brain to include both Alzheimer's disease and senile dementia. When considering the poor analysis for senile dementia and the non-systematic aspect of national health policy for the aged, this paper has concluded that more planned programs should be developed for the aged in viewpoint of national criteria.

The Impact of the Volunteer Program for the Aged on University Students' Perception toward the Aged and the Aged Welfare (노인대상 자원봉사활동이 대학생들의 노인 및 노인복지에 대한 인식에 미치는 영향)

  • The purpose of this study is to examine changes in university students' perception toward the aged and the aged welfare after the volunteer program of home care for the elderly. We classified students who are majoring in social welfare in a university into two groups according to the participation of the volunteer program: the participation group (N=34), and the non-participation group (N=38). Their attitudes towards the elderly were measured by the semantic differential scale developed by Sanders et al. The respect for the elderly, and the knowledge and interest about the aged welfare were examined by 4-point Likert scales. The result of this study shows the effect of the volunteer program, as follows: ① There was no differences between the participation and non-participation groups on the baseline except the interest about the elderly welfare: the participation group had significantly more interest than the non-participation group. ② The participation group had significantly more positive attitudes toward the elderly and higher respect for the elderly after participating the program. However, there were no changes among the non-participation group. As a conclusion, we suggest that the volunteer program for the elderly might affect young people's attitudes toward the elderly.

Older Parents with Disabled Adult Children in Later Life: Health and Welfare Needs (성인장애자녀를 돌보는 저소득 노인부모의 보건복지 욕구)

  • The purpose of this study is to explore and describe the health and welfare needs experienced by old parents living with disabled adult children, and to help generate research interest and public policy attention on this critical issue. For the purpose of this study, the survey was conducted with older parents who are living with dependent adult children with physical or mental disability. Among collected data for this study, data for 105 older parents were analyzed. The results showed that older parents have suffered with care responsibilities for their disabled adult children as well as special needs resulted from their old age. And older parents have little or even nothing prepared for later life because of lifetime economic, physical and social difficulties related to their disabled children. Also these difficulties had a significant impact on their idea of health and welfare needs in later life. It showed that older parents had mainly concerned and wanted to have the direct cash benefits and medical provisions but hardly recognised the importance of other services such as leisure activities. Preliminary suggestions of this study therefore may be helpful to improve the public policy approach in order to better serve older parents with disabled adult children in the coming aging society.

  • Health Medical Act contains the reponsibility of Nation about People's Right and Obligation and aim at promoting health and welfare of People. The old age officially means time when Health is weakened. To complete the social security it is on the one hand necessary to provide an elaborate system of coordination in the field of social security. It should be pursued on policy. Medical benefits should be comparatively analysed to have implications for the national legislation.

A Qualitative study on Daily Life Experiences of Korean Elderly Welfare Recipients: Focused on Time and Space on Daily lives (국민기초생활보장 수급노인의 일상생활 경험에 대한 질적 사례연구 - 시간과 공간적 맥락을 중심으로)

  • The purpose of the present study was to examine daily lives of elderly welfare recipients and their experiences with social welfare services. Researchers collected and analyzed data through individual interviews with 11 elderly welfare recipients. A major theme in the time context was "Daily lives enduring physical and mental sufferings alone and mismatches of social welfare services": 'Starting same tedious days: trading diligent work for basic living assistance', 'Forced ritual of having meals', 'Struggle with depressing night: not attentive welfare services at closing hours', 'Welfare services suspended in holidays', 'Mind and body withered by economic hardship in winter', 'Social support for enduring weary lives'. In the space context, a major themes was "Inadequate welfare services and social interaction in the context of social isolation": 'Unhygienic and unsafe living environment', 'Hiding places: spending tedious days in vacant lots', 'Community welfare centers useful only for healthy elderly', 'Differences and similarities of elderly in urban and rural areas', 'Receiving restricted medical services at hospitals', 'Hard-to-reach public institutions', 'ambivalence about living as welfare recipients'. Based on the findings, the researchers proposed implications for policy and practice to improve elderly welfare recipients' quality of life.

A Study on the Determinants Which Influence on Evaluating the Silver Welfare Facilities (노인복지시설평가에 영향을 미치는 요인에 관한 실증연구)

  • This study is to search the determinants which influence on evaluating the silver welfare facilities, of which data for this study were collected from the survey on the evaluation of social welfare facilities which were enforced by the Ministry of Health and Welfare in 2006. As the results, all the factors for the management of those facilities, such as facility and environment, management of organization and human resource, service quality, and community relation, influences significantly on silver welfare facility. Among the factors, the development of service quality should be taken care of, since service quality strongly explains the result of evaluation through the regression analysis. In regard of the fundamental factors, the juridical fund itself has no influence on the evaluation of the institutes, while the patronage fund for the facilities has significant influence on silver welfare facilities except elderly housing. However, the fundamental support from government has negative influence on the facilities for specialized nursing.

Analysis of Efficiency Gap of Local Governments' Aged Welfare Institutions in Gyeonggi-do Province (경기도 지역 지방자치단체 노인복지시설의 효율성 격차 분석)

  • This research analyzed the relative efficiency of 27 local governments' aged welfare institutions and facilities in Gyeonggi-do Province by using Data Envelopment Analysis. The results show that 12 local governments' aged welfare institutions are relatively inefficient as compare to their reference groups, meaning that there is efficiency gap among localities. It also appears that the most influential input and output elements are the budget for the aged and the number of the aged welfare institutions and facilities, relatively. However, the influential elements differ from one locality to another.

Effect of the use of social services by the elderly with disabilities on life satisfaction: Focusing on the moderating effect of less support. (장애 노인의 사회서비스 이용이 삶의 만족도에 미치는 영향: 사회적 지지의 조절효과)

  • The purpose of this study is to analyze the moderating effect of social support on the effect of the use of social services by the elderly with disabilities on life satisfaction.To this end, the 15th data of the Korean Welfare Panel 2020 were used to verify the characteristics, correlation, and multiple regression analysis of variables related to life satisfaction. The SPSS WIN 25.0 program was used. The survey subjects extracted 684 elderly people with disabilities aged 65 or older, and the use of welfare services was divided into income Service, health Service, home welfare Service, and social participation Service, and the analysis results are as follows. First, it was found that the experience of using welfare services for the elderly with disabilities had a positive (+) effect on life satisfaction. Second, social support showed a moderating effect on the effect of using welfare services for the elderly with disabilities on life satisfaction. Through these results, the necessity of practical intervention measures and development of various programs in social welfare policies that can improve the quality of welfare services for the elderly with disabilities and increase life satisfaction through various social support was suggested.

The Impact of the Korean Long-Term Care Insurance System on its Family Caregivers: Focusing on Family Caregiving Arrangement (노인장기요양보험제도에서 재가노인돌봄의 변화에 대한 연구)

  • The purpose of this study was to investigate the changes that family caregivers have experienced since using the Korean Long-Term Care Insurance(LTCI) system. In-depth interviews were conducted to determine how the services offered within the LTCI program had affected family caregiving and what changes they had incurred. Results from the qualitative content analysis show that the LTCI program significantly reduced the caregiving burden among family caregivers although burdens that family caregiver perceived varied greatly depending on the types of service that the family selected, and assigned family caregivers different identities and diverse roles(i.e., service user, family caregiver, certified care provider) depending on the service they use. The phenomenon of 'certified family care provider', which was not an intention of LTCI, demonstrates the practical need of elderly persons who require both care and the comfort of family and economic status of the family. Despite the positive impact of the LTCI policy on the family caregivers' burden and family relationship, the current LTCI system should be modified in order to better meet the needs of beneficiaries and their family caregivers.
