It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

1990년대 중반기간(中盤期間)은 남한(南韓) 내부(內部)의 경제선진화(經濟先進化)와 정치(政治) 사회(社會)의 지속적(持續的) 발전여부(發展與否)가 판가름되는 중요한 시기이며, 민족(民族) 전체적(全體的)으로는 남북한간(南北韓間) 민족공동체(民族共同體)의 형성(形成)과 통일(統一)의 실현(實現) 가능성(可能性)이 결정되는 중요한 시기(時期)가 될 것이다. 따라서 민족경제공동체(民族經濟共同體) 형성(形成)을 위한 남한(南韓)의 확고한 대북한(對北韓) 경제정책(經濟政策) 수립(樹立)은 물론 남북한간(南北韓間)의 경제관계(經濟關係) 또한 단기적(短期的) 상업적(商業的) 이익(利益)보다는 장기적(長期的) 관점(觀點)에서 "통일한국(統一韓國)"의 국제경쟁력(國際競爭力)을 제고하고 통일민족(統一民族)의 경제적(經濟的) 복리(福利)를 극대화(極大化)하는 것이어야 한다. 본고(本稿)에서는 최근(最近) 북한(北韓)의 대서방(對西方) 외자유치노력(外資誘致努力) 및 무역확대정책(貿易擴大政策) 등 개방화(開放化) 정책(政策)의 현황(現況)과 문제점(問題點)을 검토한 후, 향후 "남북기본합의서(南北基本合意書)"의 내용(內容)이 구체적(具體的)으로 실현되고, 특히 남북한간(南北韓間) 직교역(直交易)이 정착될 경우 남북한간(南北韓間) 교역확대(交易擴大)와 합작투자(合作投資)를 비롯한 경협(經協)이 급전전될 것으로 예상되므로 남북한(南北韓)의 대(對)OECD 무역자료(貿易資料) 분석(分析)을 통혜 얻은 현시비교우위지수(顯示比較優位指數)(RCA)와 무역특화지수(貿易特化指數)(TSC)를 이용, 남북한간(南北韓間) 교역(交易) 및 경협(經協) 확대(擴大) 발전(發展)의 일환으로서 남북한간(南北韓間) 교역가능품목(交易可能品目) 및 경협유망분야(經協有望分野)를 선정 제시하였다.

하천을 간단히 정의하면 물이 흐르는 길이라 할 수 있다. 현대사회에서 물은 생존권과 직결되는 중요한 경제적 자원이다. 하천이 물이고 물이 곧 하천이다 보니 국가 간 한정된 자원을 이용하기 위한 경쟁이 뜨겁다. 국제규범에 따라 공평한 물 배분이 실현되는 경우도 있지만 많은 국제하천이 국가 간 갈등의 중심에 있는 경우가 다반사다. 남북공유하천도 정치적, 군사적 대립관계를 고려할 때 갈등이 커질 수밖에 없다. 현재 임진강, 북한강 등 남북공유하천 전 구간에 걸쳐 많은 수리시설물이 건설되어 이용되고 있으며, 상류 국간인 북한의 유역변경 및 일방적인 방류에 대하여 하류국가인 남한이 그 피해를 고스란히 받고 있는 실정이다. 따라서 본 연구에서는 남북공유하천의 과거 및 현재의 갈등 사례를 검토하고 물을 둘러싼 주요 이슈 및 쟁점에 대하여 검토하여 남?북한 모두가 win-win 할 수 있는 납북협력 방안대하여 검토하고자 한다.

This article presents a descriptive analysis on national security policy platforms promoted by the ruling parties of South Korea during general and presidential elections. National security platforms made during the elections campaigns are a window that allows us to see how the ruling party perceives the threat environment, opportunity-structures, policy preferences and material capabilities faced by the state. South Korea presents a unique case since it faces constant military threats from North Korea and interacts with China and the United States. Therefore, the national security policy platforms, which are explicitly campaigned during the general and presidential elections, showcases the worldview of the ruling party. The study essentially focuses on three areas of the platforms - its threat perception on North Korea, the ROK-US alliance and the future vision for the Korean peninsula by covering two presidential elections and three general elections for the last 20 years.

Since the third inter-Korean summit, the inter-Korean summit in Pyongyang and the U.S.-North Korea summit in Singapore and Hanoi, denuclearization negotiations are under way that will determine the fate of the Korean Peninsula. However, the negotiations are stalled and some skepticism is expected due to the conflicting U.S.-North Korea stance over the terms of denuclearization. The reason why it is difficult to realize the complete denuclearization of North Korea is that there are a variety of variables such as the traditional security dilemma in Northeast Asia, the hegemonic competition between the U.S. and China, and the formation of a new cold-war system. At a turning point when three inter-Korean summits and three U.S.-North Korea summits were held in the wake of the 2018 PyeongChang Winter Olympics, North Korea's complete denuclearization has become a must-do historical task for Northeast Asia and world peace beyond the Korean Peninsula. In this sense, the inter-Korean summit in Pyongyang is seen as a historic occasion for presenting a new milestone for the denuclearization of North Korea and the development of inter-Korean relations through the 9.19 Pyongyang Joint Declaration and the Military Agreement. Meanwhile, Constructivism, which has become the main paradigm of international political theory, presents the view that ideological variables such as ideology, history and culture define material factors, identity and interests of state actors, and that the structure of international relations can be changed through interaction. In this study, the historical meaning of the 9.19 Pyongyang Declaration, which is now past its first anniversary, was considered from a constructivist perspective. To this end, the development process of constructivism theory and analysis model and the development process of inter-Korean relations were briefly reviewed, and the military implications of the 9.19 Military Agreement were presented.

통일에 대한 열망이 그 어느때보다 높아지고 있다. 새정부의 '햇볕정책', 금강산관광의 실현 등으로 통일의 꿈은 더욱 가시화하는 듯하다. 서점가에는 통일 관련서들이 속속 이어지며 독자의 손길을 기다리고 있다. 이들 책은 통일정책을 역사적으로 고찰하면서 새로운 통일안을 제시한 정책서를 비롯하여 통일문제를 경제적인 측면에서 분석한 통일경제서, 북한의 외교정책을 중심으로 남북관계를 조명한 학술서 등 다양하게 출간되었다. 통일 관련서들을 분야별로 소개한다.
