  • 2000년 남북정상회담 이후 남북한간의 교류가 많은 분야에 걸쳐 점차 확대 심화되어가면서 통일에 대한 국민들의 기대가 점점 커지고 있다. 수자원의 확보 및 에너지의 개발은 앞으로 북한에게 있어서 해결해야할 핵심적인 과업분야의 하나로서 향후 남한과의 협력이 크게 기대되는 분야라고 할 수 있다. 이에 본 논문에서는 댐의 건설, 관리와 관련한 북한 내 현황과 향후 댐기술 분야의 상호협력에 관한 소고를 소개하고자 한다.

  • 지난 2005년부터 남한은 개성공단에 배전 및 송전 방식을 통하여 전력을 공급해왔다. 개성공단 전력 공급은 정치적으로 민감한 사안이며, 많은 비용이 소요되기 때문에 논란의 대상이 되고 있다. 따라서 개성공단 2단계 사업 및 여타의 다른 남북경협 사업을 앞두고 대북 전력 공급의 여러 대안에 대한 연구가 필요하다. 본 연구에서는 개성공단에 전력을 공급할 경우 가능한 대안들의 정성적인 특성을 분석하여 바람직한 대안들을 선정해보았다. 선정된 대안은 대북 송전, 해주 발전소 건설, 풍력 에너지 공급인데, 이 중 풍력발전시설 지원이 가장 경제적인 대안이라는 결론을 얻을 수 있었다.

  • 최근 남북 관계는 경제협력, 사회문화교류, 체육교류 등 양적 질적으로 많은 변화가 일어나고 있으며, 향후에도 지속적인 변화가 전망된다. 따라서 우리는 북한의 현실을 객관적인 자료에 의하여 남한과 비교하여 분석할 필요가 있다. 우선적으로 남북한 주요지표 (인구, 경제성장률, 주요 제품 생산량, 사회간접자본 등)를 비교하여 본다. 다음으로 좀 더 구체적으로 석탄, 철광석, 비료, 철강, 직물 등의 광공업의 현황과 산업 발전에 주요 장애 요소가 무엇인지 알아보기로 한다. 그리고 현재 북한에서 채택하고 있는 산업중흥 프로그램이 무엇인지도 조사하기로 한다. 다음으로 북한에서 6자 회담에서도 강력히 요구하고 있는 에너지의 현황과 발전량에 대하여 상세히 알아보며, 북한 산업을 일으키기 위한 인프라의 문제점에 대하여 기술하기로 한다. 다음으로 북한의 교육체계에 대하여 조사하여 보고, 교육체계의 발전방향에 대하여도 검토하기로 한다. 마지막으로 궁극적으로 남북한 통일에 대비한 우리의 준비가 나아가야할 방향에 대하여 기술하기로 한다.

Strategic Approach for South-North Korea's S&T Cooperation (남북과학기술협력에 대한 전략적 접근: 향후 추진전략과 협력과제 도출을 중심으로)

  • This study tried to suggest South-North Korea's S&T cooperative strategies and priority areas using mixed-methodology. First, survey research was conducted to analyze the understanding of scientists how they think about these issues. We surveyed scientists whose names are on the KOFST mailing list and analyzed 485 questionnaire responses. After that, experts who are participating in FGI discussed more deeply about the survey results and suggested the feasible strategies and projects. The results suggest some findings about priority cooperation area, new projects and strategies. Priority areas of S&T cooperation are following; agriculture, electricity & energy, and health care. However, more important thing than these priority areas is how to approach the inter-Korean S&T cooperation. More strategic approach is needed while promoting exchange and cooperation projects with north-korea. Also more long-term approach is needed to maintain the sustainability of this S&T cooperation.

  • 점차 심화되고 있는 북한의 에너지 위기는 북한 사회이 경제적 측면뿐만 아니라 사회 및 정치, 나아가서는 국제 사회에서의 북한의 외교정책에까지 영향을 미치는 것은 물론 남한의 군사적, 정치적 위협 요인이 되고 있다. 북한의 에너지난 타개를 위해 여러 회담의 주요 사안으로 에너지 지원을 요구하고 있으며, 내부적으로는 에너지 공급 제한 등의 정책을 시행하고 있으나 이는 미봉책에 불과하다. KEDO 중단으로 북한의 장기적 에너지 지원 노력이 중단되었으며, 중유 지원 등의 방식은 일시적인 수준에서 그치게 될 것 이다. 본 연구에서는 북한의 에너지난을 타개하고 이를 통하여 사회 경제 전반의 안정화에 기여할 수 있는 대북 에너지 지원 방안을 모색하고자 한다.

  • North Korea is plentiful in the mineral resources as magnesite, gold, zinc, iron, rare metal, and coal resources compared to South Korea and has 6 industrial zones which are located nearby to the mineralized areas. The industrial zones are provided with a sound infrastructures and accumulation of advanced technology. As a huge mineral and energy consuming country, South Korea imports mineral and coal resources equivalent to almost 8 trillion won annually. Inter-Korean cooperation for development of mineral resources in North Korea will be improved by the practical use of the North Korea's plentiful mineral resources, infiastructures related to development and refinement, and basic geo-technology, which would be considered toward combining with South Korean capital and Russian geo-technologies.

  • Ministry of Commerce, Industry [MOCIE] has taken it into consideration to introduce a Renewable Portfolio Standard (RPS) that is a purchase obligation program as an alternative plan to the FIT. We conducted a survey of renewable energy companies and experts to ask their opinions about renewable energy policy, the introduction of the RPS, and the scheme for aid of North Korea with renewable energy. Korean renewable energy companies show an impartial opinion about a FIT and a RPS system overall, although they tend to have distinctive opinions by technology each other. With respect to eligible resources for a RPS, the industries want to extend the scope of it as broad as possible. In addition, experts prefer the multi-tiered and energy production based RPS to the sing1e-tiered and installed capacity based RPS. We also conducted a surrey to find the best renewable energy sources. Wind, Geothermal, Solar-thermal, and Photovoltaic were selected to have the best potential capacities to support North Korea by renewable energy experts. However, these energy resources also have several problems to overcome in the aid of North Korea, and thus, the plans for solving them and for giving efficient support to North Korea in the area of Renewable Energy are discussed.

  • From the present geographical environment of Korean peninsular the Republic of Korea is worser than the an island country of Japan In the point of Northeastern Asia energy network. Therefore the energy cooperation with South and North Korea is direct connect to the Northeast Asian Energy Network. It is most important that North Korea promotes the economics by themselves through the solving of their energy Problem with South Korea. Therefore, at the moment it is necessary to support North Korea with the cooperation of energy technologies that could be useful to set up the Northeast Asia Energy Network and which is important to form the energy system of Korean peninsular. In this paper to importance of cooperation for energy technology and the present of economics and energy demand/supply in North Korea and energy technology of North Korea & the comparison energy technology level of the both countries and cooperation between South and North Korea is described.

Comparative Analysis of Educational Content in the Elementary Material Area: North and South Korea (남북한 초등 물질 영역의 교육 내용 비교 분석)

  • This study aims to compare and analyze the educational contents of the material area in the elementary science curriculums of North and South Korea. The research subjects are materials and motion and energy (partial) areas of the revised science curriculum of South Korea in 2022 and materials around us and science in daily life (partial) areas of the nature and education program of North Korea in 2013. This study compared the elements of the educational content of the material domain between North and South Korea according to the grade. Furthermore, the reflection of the material domain goals of North and South Korea at the international level was analyzed using the evaluation framework of the Trends in International Mathematics and Science Study (TIMSS) 2023 for the material content domains for fourth-grade elementary schools. Four teachers who majored in elementary science education and one expert in science education participated in the analysis. The results are as follows. First, in terms of the properties of matter, the content covered in the curriculum of North and South Korea differed in application period by grade and in the scope and level of content. Second, regarding material change, North Korea did not cover acids and bases but included methods for speeding up dissolution. Third, North Korea reflected the goal of the TIMSS 2023 properties of materials more highly than South Korea. Fourth, similar to the results for the analysis on the properties of materials, North Korea reflected the goal of the TIMSS 2023 for changes of materials more highly than did South Korea. In conclusion, the elements and timing of application of the material contents differed between North and South Korea, and the degree of reflection of goals at the international level was found to be higher for North Korea. In the future, this study hopes that cooperation and research on the development of integrated science and curriculum will occur along with the revitalization of educational exchange between North and South Korea from the perspective of the preparation for unification beyond the ideological conflict between them.
