이 글은 '강력한 남성 부양자'국가로서 90년대 일본사회가 제시한 여성노동력에 대한 사회적 보호정책을 살펴보고 평가하는데 그 목적이 있다. 논의의 초점은 크게 3가지로 구분되는데 어머니로서는 보육정책을, 노동자로서는 노동정책을, 부인으로서는 사회보장 정책에 대한 논의가 그것이다. 보육정책의 경우 급격한 소자녀와 추세에 따라서 94년에 도입된 "엔젤 플랜"의 성격을 소개하였다. 노동정책은 99년 4월 실시된 개정 '노기법', 균등법', 휴업법' 내용을 다루었다. 정책내용에 담겨 있는 성이 여성의 규정방식을 평가하였다. 90년대 이후 지속되는 일본경제의 장기 불황 그리고 전세계적으로 도입되고 있는 신자유주의적 사조는, 90년대 이루어진 여성노동력에 대한 사회적 보호정책 개정의 효과를 반감시키는 요인으로 작용할 수 있다. 즉, 최근 개정된 일련의 여성노동력에 대한 사회적 보호정책의 기조는 '강력한 남성부양자' 국가인 일본사회의 남성 중심성을 수정 보완하기에는 역부족으로 보인다.

Over the past decades, changes in economic, social and demographic structures have pushed the growth of care employment across countries around the world. Women's increasing labor force participation has squeezed the time so far available for unpaid caregiving and led to increased demand for paid care services. Population aging and increasing needs for pre-school education also have contributed to the growth in demand for care services. As a result, care workers now comprise a large and growing segment of the labor force in many countries including South Korea. But, there are not a few problems. Especially, we take underpaid and undervalued care work very seriously. care work has been generally characterized as underpaid and undervalued compared with other work in developed and developing countries alike. This study tries to show current situation of care work and estimate the wage penalty for doing care work in Korea using official employment micro-data and applying propensity matching analysis. Especially, recent expansion of social service is a big step up for Korean Welfare State. But, there are not a few problems. Especially, we take underpaid and undervalued care work very seriously. 우리나라의 산재사망률과 산업재해 발생은 세계 최고 수준이다. 여기에는 여러 가지 이유가 있지만, 노동자의 휴식권이 제대로 보장되지 않고 있는 우리나라 산업현장의 특성도 한 원인으로 지목되고 있다. 근로기준법 제54조에 따르면 사용자는 노동자에게 휴게시간을 주도록 규정되어 있다. 그러나 휴게시설 설치에 관한 별도의 의무 조항은 없는 상황이다. 노동자의 휴게시간이 보장되어 있지만, 쉴 공간이 없는 것이다. 이러한 문제를 개선하고자 2021년 8월 산업안전보건법이 개정되면서 사업주의 휴게시설 설치 의무가 법률적 근거로 마련됐다. 개정된 법은 올해 8월부터 시행됐다. 하지만 2022년 4월 25일 정부가 내놓은 하위법령을 보면, 휴게시설 설치 의무 대상을 사업장 규모(상시 노동자수 20명 이상만 시행)와 사업의 종류(설치 필수직종 규정)별로 여러 제약조건을 두면서 법 개정 취지가 무색해지고 있다.

The labor director system to be introduced into the company law, the labor director must be explained in the Korean company law and the inevitability of its introduction must be persuaded. Conflicts with shareholders' right to appoint institutions are also a task that must be resolved. Management has absolute meaning for shareholders who receive dividends from operating profit. On the other hand, for workers who are guaranteed the right to collective action and are paid for their labor according to the contract law and the labor law, the management must be considered as a partner in labor-management cooperation, so the labor director system may cause confusion. There are growing calls to create a system that can form a 'relationship of understanding, participation, and cooperation', away from the existing 'control and command'-centered manpower management that causes labor-management confrontation and the system can also serve as an opportunity to reduce harmful effects of high-handed personnel administration in public institutions.

The purpose of this study was to bring together evidence of the operation and impact of legislation to prohibit age discrimination in those countries that have such laws. We identified 5 countries with extensive age discrimination legislation: the US, Canada, Australia, Finland and Republic of Ireland. The objectives and cultural context of age discrimination lesgislation, which plays a large part in each country determining what type of lesgislation is deemed to be appropriate. The effeciveness or impact of the legislation, in terms of progress towards these objectives. Some key issues where choices of emphasis will need to be made in the introduction of new legislation to reduce age discrimination.

This study analyzes the initial effect of meister high school policy on labor market by DID based on the fact that most of the meister high schools that had its first graduates in 2013 were not newly established but assigned by government. We estimated employment and real hourly wages as quantitative measures and intent to remain in labor market as qualitative one. The results shows that, the meister high school policy increased the employment rate but didn't do real hourly wages and intent to remain. Therefore, meister high school policy can be assessed to be successful in short-term only in quantitative aspects. The study has its contribution as the first study of estimating the net effect of the policy.
