While Korean traditional culture considers it necessary that children support their parents, a new trend of silver support is expanding by the recent social change, the increase of women's working, and the reluctance to support the old people. However, the number of silver welfare facilities in Korea is short for the demand with limited selections of them. Based on the situation, the following results of the study what kind of policies Korea service for the old people in the USA where early stepped into the aging society: 1. provide specific and proper social-supporting service and facilities with charge or free for the old people to be able to select one of them, according to economic, physical and psychological situation of the old people; rather to prepare service and facilities for all the old people. 2. increasing community service support for the home-staying old people 3. the development of support program for the family of the old 4. the improvement of housing environment for the home-staying senior 5. prepare the housing alternatives for the senior would be home-like environment.
The purpose of this study is to find the role and issues of housing management under the community care system which cover the middle class older people. Research method was qualitative research by the interview of 21 subjects with open-ended questionnaire. Most of the older people want to live in the community alone with poor supporting system, because present community care system does not established well, so it cannot cover the staying put service for independent living, such as community alarm, care and repair, handyman, floating support, and meal service within the community. The result showed that community care might be partially avaliable from the welfare center but not well established or transfer to Dong-Office as an agency of community welfare center. However, the subjects had higher needs about housing management for older people than previous study on the hypothetical level. Successful pilot project might be required to develop the community care system focused on housing management for older people.
The purpose of this study was to examine the features that make residents feel “at home” in ALFs in Southwest Virginia and to suggest further policy and design guidelines for better Quality of ALFs as a “home.” For this purpose, residents' needs, experiences, and opinions of the physical environment, the social environment, and the organizational environments such as policies and programs of ALFs were identified. As a multi-case study, five ALFs in Southwest Virginia were studied using constant comparative methos of data analysis. In addition to face-to-face interviews with 25 residents and five administrators of five ALFs, observations were conducted with personal journal. Overall, the five sites selected presented homelike features showing the philosophy of assisted living which combines housing and services. Each facility was designed to be a single-family house or multi-family dwelling in outside appearance. As a whole, residents felt isolation and loneliness and they did not have active interaction with other residents because of diverse background among the residents. However, all of them had close relationships with the staff. The staff's attitude and behavior seemed to influence greatly the residents' feeling “at home.” Despite the provision of diverse activities by the facilities, many residents did not participate in the programs. Most of the residents agreed that the rule and regulations were fair. In spite of high satisfaction with the facility, many people did not think of their current dwelling as a real ‘home.’ As the biggest difference between living in their own homes and living in the ALF, people pointed out a lack of independence, freedom, and autonomy. Residents of ALFs may have reordered their priorities in their current life situation so that safety, security, and care were more important to them than feeling “at home.” Among the three factors --physical, social, and organizational-- that affect the residents' perception of ALFs as a “home, ” many emphasized the importance of social factors such as relationships with the staff and residents, and social support from their family or friends.
Purpose of this study is to find the research direction to solve the housing problems for the elderly which based on approaches and issues in related studies. Research method was interpretative analysis of the articles issued from 1976 to 2002. Each approach (rationalistic approach, ecological approach, micro-sociological approach, typological approach, environment-psychological approach, welfare approach) produced helpful information and had relative merits. But the researchers must regard housing for the elderly as a social problem in macroscopic view to solve the housing problems for older people with welfare approach. As a result, to solve the housing problems with welfare approach for the elderly who live in their own place with community care, studies about lifetime home, care and repair, and management of housing for the elderly might be needed. And research about existing services, transfer system of services, financial problems, man power to manage the system might be needed to spread out the services to the middle class elderly.
As a result of the expansion of the nuclear family in society, there has been an increase in the number of elderly people who want to live independently of their children. Australia is one of the countries which has initiated an extensive welfare program for its senior citizens. These services include maintenance of, and alterations to their own homes to make living conditions safer and more manageable. This case study was aimed at finding ways of adapting the services provided in Australia, to meet the needs of elderly Koreans who are in similar situations. It evaluated houses which had been renovated and altered fur the normal as well as the disabled elderly in both Melbourne and Sydney. results of research were as following : 1) Most elderly usually wished to remain as long as possible in their own home and it made them very stable in psychologically. 2) Housing maintenance and alterations were provided as one of social care services fur elderly with low expense and loan from government. 3) Many elderly were also getting various kinds of social services, fur example, meals on wheels, transportation and cleaning service with housing alterations and these ones let their quality of life more improved. 4) Occupational therapist and Architect were always involved in the process of housing alterations for disabled elderly. 5) The alterations which related to bathroom, toilet and steps were very popular and those were considered essential design guide applications for planning of housing for elderly in the future.

In Japan, a lot of elderly housing types have been developed in order to meet various needs of the older person and the change of social situations. Elderly housings can be divided into three categories elderly housings for healthy older persons, elderly care homes for the healthy and elderly care facilities for the unhealthy. Elderly housings include public and private rental housings. Sometimes they can be designated only for the elderly. Elderly care homes for the healthy elderly include full fee charging elderly housing, elderly homes, low fee charging elderly homes and care houses. Elderly care facilities for the unhealthy elderly consist of full fee charging elderly care homes, group homes for the dementia, elderly health facilities, nursing homes, elderly hospitals, and so on. However "elderly care facilities" have been proved not to be efficient for the delivery of elderly welfare services nor satisfactory to the frail older person. Therefore, based on the concept of the "Normalization", daily services have been provided for the elderly in order that they can live at their own home in the community for themselves. As a result, Japan aims not only to reduce elderly welfare expenses but also to increase elderly users' satisfaction. Emphasis on non-institutionalization and in-home services, regional characterization, harmony between Hard and Soft, user oriented services, substantiality, universal design and so on are sought for the sake of those goals.
The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.
본 연구는 고령사회에 따른 장기요양재가노인 인구의 증가 현상을 예견하면서, 요양급여 의존 증을 최소화하고, 예방·자립지원의 유효성을 높이기 위하여 예방·자립지원 모형의 기초를 제시함으로 예방·자립지원의 실천적 함의를 얻고자 함이다. 연구방법으로는 첫째, 이론적 문헌연구를 통하여 장기요양노인에게 예방·자립지원에 대한 개념을 명확히 하며, 둘째, 표준장기요양이용계획서와 연구대상자가 소속된 노인복지센터의 장기요양급여 관련문서 분석을 통하여 예방·자립지원에 저해하는 요소를 분석하고, 셋째, 요양급여 이용자들의 요양급여이용실제에서 예방·자립지원을 저해하는 요소와 실제 욕구를 조사하여 이 세 가지의 질적 연구결과를 바탕으로 예방·자립지원 모형의 방향을 제시함으로써 예방·자립지원의 유효성을 높이기 위한 실천적 함의를 얻고자 하였다. 따라서 D시에 있는 주간보호센터와 노인복지센터의 사업자와 전문사회복지사의 협력과 승낙을 얻어 문서자료 수집과 연구 참여자에게 심층면접을 실시하였다. 연구 결과 문헌연구에서는 장기요양 예방·자립지원은 장기요양급여노인에게도 자신이 삶의 주체가 되어 살아가도록 이용자의 권리를 지원하는 '이용자 중심의 지원체계의 강화'로 전개되어야하는 것으로 분석되었다. 문서분석에서는 보건의료와 관련한 급여제공이 부재한 것으로 나타났고, 예방·자립지원을 위한 사회적지지체계의 미비 등이 나타났으며, 심층면접조사결과에서 장기요양급여이용노인의 예방·자립과 관련된 서비스의 강화가 요구되었으며 예방·자립을 위한 요양급여이용노인의 절실한 욕구는 ①고독감, 외로움, 불안, 공포 ② 자녀와 사람에 대한 그리움과 걱정, ③이동, 외출, ④ 보건·의료서비스·재활프로그램, ⑤ 주간보호이용욕구, ⑥주택구조의 불편, ⑦식사메뉴의 욕구, ⑧폐용증후군(disuse syndrome)의 발생 등이 도출되었다. 따라서 예방·자립지원모형은 ①이용자 중심의 지원체계의 강화, ②보건의료연계지원체계의 강화, ③사회적지지 체계강화의 3가지 축을 중심으로 예방·자립지원모형설계의 기초를 제시하고자 했다.
본 연구는 마드리드 고령화 국제행동계획(MIPAA)의 노인 인권보장 관련 기준이 제시하는 1) 노인과 발전, 2) 농촌개발 3) 노년까지의 건강과 안녕증진, 4) 독립된 생활을 지원하는 환경확보라는 주요 방향과 13개의 세부 과제를 기반으로, 우리나라 농촌 노인 인권관련 실태를 통합적으로 파악하고 이에 대한 성별 차이를 살펴보고자 하였다. 이를 위하여 경북, 경기, 충남, 전남의 농촌 지역에 거주하는 65세 이상 노인 800명을 대상으로 설문을 진행하였고, 기술통계분석과 T-test 분석을 STATA 13.0을 사용하여 실시하였다. 주요한 연구결과는 다음과 같다. 1) 노인과 발전: 경제활동은 참여율과 노동시간이 남성이 높았으며, 일평균 노동시간은 6.2시간으로 나타났다. 평생교육은 여성의 참여율이 상대적으로 높았고, 직무교육의 필요성은 남성이 높은 것으로 나타났다. 긴급 상황에서 화재 및 방재시설에 대한 인지 정도는 남녀 모두 낮은 것으로 나타났다. 2) 농촌개발: 독거노인지원센터 및 취약계층이 받는 보호지원 서비스의 접근성이 낮았고, 정보기기 기반 서비스 이용률 및 정보기기 통한 교류 여부는 여성이 전반적으로 낮았으며, 정보기반 서비스 중 금융거래 및 행정/복지서비스 관련 이용률이 가장 저조한 것으로 나타났다. 3) 노년까지의 건강과 안녕증진: 보건의료서비스의 경우 1회성의 건강 검진 및 예방 접종의 이용률은 높은 반면 만성질환의 정기적 관리 및 중증질환을 관리하는 장기요양서비스 이용률은 상대적으로 낮았으며, 정신건강관련 기관의 접근성은 매우 저조한 것으로 나타났다. 4) 독립된 생활을 지원하는 환경확보: 주택안전에서는 주택구조와 편의시설 부족이 가장 위험하다고 응답했으나, 주거서비스 지원을 받은 경험은 낮게 나타났다. 돌봄 환경에서는 여전히 비공식적 돌봄에 의지하며, 돌봄에 대한 여성의 걱정 수준이 높은 것으로 나타났으며, 학대서비스는 접근성이 매우 낮은 것으로 나타났다. 이러한 결과를 기반으로 농촌노인 인권보장상황을 제고하기 위한 정책 및 실천적 개입 방안을 제시하고 있다.
