Vehicle safety service can be effectively achieved with inter-vehicle communication technologies, in which moving vehicles transmit a safety related urgency information such as traffic accidents, sudden stops, obstacle appearance etc. They usually utilize a broadcast of message propagation method because the communicating vehicles are not known each other. The pure broadcasting scheme does not satisfy the requirements of vehicle safety communication service due to the transmission delay with frequent message collisions. To resolve this problem, this paper presents a group based propagation method for the multi-hop transmission, in order to deliver an urgency message to the reasonable size of vehicle troop. A group header is elected in considering of the position information of vehicles and radio transmission range. And a vehicle equivalent group is formed with the header. With benefits of the group based transmission, it is possible to minimize the unnecessary transmission and the possibility of message collisions. Simulation results show that the message propagation performance is so stable regardless of vehicle's congestion degree.

WiBro network technologies developed mainly by Korea are one of very promising 4G technologies. WiBro has been standardized as international standard called Mobile WiMAX, and has been deployed in many countries. Emergency Services in WiBro networks are infrastructure services and will be very essential to induce subscribers from other types of networks. This paper proposes a network architecture for supporting emergency services for WiBro mobile VoIP networks. The proposed architecture is based on WMF's architecture for international compatibilities, and reflects national considerations on interfacing PSAP for domestic compatibilities.

코로나와 같은 전파력이 높은 감염병의 확산을 감소하기 위해서는 광역적으로는 방역 및 위생 수칙에 대한 정보 제공이 요구되며, 개개인별로는 접촉 등 전파 위험에 노출된 상황이나 장소 등에 대한 신속한 정보가 필요하다. 이러한 기능을 부합하는 재난경보 매체로는 개인이 보유한 휴대폰 단말을 통해 재난정보를 제공하는 긴급재난문자 서비스를 들 수 있다. 브로드캐스팅 방식을 통해 필요한 지역 및 시간에 일괄적으로 정보를 제공할 수 있다는 장점이 있으며, 이에 코로나 대응을 위해 국내를 비롯한 각국에서의 활용이 증가하는 추세이다. 본 논문에서는 코로나 시대에 따른 여러 나라의 긴급재난문자 활용에 대해 분석하고 앞으로의 긴급재난문자의 활용방안에 대해 논의하고자 한다.

본 논문에서는 안드로이드 위치 센서를 기반으로 경기도 긴급재난지원금의 사용처에 대한 정보를 사용자들에게 제공하는 '가치살림' 애플리케이션을 설계하고 구현한다. 이 애플리케이션은 간소화 된 회원가입과 시간과 장소에 구애받지 않는 스마트폰 애플리케이션을 제공하여 접근성이 높인다. 또한 남녀노소 편리한 사용을 위하여 단순한 화면구현과 사용처 위치, 길 안내, 사용처 정보 제공, 내 위치 등의 필수 정보를 제공한다. 사용자는 즐겨 찾는 지역 또는 본인의 거주 지역, 현재 위치를 기반으로 긴급재난지원금 사용처의 정보를 알 수 있다. 경기도 각 시군의 지역화폐 가맹점 현황 정보는 경기도 데이터 드림의 지역화폐 가맹점 현황 Open API를 통해 가져온다. 또한, 긴급 재난 지원금의 사용처의 위치 정보와 사용자의 위치는 경기도 데이터 드림의 지역화폐 가맹점 현황 Open API에서 각 사용처별 위도와 경도 값과 Google Map을 통해 구현한다.

기상이변에 의한 자연재해나 방사능 유출, 가스폭발 등에 의한 인재는 예보방송도 중요하지만 사고 현장에 있는 사람들에게 현재의 상황 정보를 전달하고 행동지침 요령을 전달하여 2차 피해를 예방하고 재난 지역 및 재산상의 손실을 최소화 시킬 수 있기 때문에 긴급 재난 방송 또한 매우 중요하다. 지상파 DMB는 휴대폰, PMP(Portable Multimedia Player), 내비게이션 등과 같이 개인 휴대 단말기와 결합된 형태로 보급되어 보급률 및 사용률이 매우 높으며 이동 중에도 별도의 비용 없이 양질의 데이터 수신이 가능하기 때문에 긴급 재난 방송 서비스를 시행하는데 있어 가장 최적화 된 모델로 평가된다. 이에 본고에서는 국내 재난방송의 특성을 살펴보고 지상파 DMB를 이용하여 어떻게 긴급 재난 방송 서비스를 할 수 있는지 서비스의 구조와 특성에 대해 알아본다. 또, 향후 긴급 재난 방송이 우리 생활에 끼치는 영향과 앞으로의 해결되어야 할 문제점에 대해 고찰한다.

본 연구는 코로나19 상황에서 대한민국 긴급재난지원금의 모습을 주요 신문사 뉴스 기사들을 통해 분석하고 그 결과를 제시하고자 한다. 분석대상은 2020년 3월 22일부터(긴급재난지원금 첫 보도) 5월 31일까지, 중앙일간지(11개 신문사)의 '긴급재난지원금' 관련 신문기사들이다. 신문기사 분석방법론은 관련 연구주제가 선행연구가 축적되지 않는 상황에서 나름 가치 있는 연구접근법이다. 본 연구에서는 뉴스기사 빅데이터 분석 서비스인 빅카인즈를 활용하여, 관련기사의 뉴스 트렌드, 연관어, 관계도 등을 분석하여 제시하였다. 본 연구는 향후 해당 분석대상을 가지고, 보다 밀도 있고 깊이 있는 언어네트워크(의미망) 분석으로 확장해 나갈 계획이다.

주어진 실시간 환경의 복잡성 때문에. 항상 최적의 행동을 수행하는 완벽하게 이성적인 에이전트 (rational agent) 의 구현은 실질적으로 가능하지 않다. 이러한 실시간 문제 해결기법에서의 전통적인 접근 방식은 미리 정의된 규약에 의존한 조건-행동 추론 방식이다. 이러한 조건-행동추론 방식은 문제 영역이 다양하거나 문제의 재설계가 필요한 경우에는 아무런 해법을 갖지 못한다. 따라서 이러한 문제점을 해결하기 위해 본 논문에서는 주어진 행동들의 유틸리티를 실시간에 계산하고, 긴급한 정도를 측정하여 상황이 긴급할 경우에는 더 이상의 계산을 중단하고 즉각적인 행동을 취하며. 반면에 상황이 긴급하지 않을 경우에는 최선의 의사결정을 위하여 추가적인 정보를 고려하여 더 바람직한 행동을 결정하는 방법론을 제안한다. 제안한 방법론의 평가를 위하여 시간 제약적인 환경에서 최선의 의사결정을 수행하는 실질적이며 유연한 에이전트를 구현 하고자 한다.

In the EH-WSN (Energy harvesting wireless sensor network), a MAC (medium access control) protocol is required to select a relay node considering the power status of a node. Existing EH-WSN studies emphasize the power aspect, so it does not consider the QoS like the urgency of the sensed data. The required power and transmission delay must be changed according to the urgency so that the medium access control according to the data QoS can be performed. In case of relay node, relaying data without consideration of data urgency and node power may cause delay due to power shortage in case of urgent data. In this paper, we designed a MAC protocol that minimizes the power shortage that can occur during emergency data generation. For this, relay node requirements are set differently according to the urgency of data. The performance was analyzed through simulation. Simulation results show the reduced latency and improved reliability of urgent data transmission.

서울소방재난본부를 중심으로 긴급구조통제단과 관련된 정보화 현황을 살펴보고 개선방안을 모색하여 향후 연구방향을 제시하는 것은 재난대응 역량 강화에 기여하는 계기가 될 것이다. 본 연구의 목적은 긴급구조 통제단 운영업무와 관련하여 전산화 현황은 미비한 상황이므로 이를 체계적이고 합리적으로 개선하여 소방 공무원의 재난행정 업무를 경감하고 신속한 의사결정을 지원하는 정보화체계의 필요성을 제시하는 데 있다.
