위성통신은 현재 공중통신(公衆通信)뿐만 아니라 일반 사회생활에 깊이 관련된 여러 가지 분야에서도 이용되어 왔다. 여기서는 위성통신이 사회에 기여하는 역활 중에서, 특히 재해시 긴급지원(災害時 緊急支援), 교육지원, 의료정보서비스(醫療情報 service)의 면을 택하여, 그 필요성을 중심으로 개괄하였다.

우리나라에서도 정보 보안에 관한 인식이 이젠 과거와는 달리 많이 높아지고 있는 실정이며, 그래서 과거의 시스템 구축만으로 보안을 끝이라고 아는 인식보다는 보안의 사후 지속적인 관리가 더 중요하다고 인식하는 사례가 증가하고 있는 실정이다. 이에따라 구축해 놓은 보안 시스템을 24시간 감시해주고 모니터링 해주는 관제서비스 분야가 서서히 두각을 나타내고 있다.

네트워크 사용자들의 다양한 요구를 수용하고 신뢰성이 있는 서비스를 제공하기 위하여 많은 통신 사업자들은 SLA(Service Level Agreement)를 제공하고자 하고 있다. 통신 사업자들은 다양한 네트워크 서비스를 제공하고 있으며 각 네트워크 서비스에 대한 SLA 를 제공하기 위한 SLA 시스템은 유연한 구조를 가져야 한다. SLA 서비스는 계속적인 상황 감시를 통해 서비스 이용자와 계약 상황이 지켜질 수 있도록 해야 한다. 이를 위해서는 SLA 시스템 운용자의 부재시에 운용자에게 긴급 상황을 알려 주는 SMS(Short Message Service) 제공이 필요하다. SLA 시스템 운용자는 여러 등급이 존재하며 관리해야 하는 사항과 서비스도 다양하다. 이런 경우를 고려하여 효과적인 SMS 기능을 SLA 시스템 운용자에게 제공하는 SMS 기능을 본 논문에서 설계하고 구현하였다.

해사안전정보는 항행경보, 기상특보, 기타 긴급정보로 구성되며, NAVTEX와 SafetyNET을 통해 육상에서 선박으로 제공되고 있다. 현행 해사안전정보 서비스를 개선하기 위해 세계 각국의 e-Navigation 프로젝트에서 해사안전정보 전자데이터 서비스를 개발하고 있으며, 국제기구 차원에서 S-124 항행경보 데이터 표준을 개발하고 있다. 본 연구에서는 한국형 e-Navigation 서비스 개발 사업에 추진 중인 해사안전정보 제공 서비스 개념과 기술을 바탕으로 해사안전정보 제공 서비스 운영 개념을 설계 하였다. 본 연구에서는 해사안전정보 중의 하나인 항행경보를 중심으로 해사안전정보 제공 서비스 운영 및 적용 방안을 기술 하였다.

Recently, a fire suddenly broke out in a crowded theater, and many people were unable to find an escape route, becoming entangled, injured, and suffocating from smoke inhalation, resulting in a large-scale fire accident. Even though most of the people were young, they were unable to evacuate. If they had been elderly, it could have resulted in greater casualties. In particular, since it is difficult to receive accurate location information from GPS indoor, there is an urgent need for location-based services using beacons and an emergency evacuation system that intuitively shows evacuation routes in augmented reality using smart-phones. In this paper, an augmented reality-based emergency evacuation smartphone app was developed based on identifying fire locations and evacuation routes using beacons and fire sensors (IoT). In the future, if the proposed system is applied to indoor spaces where people are crowded, rapid evacuation will be possible even in a sudden fire accident, minimizing human damage.

As cities become overcrowded and concentrated, the demand for public services continues to increase due to the improvement of the living standards of urban residents. Among them, fire service can be seen as one of the important public services by reducing damage caused by accidents in emergency situations and affecting the improvement of access to medical services for urban residents. Rapid movement of patients and medical institutions within golden time and proper first aid are essential elements in emergency situations, and Seoul is a super-large city with a large population of about 10 million people and has a large number of emergency medical patients. Therefore, this study used spatial regression analysis to examine the factors affecting the delay factors of emergency dispatch in Seoul to secure golden time, and derived management priorities, and suggested implications for the management of emergency vehicle dispatch delay factors. As a result of the main analysis, land-use characteristics were the most influential factor in emergency vehicle dispatch time, and land-use mixing, commercial area density, average patient age, and average road length were found to affect emergency vehicle dispatch time in order. This study can be used as important basic data for an accurate understanding of the delay factors for emergency dispatch and preparing countermeasures according to priorities.

웹은 이미 인터넷 사용에 있어 가장 중요하고, 자주 이용하는 서비스로 자리 잡고 있으며, 이에 대한 여러 활용 방안에 대해서도 많은 연구가 진행되었다. 그럼에도 불구하고 웹을 이용한 메시지 전달이나 광고 등은 서비스를 제공하는 포털에 의해서 진행되고 있고, 해당 포털에 접속하지 않은 사용자에게 원하는 메시지를 전달하기가 어려운 것이 현실이다. 이미 긴급 재난 공지 등은 각 포털의 공지사항 등을 이용하여 전달하고자 하는 시스템을 구축하고 있지만 이는 결국 해당 포털에 접속해야만 메시지를 볼 수 있으며. 각 포털에 메시지를 전파하고 협조를 얻어야 하는 등의 문제가 있다. 또한 지역적, 국지적으로 발생하는 사안이나 긴급을 요하는 메시지의 경우 이러한 방식이 맞지 않고, TV, 방송 등의 직접적인 수단을 통해서만 메시지를 전달할 수밖에 없으며, 대부분의 많은 메시지가 이런 식으로만 전달하기엔 적합하지 않은 현실에 비추어 볼 때 그다지 효율적이라 볼 수 없다. 이에 7계층의 컨텐츠 스위칭 기법에서 사용되는 방식을 이용하여 네트워크의 중간에서 직접 사용자별 혹은 목적지 별 메시지를 사용자가 접속하려는 사이트나 해당 컨텐츠의 저작권과 관계없이 메시지를 전달하는 방안을 제안하고자 한다.

이동 전화로의 실시간 영상 전송 방법의 개념은 긴급상태 발생시 이동 전화에 빠른 경보기능과 현장의 상황을 실시간 영상 전송함으로서 사용자가 긴급상황에 따른 대책을 신속 정확히 할 수 있는 것을 의미한다. 하지만 이동 단말기 시스템 사양과 무선 인터넷 환경의 제약에 의해서 실시간으로 영상을 관측하기에는 다소 곤란하다. 즉 제한된 자원과 협소한 대역폭의 무선 인터넷 환경제약 등을 받는다. 이러한 환경 제약에서 사용자가 만족할 만한 서비스를 하기 위해서는 이동 전화에서 처리할 데이터 양을 최소화하고, 전송할 데이터의 앙도 최소화하는 방법이 유일한 대안이다. 이 논문에서는 실시간으로 캡쳐한 영상을 이동 전화에 전송하기 위하여 영상에서 픽셀의 평균 임계 값을 기준으로 WBMP로 변환하고, WAP PULL 과 PUSH 서비스 기반으로 영상을 실시간 전송하는 방법을 제안한다. 또한 캡쳐한 영상을 WBMP 포맷으로 변환하는 영상변환 필터 (WBMPFilter) 방법과 경보 상황 통보 및 영상을 전송할 수 있는 영상 전송 미디움(WirelessMedium) 방법에 대해 기술한다.

Next generation telematics technology, offering new and diverse multimedia service by connecting car and wireless access network, has been presented with promising industry. Telematics technology was simply to monitor and control the in-vehicle devices and to navigate the road in the early days but nowadays, telematics technology has provided the mobile internet access service, LBS service, agent rescue service and multimedia service to us using connection of wireless access network. In this paper, telematics mobile platform architecture is proposed for service promotion and efficiency.
