The political conflicts and military collisions between the South-North Korea resulted in actions taken at 1 of Dec. in 2008 and 24 May in 2010. Those actions stopped the major economic cooperations such as the relink of a railroad line across the divided peninsula as well as Mt. Geumgang tourist trade, and cast shade on the Gaesung Industrial Complex. This article articulates the current situation of the economic damages, status quo of cooperation and the South Koreans' changed way of thinking about issues between the South and North which provoked by the conflicts. We emphasized the necessities of minimizing unstable non-economic factors on the Peninsula; continuing win-win economic cooperation between the South-and North corporations; guaranteeing safe business conditions; improving the relationship based on the national consensus. Also we suggested ideas on how to manage the economic cooperation and how to explore new business opportunities in the future based on entrepreneurial leadership.

남북한 간 ICT산업 표준화를 통한 교류협력은 상호 공동의 경제적 이익을 추구할 수 있는 실질적인 분야이다. 특히 ICT산업표준은 경제협력의 촉매제가 될 수 있으며, 체제에 대한 부담이 덜하고 양측의 협력을 통해 적은 비용으로 큰 파급효과를 기대할 수 있으며, 남북 경제통일의 기초가 될 수 있다. 아울러 정부 및 민간 차원의 실질적 교류를 여는데 용이하면서도 필수적인 사업이기도 하다. 본 연구에서는 남북한 ICT산업 교류협력을 위한 양측의 기술 및 산업현황, 실현가능성 등을 분석하여 표준화 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 남한의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준의 통합과 기술적 제도적인 중 장기적 협력체계를 통합방안을 제시하였다.

The promotion of economic exchange and cooperation between North and South Korea is significant in two ways. First, the pursuit of economic interest can lead gradually to the unification of the national economies. Second, economic relations can serve as the first stride toward political reunification. There are, however, many difficulties in conceiving a strategy for economic cooperation between North and South Korea because of their differences in ideology and socio-economic system. Under these circumstances, a bid by either the North or the South to consider its specific ideology or socio-economic system absolute and to impose them on the other side would inevitably lead to confrontation and collision and deepen the division of the country. Therefore, steps to expand and develop economic and technological cooperation and comprehensive exchanges between the North and the South, with due regard to the development of bilateral relations, are in full accord with the interests of the both sides. It is clear that North Korea's changing attitude toward its environmental conditions is neither a policy of opening nor an ideological shift toward pragmatism, as has occurred in the Eastern European countries. Instead, it is a temporary tactic for breaking out of the economic stagnation caused by its rigid economic structure. In this light, we must.

남북간의 경제협력, 특히 기술을 기반으로 하는 협력이 활성화되려면 우리가 북한을 알 수 있도록 하는 창구가 필요하다. 이용자의 창구와 전문가의 창구가 각각 필요하며, 이를 통해 과학기술 협력 및 기술거래 등 남북 경제협력의 포괄적 접근점을 효율적으로 찾을 수 있게 될 것이다.

2000년 남북정상회담 이후 여러 분야에서 남북한경제협력사업이 진행되어 오고 있다. 특히 물 관련 산업분야는 금강산관광, 개성공단, 경의선 및 동해선 철도 도로 연결사업 등과 같은 대규모 사업에 비해 미약하나마 임진강 유역 수해방지를 위한 협력체계가 어느 정도 진행되고 있다. 이 사업은 2000년 8월 29일부터 평양에서 개최된 제2차 남북장관급회담에서 합의되어 2004년 3월에는 남북경제협력추진위원회 제8차 회의에서 임진강 남북 공동 현지조사 등 수해방지 대책수립에 합의하고 동년 4월에는 임진강수해방지 실무협의회 제3차 회의를 통해 현지조사와 관련된 조사항목, 북측에 제공할 조사용 기자재 품목, 북측의 기상 수문 자료 제공 등에 대한 합의가 있었다. 이상과 같이 남북한 공유하천에 대한 협력체계도 타 분야와 마찬가지로 지속적으로 발전하여 보다 효과적인 협력체계 단계로의 진입이 예상되고 생활 공업용수 공급, 하천관리 및 골재개발 등 보다 넓은 영역에서 다양한 협력을 기대할 수 있을 것이다. 본 연구에서는 북한과의 수자원분야 협력사업이 확대될 경우를 대비하여 북한의 수문조사 체계의 일반을 분석하여 제시하고자 하였다.
