Present Status of Soilborne Disease Incidence and Scheme for Its Integrated Management in Korea (국내 토양병해 발생현황과 종합 관리방안)

  • Incidence of soilborne diseases, as a major cause of failure of continuous monocropping becomes severe in recent years. For examples, recent epidemics of club root of chinese cabbage, white rot of garlic, bacterial wilt of potato, pepper phytophthora blight, tomato fusarium wilt and CGMMV of watermelon are the diseases that require urgent control measures. Reasons for the severe incidence of soilborne diseases are the simplified cropping system or continuous monocropping associated with allocation of major production areas of certain crop and year-round cultivation system that results in rapid degradation of soil environment. Neglect of breeding for disease resistance relative to giving much emphasis on high yield and good quality, and cultural methods putting first on the use of chemical fertilizers are thought to be the reason. Counter-measures against soilborne disease epidemics would become most effective when the remedies are seeded for individual causes. As long-term strategies, development of rational cropping system which fits local cropping and economic condition, development and supply of cultivars resistant to multiple diseases, and improvement of soil environment by soil conditioning are suggested. In short-term strategies, simple and economical soil-disinfestation technology, and quick and accurate forecasting methods for soilborne diseases are urgent matter far development. for these, extensive supports are required in governmental level for rearing soilborne disease specialists and activation of collaborating researches to solve encountering problems of soilborne diseases.

  • Modern disasters prevent accidents in advance and recover after accidents are very important. Our government's current response to these accidents is not appropriate. As for disaster management so far, it has been the center of disaster response and recovery efforts, and has been led by the government against it. The reality is that most private organizations and agencies have only subsidized government disaster management agencies. Korea is no longer a safe zone for earthquakes. Now for the establishment of effective disaster management system for earthquakes in the diagnosis is very urgent and the problems of the operational disaster management, which the problems of the nation.Policies to improve academic efforts to seek alternative proposal is also at a time when volume can be said to be very big need to mine. This study from 2016 to 2019, about the earthquake that took place between National Statistical Office, based on analysis of data to. First of all, research 1: What was the government's plan on Pohang earthquake? The results showed that the residents' evacuation of Pohang was important in the Pohang earthquake, but for the sake of students' safety, they were directly assigned to the test site to cope with the emergency situation. Therefore, the research and analysis shows that the nation should continue to think about the causes and responses of the damage at the disaster site and strive to develop technologies and methods to minimize the damage.

The limits in legislating and the methods for improving the current 'National Guidelines on Anti-Terror Activities' (현행 '국가대테러활동지침'의 문제점과 입법적 개선방안에 관한 연구)

  • Ever since the 9/11 terror attack, all the world has perceived the need and taken actions to make an anti-terror law, however The Republic of Korea has not yet come up with any relevant output. Currently, the Korean government apportions duties to each related government agency and sets up systems for cooperation among them to make preparations against and cope with terror threats, according to The National Guidelines on Anti-Terror Activities (the presidential directive number 47 given on January 21, 1982). However, the directive has many limits and shortcomings in coping with national emergencies. In this situation, this research aims to compare the national anti-terror laws of others countries with Korea's, in order to understand the problems in Korea, i.e., that The National Guidelines on Anti-Terror Activities, which are the only anti-terror regulations in Korea do not clearly describe the concept and range of a terror, that national anti-terror meetings and the anti-terror standing committee have problems with their operation, that the Terrorism Information Integration Center has also its own problems, and that Korea lacks in preparatory actions against terror crimes and there are still problems about investigations into terror incidents. In order to solve these problems for the future, the present author suggests that the purpose of the law on The National Guidelines on Anti-Terror Activities shall be re-established so as to meet the current anti-terror conditions of Korea, the concept of a terror and anti-terror activities shall be clarified, anti-terror organizations shall be unified, the chair of the anti-terror standing committee shall be appointed legally and automatically according to the relevant rule and be given more rights so as to have free access to private information for anti-terror activities and terror-related information, and systems shall be supplemented for reporting terror-involved persons and funds.

  • Korea has set up a radiation emergency planning zone based on the 「Act on Physical Protection and Radiological Emergency」 to protect residents living near nuclear power plants in the event of nuclear disasters. Little research has been conducted on the appropriateness of existing nuclear evacuation facilities because of a general lack of interest in nuclear accidents. This research addresses this gap by analyzing the location adequacy of evacuation facilities in Busan's emergency protection planning area based on vulnerable populations and accessibility analyses. The Gijang-gun which has the greatest risk, shows that only 4.05% of the total urban area was included in the evacuation service area within 5 minutes while only 36.93% of Geumjeong-gu and 37.23% of Haeundae-gu were included in the evacuation-enabled area. In addition, evaluation facilities in the elderly population hotspots were lacking, and there was a wide gap between dongs within the same Gu. Thus, additional evacuation facilities need to be designated and installed considering the spatial equity between areas and safety of both the public and vulnerable populations.

A Study on Algorithm for Materials Take-off Using Pothole Detection System (포트홀 감지 시스템을 이용한 보수재료량 산출 알고리즘 개발)

  • Various type of pavement deterioration such as crack, bumpy, pothole is rapidly increasing according to the accelerated environmental changes like heavy rainfall, frequent snowing, difference temperature, etc. Accident related to pothole that cause fatal traffic accidents has been increased more than five times over the next five years starting from 2008. As direct or indirect damage by pothole which caused injuries and car damages increases every year, quicker and more efficient management measures are necessary. This study presents the algorithm for materials quantity take-off. The algorithm was suggested by correlation in pothole size and area. Suggested algorithm were confirmed the validity through the 15 field survey in capital area. According to the results of survey, usually the residual materials at which 5~7 kg was generated decreased to 1~2 kg. It showed that automatic pothole detection system is expected not only to reduce materials and resources, but also to contribute to quality improvements of pavement through more accurate material take-off from the situation of constructing rely on their own judgement.

  • Including heat wave, Climate change caused 150,000 casualty in 2000 and heat waves are meteorological events that pose a serious threat to human health. A heat wave is defined as "a period of abnormally and uncomfortably hot and usually humid weather". There is a need for the prevention of health effects due to weather and climate extremes. This study intends to propose the necessity of Response System to correspond to extreme heat. And this research focused on Cooling Center manual of facility and maintenance for extreme heat disaster. It would be useful to be planned based on community and to be taken a role as an E.O.C.(Emergency Operating Center). As a conclusion elderly watching system and the requirements regional cooling center facility was proposed.

  • 홍수는 인간이 지구상에 생존하기 전부터 발생하여왔다. 그러나 최근 들어 홍수 규모가 대형화되었고, 그 발생빈도도 증가하고 있다. 최근에는 지구온난화가 가속화 되면서 전 세계적으로 높은 강도의 기상이변들이 속출하고 있다. 우리나라도 예외는 아니어서 지난 100년 동안 기온이 약 $1.5^{\circ}C$ 가량 상승하였고, 집중호우나 태풍과 같은 극단적인 기상현상들로 인한 피해가 날이 갈수록 심해지고 있다. 이러한 이상기후에 따른 태풍, 집중호우 등의 대규모 호우로 인해 댐 및 제방 붕괴와 같은 비상상황이 초래될 수 있다. 잇따른 피해들을 통해 홍수침수 범위의 예측 분석을 통한 홍수위험 및 다양한 홍수위험지도 작성의 필요성이 대두되었다. 본 연구에서는 다양한 종류의 홍수위험지도의 개발을 위해 금호강과 태화강을 대상유역으로 선정하고, 1차원 분석(하천흐름)에는 미국 기상청의 FLDWAV 모형을 적용하였고 2차원 분석(범람흐름)에는 2차원 비정형 격자기법 침수해석 모형을 적용하였다. 1차원 및 2차원 수치해석 모형을 대상유역에 적용한 모의를 통하여 실제 홍수에 대한 제방의 붕괴 및 월류에 따른 유량을 산정하였고, '침수심 지도'와 '홍수유속 지도'를 작성하였으며, 또한 홍수위험 강도를 표현하기 위해 유속과 수심을 이용하여 홍수위험에 대한 '홍수위험강도 지도'를 작성하였다. 다양한 홍수위험지도는 홍수방어대책에 대한 평가와 개발, 또한 개발지역에 대한 선택에 이용될 수 있으며, 실제 홍수시 홍수위험지도에 나타난 긴급대피지역의 모든 주민들에 대해서 피난경고를 미리 발령하는 등의 방법으로 이용이 가능할 것으로 판단된다.

Japan's Policy and Implications for Expansion of Doctoral Manpower (일본의 의사인력 확충 정책과 시사점)

  • Under "Emergency Doctor Security Act of 2007", Japanese government focuses on relocating doctors in medically underserved areas and matching supply and demand of manpower in order to resolve the ubiquity of specific treatment departments. Particularly, there are two alternatives to secure the number of local physicians and avoid the regional shortage of doctors in the short term. Firstly, the government attracts existing physicians to the region. Secondly, the government increases the capability of regional clinical training system to prevent the influx of doctors to the larger cities. Also, it seeks solutions from various perspectives, such as cultivating manpower to work in vulnerable areas through the regional frame system and autonomous medical college. This study introduces the case of Japan as a benchmark and suggests that policymakers should focus on the recent conflict between the government and the medical consultation. More specifically, this study provides policy implications on the alternative measures for securing the manpower of regional doctors.

Cross-Sectional Imaging of Elastic Modulus for Railway Trackbed under Ballast for Identification of Potential Settlement (침하가능성 확인을 위한 자갈도상 철도노반의 탄성계수 단층영상화)

  • Recently a limited section of trackbed with ballast at KTX railway were reported to have settled down and led to problems such as reduced speed and passenger discomfort. Therefore, an urgent remedy for the settled trackbed is required to recover normal operation of KTX trains. In this paper, a new technique is proposed to visualize the elastic modulus of cross sections at railway trackbeds under ballast for practical identification of potential settlement. The proposed technique is based on ICSW technique, enabling use of impact source and overcoming inherent limitations of CSW method. To verify validity and feasibility of the proposed method, the method was employed to construct cross-sectional images of elastic modulus of two railway trackbeds and compared with other tests such as SASW, PBT, DCP and portable FWD tests.

A Study on the Japanese Maritime Oil Spillage Management System and Activities (일본의 해양유탁 방제체제와 방제활동에 관한 연구)

  • Japanese oil companies have begun to set up a mutual support system to prepare for any large scale oil spillages due to the huge increase in size of tankers since 1973. In 1990, the Petroleum Association of Japan established the Oil Spill Response Department and has been conducting researches on management of oil spill combatting materials and the effective prevention of maritime oil disasters. Japan Coast Guard, in accordance with the regulations of the OPRC in 1995, formulated the national contingency plan and built a mutual-contact network among the related government institutions. Its Guard & Rescue Department. Disaster Prevention Section has been working for the maintenance of oil spill combatting materials and coordinating related work with private organizations. The Japanese government has been strengthening the maritime oil spillage management system since the Nakhodka wreck incident in 1997.
