The Study on the Global Emission Reduction Commitments and Environment Change After Climate Agreement (기후협정후의 배출감소와 환경변화이행에 관한 연구)

  • Although most of the debate on global climate change policy has focused on quantity controls due to their political appeal, this paper argues that agreement commitment are more efficient. Scenarios show that to have a likely chance of limiting the increase in global mean temperature to two degrees Celsius, means lowering global greenhouse gas emissions by 40 to 70 percent compared with 2010 by mid-century, and to near-zero by the end of this century. Ambitious mitigation may even require removing carbon dioxide from the atmosphere. This paper emphasizes on global cooperation which is a key for preventing global warming and toward sustainable development, and fair emission reduction targets among countries are significant for achieving emission reductions.

A Comparative Study on the Consistency between Domestic Implementation of Sustainable Development Goals and Development Cooperation in the Area of Climate Change (지속가능발전목표의 국내이행과 개발협력 간 일관성에 관한 국별 비교와 시사점 - 기후변화 분야 -)

  • The issue of climate change, which calls for urgent and improved action by countries around the world, requires cooperation from the international community. Therefore, consistency among various policies on climate change is particularly important. This study analyzes the relationship between the implementation of SDGs and the scale of assistance in the field of climate change in order to see if there is consistency between domestic policy and aid policy to address climate change issues. An analysis of the correlation between the indices related to the domestic implementation of SDGs and ODA amounts in the field of climate change by OECD countries was conducted. As a result, there is a significant negative correlation between imported CO2 emissions and the portion of climate change ODA. On the other hand, the amount of CO2 emissions embodied in fossil fuel export is significantly positively correlated with the portion of ODA for climate change. Consistency between domestic and aid policies of OECD countries in the field of climate change is not sufficiently ensured, and climate change, the cross-cutting issue, is not being pursued in a consistent direction across national policy.

Comparative Case Study on Urban Climate Change Plans (기후변화 대응계획 도시사례 비교연구: 창원시와 포틀랜드시를 대상으로)

  • The purpose of this paper is to suggest policy implications for the development of climate change plan in city scale. For a comparative case study, Changwon city in Korea and Portland city in U.S.A. were chosen. Climate change plans of both cities were analysed and compared in the perspectives of framework, climate strategies, and implementation. The findings from the comparative case study are suggested for policy implications as the followings. Firstly, the framework should be more simple and clearly integrated from goal to action plans. Secondly, more caution must be exercised for the major GHG triggers and adaptation policy measures. Finally, establishment of clear timeline is the first step of leadership in climate change plan. Coordination agencies and sustainable assessment systems for monitoring each policies are essential for the successful implementation of climate change plan.

  • 온실 가스 배출로 인하여 지구 온난화 문제가 심각성을 더해가고 있는 차제에 지난해(1997) 12월 일본 교토에서 제3차 기후변화협약 조약국 회의가 개최되었으며, 회의 결과 일차적으로 선진국에서 온실 가스 배출 감축 목표를 설정하여 2008년부터 시행토록 합의하였다. 우리 나라는 이 회의에서 온실 가스 배출 감축 대상국에서는 제외되었지만 OECD에 가입한 국가로서 멀지 않아 감축 목표 이행 대상국에 들게 될 것으로 예측된다. 이와 관련하여 OECD/NEA는 지난 4월 $\ulcorner$원자력발전과 기후변화$\lrcorner$라는 보고서를 발표하였다. 이 보고서는 비교적 최근의 연구 자료를 인용하여 원자력이 온실 가스 배출 억제에 어떤 역할을 하는가를 연구한 내용으로서 우리 나라에서도 에너지 정책 입안 등에 도움이 될 것으로 판단된다.

Standards of Protection in Investment Arbitration for Upcoming Climate Change Cases (기후변화 관련 사건에 적용되는 국제투자중재의 투자자 보호 기준)

  • Although climate change is a global scale question, some concerns have been raised that principles of investment arbitration may not adequately address the domestic implementation of climate change measures. A recent ICSID investment arbitration of Vattenfall v. Germany with regard to the investor's alleged damages from the phase-out of nuclear plants is a salient climate change case. The 2005 Kyoto Protocol was made to reduce greenhouse gas emissions and it provides a number of flexible mechanisms such as Joint Implementation (JI) and Clean Development Mechanism (CDM). Implementation of the Kyoto Protocol allows dispute settlement through investor-state arbitration. Any initiation of stricter emission standards can violate the prohibition on expropriations in investment agreements, regardless of the measures created to reduce greenhouse gas emissions. The effect-based expropriation doctrine can charge changes to existing emission standards as interference with the use of property that goes against the legitimate expectation of a foreign investor. In regulatory chill, threat of investor claims against the host state may preclude the strengthening of climate change measures. Stabilization clauses also have a freezing effect on the hosting state's regulation and a new law applicable to the investment. In the fair and equitable standard, basic expectations of investors when entering into earlier carbon-intensive operations can be affected by a regulation seeking to change into a low-carbon approach. As seen in the Methanex tribunal, a non-discriminatory and public purpose of environmental protection measures should be considered as non-expropriation in the arbitral tribunal unless its decision would intentionally impede a foreign investor's investment.

  • 기후변화협약이 지난 2월16일 교토의정서의 발효로 새로운 국면을 맞이하게 되었다. 선진국들의 감축활동의 본격시작, EU의 배출권거래의 시작, CDM/JI사업을 통한 크레딧 확보를 인한 탄소기금의 형성 등 이제는 기후변화협약의 협상에 대한 논의에서 온실가스 감축을 위한 실질적인 이행이 시작되고 있다. 이산화탄소가 거래수단이 되는 새로운 경제체제가 만들어지고 있는데, 온실가스 감축실적이 양(+) 또는 음(-)의 추가적인 경제가치를 가지게 된다. 신재생에너지는 높은 초기투자비용에 의한 어려움을 가지고 있는데, 기후변화협약과 이에 의한 CDM사업의 활성화로 새로운 기회를 맞이하게 되었다. 신재생에너지 부문은 고유가와 온실가스 크레딧의 수요 증대로 시장의 수요와 기회가 증대되고 있지만, 이에 대하여 국내 입장에서 검토하여보고 이러한 기회가 어떤 의미를 가지게 되는지를 되짚어 보고자 한다.

  • 전 세계적으로 기후변화로 인한 기상재해의 발생 빈도가 증가하고 있다. 특히 기후변화로 인한 기온상승은 사계절이 뚜렷한 우리나라의 기후도 동남아와 같은 아열대 기후로 변하고 있는 추세이다. 기후변화 전망보고서에 따르면는 우리나라의 연 강우량이 현재(1,491mm)보다 약 11% 증가(1,658mm) 하고, 연평균기온이 현재 대비 2040년대 0.7℃, 2090년대 3.1℃ 상승할 것으로 전망했다. 기후변화에 의한 여름철 기온 상승과 겨울철 기온 하강은 에너지 소비량과 소비 패턴 변화를 유발하고 에너지 수요와 공급 불일치의 원인이 된다. 이에 정부에서는 기후변화에 적응하기 위해 화석연료 기반의 에너지 생산에서 그린에너지를 이용한 에너지 생산으로 전환이 효과적이라고 공표하였다. 이어 2050년까지 탄소중립 달성을 위해 신재생에너지르 통한 도전과제를 제시하였으며, 기업 및 공공기관의 RE100참여를 확대하고 활용 가능한 유망 재생에너지원을 발굴을 목표로 하고 있다. 이에 본 연구팀은 국가 기상재해·그린에너지 빅데이터 센터를 설립하여 정부의 다양한 이행수단의 근거 데이터를 제공하고, 민·관에서 활용 할 수 있는 그린에너지 데이터를 제공하고자 한다. 본 센터에서는 침수예측데이터, 풍력, 태양광, 소수력, 수열 잠재 에너지 데이터를 생산하고 있으며, 각 데이터에 대한 활용 및 서비스 방안을 소개하고자 한다.

  • The public-interest direct payment program involves providing direct payments to agricultural producers and rural residents through public funds, premised on performing public functions such as environmental conservation, stable food supply, and maintaining rural communities via agricultural activities. Scientific estimation of crop cultivation areas and production levels is crucial for formulating agricultural policies linked to regulating food supply, which increasingly impacts the national economy. Conducting comprehensive on-site inspections for compliance monitoring of direct payment programs has shown very low efficiency in relation to budget and time. The expansion of areas subject to compliance monitoring and various challenges in on-site inspections necessitate streamlining current monitoring methods and devising effective strategies. As a solution, the application of Remote Sensing technology and spatial information utilization, allowing swift acquisition of necessary information for policies without overall on-site visits, is being discussed as an efficient compliance monitoring method. Therefore, this study evaluated the potential use of remote sensing for improving operational efficiency in monitoring compliance with public-interest direct payment programs. Using satellite images during farming seasons in Gimje and Hapcheon, vegetation indices and spatial variations were utilized to identify cultivated areas, presence of mixed crops, validated against on-site inspection data.

  • The Kyoto Mechanisms allows a supplementary means for compliance, CDM(Clean Development Mechanism) and JI(Joint Implementation) projects. The investment in CDM projects is increasing rapidly as the first implementation period began in 2008. This paper seeks to determine factors affecting the price of primary CER using UNFCCC CDM Project Development Document(PDD) data. This study employs the Cluster analysis and the GLS(Generalized Least Squares) method.
