India-South Korea Relations: Economic and Strategic Dimensions (한국-인도 간 관계: 경제적 및 전력적 측면에서의 평가)

  • 한국과 인도 간 관계(이후 한국-인도 관계)는 오랜 역사를 통해 정치, 사회, 경제 및 전략적 측면에서 지속적으로 발전되었다. 특히 인도의 "동방정책(Look East Policy)" 채택과 한국의 "중견국 외교(Middle-power diplomacy)" 선언 간 동질성을 모색하는 차원에서 최근에 더욱 긴밀히 발전되고 있다. 즉 최근에 이르러 갑자기 발전된 관계가 아니라는 논지이다. 이에 본 논문에서는 한국과 인도 간 관계를 역사적 시각, 탈냉전 이후 시각, 경제적 시각 및 교육 및 문화적 그리고 지정학적 시각에서 평가하고자 한다. 특히 역내 중견국(middle power) 대표적 국가를 활용한 긴밀한 전략적 협력을 강조하고자 한다. 이를 위해 2004년 노무현 대통령의 인도 공식 방문 이후 2015년 1월 박근혜 대통령의 방문까지의 양국 간 전략적 협력 관계를 조명해 본다. 이에 따라 양국 관계는 이미 공개된 바와 같이 이는 사이버, 방산, 군사협력 및 정보교환 등의 분야로 구체화되고 있다. 일부는 이를 중국을 견제하는 양국 간의 협력이라고 평가하나, 본 논문은 특정 국가를 지목하기보다, 역내 중견국으로서의 전략적 관계 증진을 통한 역내 이익 보호에 있다고 평가한다. 특히 양국 간을 지리적으로 연결하는 해양을 통한 해양협력에 대한 논의를 추가한다. 예를 들면 역내 자연재난 구조작전(DR operation) 및 인도주의 지원작전(HA operation) 해양협력과 현재 진행되고 있는 아덴만 해적퇴치작전(Anti-piracy naval operation)이다.

Research on the Criteria of Remembrance Heritage Registered as World Heritage (세계유산으로 등재된 기억유산의 등재기준에 관한 연구)

  • This research sought to examine the strategies of cultural heritage proving the negative history to be registered as world heritage, among the World Heritages registered in UNESCO. Therefore, to comprehend "negative history"and the heritages with "instructive value," the new term of "Remembrance Heritage"was suggested, and such cases of world heritage were analyzed. Especially by analyzing the criteria of being registered by focusing on the cases of similar World Heritages with similar historical background or form as Korean DMZ, the criteria of OUV that may be applied when Korean DMZ is promoted to be registered as World Heritage. The research results may be summarized as the following. First of all, Remembrance Heritage is a place in which events of universal significance have occurred, rather than the historical, artistic, landscape, and scholastic value of the heritage itself, and was evaluated as architecture, landscape, or place in which the events or historical steps could be verified through architectural, landscape, archaeological or technical means. Secondly, Remembrance Heritage was often applied to be registered with the criterion (vi), and criterion (iii) or criterion (iv). Thirdly, in case of the Korean DMZ, application of criterion (iv) as heritage proving the age of cold war and criterion (vi) as symbolic value of peace may be possible.

International Song Festivals and Musicians' Sense of the World -Inter-Asian Perspective and Eurasian Imagination in the Study of Korean Popular Song during the Cold War (국제가요제와 세계 감각 -냉전 시기 대중음악사 연구의 인터아시아적 관점과 유라시아적 상상력)

  • This study examines how international song festivals shaped Korean musicians' sense of the world in the 1970s and early 1980s. After the Korean composer, Yi Pongjo, won a top-10 prize at the Yamaha World Popular Song Festival in 1970, an astonishing number of Korean musicians participated in international song festivals held in Japan. Meanwhile, Korean broadcasting companies strengthened their cooperative relationship with Japanese television stations and initiated their own international song festivals in the late 1970s: Munhwa Broadcasting Corporation (MBC)'s Seoul International Song Festival in 1978 and Tongyang Broadcasting Corporation (TBC)'s World Song Festival in 1979. During the first two years of its festival, MBC organized its song contest by collaborating with television stations in Hong Kong, Taiwan, Japan, and the ASEAN countries. However, the World Song Festival was more critically acclaimed because TBC invited renowned musicians from America and European countries, including Yugoslavia, in collaboration with the International Federation of Festival Organizations (FIDOF). Thus, from 1980, FIDOF helped MBC attract composers and singers from Europe and America to their Seoul International Song Festival. This paper sheds light on connections within the popular music arena between South Korea and the outside world during the Cold War-a subject that has been poorly examined.

  • In February, 2012, three members of the Russian Feminist Rock group 'Pussy Riot' were accused of staging a 'Punk Prayer' in the Cathedral of Christ the Savior in Moscow and were imprisoned for two years. This case, which sparked widespread enthusiastic support from those in the West, was viewed in Russia in quite a different way. The Pussy Riot affair very effectively shows the historic base of contemporary Russian gender discourse and gives an explanation as to why Putin's very conservative and masculine-centered nationalistic agenda works in Russian society with such great success. In this article, we introduce the Pussy Riot case and compare the reactions to the case published in the Russian and Western press; we then examine the historic causes of the masculine-centered nationalistic agenda of Putin's government.

American Culture at the Crossroad : Debates over NEA(National Endowments for the Arts) (미국 문화, 그 기로에 서서 - NEA(국립예술진흥기금)를 둘러싼 논쟁 중심으로)

  • The cultural debates between conservatives and liberals at the end of the 1980s and in the early 1990s were termed as "culture wars." The "culture wars" involved a diverse range of controversial issues, such as the introduction of multicultural curricula in educational institutions, prayers in schools, whether to allow gays to serve openly in the military, and whether abortion should be permitted. The most heated debates of the "culture wars" regarding art raged over the NEA and the question of whether Andres Serrano's works should have been publicly funded, in addition to the exhibition "Robert Mapplethorpe: The Perfect Moment" which were charged as projecting "obscene" or "blasphemous" images. This paper examines the development of culture wars in art and focuses on several issues invoked by the NEA debates. However, it is not a detailed chronological investigation. Rather it pays attention to the several phases of the debates, analyzing and criticizing the clashes of the political and esthetical points of views between conservatives and liberals. How could NEA funding, a mere fraction of the federal budget, have become so critical for both sides(conservative and liberal), for politicians and artists' groups, and for academics and the general public? The art community was astounded by this chain of events; artists personally reviled, exhibitions withdrawn and under attack, the NEA budget threatened, all because of a few images. For conservative politicians, the NEA debate was not only a battle over the public funding of art, but a war over a larger social agenda, a war for "American values and cultures"based on the family, Christianity, the English language, and patriarchy. Conservative politicians argued the question was not one of "censorship" but of "sponsorship," since the NEA charter committed it to "helping museums better serve the citizens of the United States."Liberals and art communities argued that the attempt to restrict NEA funding violated the First Amendment rights of artists, namely "free speeches." "No matter how divided individuals are on matters of taste," Arthur C. Danto wrote, "freedom is in the interest of every citizen." The interesting phase is that both sides are actually borrowing one another's point of view when they are accompanied by art criticism. Kramer, representative of conservative art critic, objected the invasion of political contents or values in art, and struggled to keep art's own realm by promoting pure aesthetic values such as quality and beauty. But, when he talked about Mapplethorpe's works, he advocated political and ethical values. By contrast, art experts who argued for Mapplethorpe's works in the Cincinnati trial defended his work, ironically by ignoring its manifest sexual metaphor or content although they believed that the issues of AIDS and homosexuality in his work were to be freely expressed in the art form. They adopted a formalistic approach, for example, by comparing a child nude with putti, a traditional child-angel icon. For a while, NEA debates made art institutions, whether consciously or unconsciously, exert self-censorship, yet at the same time they were also producing positive aspects. To the majority of people, art was still regarded as belonging to the pure aesthetic realm away from political, economical, and social ones. These debates, however, were expanding the very perspective on the notion of what is art and of how art is produced, raising questions on art appreciation, representation, and power. The interesting fact remains: had the works not been swiped in NEA debates, could the Serrano's or Mapplethorpe's images gain the extent of power and acceptance that it has today?

Acceptance History of Korean Musical Theatre in 1960s and Cultural Imperialism (1960년대 한국의 뮤지컬 수용 역사와 문화제국주의)

  • The Musical Theatre was a popular art genre that originated from the western musical tradition represented by the European opera. In the twentieth century, it bloomed around Broadway in the United States. It is also one of the commercial arts which is popularly loved by the public in the field of performing arts all over the world at present. Due to the nature of this genre, the development of dramas and the expression of characters use music, not words or gestures, as the main medium. And the style of music reacts sensitively to the taste of the public, not to a particular class. When Japan colonized Korea, the empire strongly believed modernization equaled westernization and Japan was the one who could awaken Korean. The Japanese colonial music education was intended to bring cooperation and obedience to Japan by forcibly injecting Japanese ideology and culture into Joseon people. The music education of colonialism with the textbook of the "Songs for public education(보통교육 창가집)" compiled by the Japanese government was a sparkstone for the conversion of the Korean musical identity to Japanese and Western music. In addition to the capitalistic economical mechanism for establishing a South Korean government friendly with the United States during the Cold War after liberation, and the rush of American Pop culture represented by 'the show stage in 8th US Arm' and 'movies' which are to be the influence of invisible 'new cultural imperialism', our traditional music was confined to the meaning of 'Korean music', meaning 'past music'. In Korea, after the liberation, the musical was introduced by the influx of American popular culture. In accordance with the cultural policy of Park Jeong-hee regime, which aimed to spread the 'healthy culture' through the modernization of traditional arts, 'The Yegreen(예그린악단)' was founded. However, the plan to create a contemporary performing art based on Korean national arts showed the possibility of success in 1966 with the success of , but soon after, they have been destined to fall into an institution that has lost their ability to operate on their own due to the suspension of the sponsorship of the regime. Due to the cultural imperialist strategy of the influence of Japanese imperialism's colonial music education and influx of American popular culture after liberation, in the early days of Korean musicals, our traditional aesthetic style brought about the situation of the 1960 's, which did not become an independent ethnic art through the exchange and expansion with Western music. This is the background of the western licensed musicals led by the Korean musical market in the 21st century as well as the main cause of musical creation based on western music.

  • Propaganda is often accepted as the political promotion that had used mostly by the socialist states during the First and the Second World Wars and the Cold War and by Hitler who governed Germany. Therefore, cases of the study on the image and picture propaganda were mostly posters or films of the socialism period when the propaganda was active. However, today it is not easy any more to find propaganda of the clear promotion characteristic as the past. In these modern times, it has changed into metaphorical propaganda based on 'persuasion', rather than publicity like past. Therefore, it has been changing from the direct promotion of the past into the indirect persuasion; and from the raw, direct and powerful publicity and claim into the soft and metaphorical persuasion and appeal. Thus, investigating again the contemporary propaganda will be an important element in analyzing contemporary images. The animation, selected as a target of the analysis of propaganda, exists in various ways in various images of the modern times, which is not too much to say that today's society is the television society. Besides, the animation is the image that can cover all ages as men and women of all ages can watch, so it is proper for analysis of the contemporary propaganda of metaphorical, indirect and various forms.

The Relationship between Cultural Self-construal of Korean and Alexithymia: A Serial Mediation Process Model of Ambivalence over Emotion Expression and Emotion Suppression Moderated by Generation (한국인의 문화적 자기관과 감정표현불능증의 관계: 세대에 의해 조절된 정서표현양가성 및 정서억제 연속매개과정 모형)

  • The traditional Korean society has been classified as an Eastern collectivist culture, but in the flow of globalization and digitalization along with the post-Cold War era of the 1970s, Western individualistic culture and values quickly permeated the Korean younger generation. Since rapid changes occurred within a short period of time, there may be differences in cultural self-construal between generations living in the same era. Due to this, psychological problems related to emotional expression and suppression may appear differently depending on generations. Therefore, in the current study, 1,000 Korean adult men and women from their 20s to 60s were investigated for their level of independent and interdependent self-construal, alexithymia, ambivalence over emotional expression(AEE) and emotional suppression(ES). Then the relationship between the variables(self-construal and alexithymia,) and the mediating process of AEE and ES were examined. The generation of participants were divided into the industrialization cohort (birth year < 1970) and the digitalization cohort (birth year starting from 1970). Using the PROCESS macro(Hayes, 2022), we tested a serial mediation model of AEE and ES between the relative independent self-construal(RIS) and alexithymia. The results indicate that the level of alexithymia increases by the serial increase of AEE and ES when RIS decreases. Next, we examined a moderation effect of generatione on the mediation process of AEE and ES, and found that generation moderates the relationship between ES and alexithymia. That is, the effect of ES on alexithymia is significant for the digitalization cohort, while it is not significant for the industrialization cohort. The current results imply that emotion regulation strategies of Koreans have been differently developed according to prevailing cultural values in each generation, and that the negative influence of emotion suppression could be different according to the cultural background of each generation.

Imperatives for Geography in Area Studies (해외지역 연구에서 지리학의 소임)

  • 이 글에서는 해외지역연구에 있어 세계와와 관련한 여건 변화, 지리하계의 동향, 그리고 21세기의 새로운 지역연구에 지리학의 역할이 어떠하여야 할 것인가를 살피고자 한다. 해외지역연구는 2차대전 이후 미국을 중심으로 발달하였다. 냉전기에 세계적 우위를 유지하고 국익을 보호하기 위하여 외국 현지어 구사 능력을 포함한 해외 정보 수요가 늘어 지역연구의 발달을 보게 된 것이다. 이러한 배경 때문에 지역연구는 개성기술적(ideographic)성격을 띠게 되었다. 요즘에는, 지역연구가 주로 초국적기업, 국제 경영대학원 등을 중심으로 이루어 지고 있다. 새 지역연구는 해외시장정보 수집 등 경제적 동기로 이루어지고 있어, 경제적으로 편향되는 취약점이 있다. 세계화는 요즘 하계의 화두(話頭)로, 세계 경제와 사회에 일고 있는 이 변화를 바로 이해하는 것은 향후 지역연구의 방향을 정립하는데 매우 중요하다. 세계화는 세계 어디서나 똑같이 일어나는 동질적인 현상이 아니라, 매우 다양하고 여러 의미가 담긴 현상이다. 마치 동전에 양면이 있듯이, 세계화는 수렴과 분화를 동시에 일으키고 있는 것이다. 따라서, 국경을 개방하고 장애를 없애 하나의 동질적인 세계시장환경을 지향하는 신자유경제 논리에 바탕한 지역연구는 설득력이 약하다. 지리학이 지역연구에 기여하기 위해서는 다음과 같은 노력이 계속되어야 한다. 첫째, 해외지역을 이해하려면 공간(space)과 장소(place)연구가 필수적이라는 점을 인식하고, 둘째, 인간과 환경의 상호작용 관점에서 지리적 차이를 파악하려는 노력이 필요하다. 셋째, 지리학은 이론정립 노력을 계속해야 하며, 넷째, 그 이론들은 해외지역의 현장답사와 정보수집을 통하여 검증되어야 한다. 지리학은 일찍부터 도시, 농촌 등 미시적 수준의 연구를 수행해왔기 때문에 경험적 연구에 강하다. 다섯째, 정부와 기업 등 조직에 대한 지리학적 연구가 이루어져야 할 것이다. 경제활동 분포에 대한 조직의 역할, 소유권에 대한 정부의 규제, 생산 조직의 환경 영향 등의 연구가 그 예이다. 여섯째, 지리학의 발달을 위하여 국가, 국제적 학술 기구를 활용하는 전략이 필요하다. 국제지리학연합(IGU)에서 개발한 지리교육과정, 미국National Research Council에서 세계지리에 밝지 못한 국민을 대상으로 펴낸 지리서 등이 그 사례이다. 지역연구는 사회과학 이론과 문화연구가 서로 접목되도록 새롭게 방향이 설정되어야 하며, 지리학의 인간-환경 연구 전통이 여기에 기여할 수 있을 것이다. 그러나 지리학의 역할이 효율적이기 위해서는 지리학 자체의 담론을 다시 확립해야 한다. 지리학계에서 지난 20여년간 추구해왔듯이 일반적 법칙을 지향(nomothetic)하는 접근법을 활용해야 하며, 여타 사회과학 및 환경과학과도 긴밀한 관련을 유지할 필요가 있는 것이다.

At present, in particular after the Cold War, Japan has extended exchange on regional and private levels with the countries located on the other side of the apan Sea from the first stages of friendship to economic relationships. In the future, it is necessary to promote the establishment of an International exchange network and traffic system for each of the traffic facilities in order to build up the Block that will mainly contribute to the economies of countries and regions In the area. For the purpose, it is fundamental to reexamine the national land planning and the local development planning of each of the countries. From the standpoint of technology, the issues to be looked into are : study and development on marine civil engineering such as structures over straits study and development on the construction engineering of express ways and exprees rail roads : development of vehicles such as cars and trains I propose approaches to my vision of these traffic systems from my standpoint as an engineer in this paper.his paper.
