이 연구의 목적은 해양바이오 분야에 지원된 정부 R&D의 지원동향 분석을 기초로 향후 이 분야 정부연구개발 사업에 필요한 함의를 도출하는 데 있다. 이 연구에서는 NTIS DB를 통해 식별한 3,030건의 세부과제를 대상으로 기술통계와 과제명을 기초로 한 주제어 간 연결 관계를 SNA(Social Network Analysis) 방법을 이용해 실증분석 하였다. 이 연구에서 수행한 실증분석 결과를 간략하게 요약하면 다음과 같다. 첫째, 기술통계 분석 결과 최근으로 올수록 해양바이오 분야에 지원된 정부지원 연구개발 사업은 사업수와 연구비 지원규모 면에서 지속적인 성장을 보이고 있다. 둘째, 분야 특성상 이 분야에 대한 R&D 지원은 해수부가 주도적이지만, 대체로 범부처적 성격을 갖는다. 셋째, SNA를 통한 실증분석 결과 대부분의 사업이 해양생명자원이 가진 특이기작으로부터 유용신소재를 확보하기 위한 목적을 갖고 있는 것으로 분석되었다.

IT was 90's that the government actually support the basic research in Korea. During the two decades, government accelerate the support to the basic research and therefore distinctive increase in the number of SCI papers. In 2008, Korea produced 35,569 SCI papers and it takes 2.42% of total SCI papers in the world. But, in spite of this quantitative growth, the qualitative level of Korean SCI papers is stagnant at 30s. To improve these phenomenon, this paper suggests recommendations about three aspects of research management-research support, evaluation, output diffusion. In the 21st century, the creative research output is more important than ever. Thus the government shout change its basic research supporting system from quantitative to qualitative aspect.

신 재생 에너지 보급보조사업은 신 재생 에너지 설비에 대하여 설치비의 일정부분을 정부에서 무상보조 지원함으로써 국내 개발제품의 상용화를 촉진하고 초기 시장 창출 및 보급 활성화를 유도하는 사업이다. 기술연구개발 사업의 경우 성과분석의 중요성이 강조되어 왔지만 아직까지 국내 신 재생 에너지 보급지원제도에 대한 평가는 미흡한 실정이다. 효율적인 보급 정책 및 프로그램 수립을 위해서는 보급보조 사업의 성과 분석 및 개선방안 연구가 반드시 필요하다. 신 재생에너지 보급보조 사업의 성과분석 및 개선방안을 위한 기초연구로써 현재까지 수행 되었던 보급보조 사업의 개요 및 지원 현황을 살펴보았다. 현재 국내 보급보조 사업은 크게 일반보급사업, 시범보급사업, 계획보급사업으로 구분되어 진행되고 있다. 일반 보급사업의 경우 최대 60% 이내의 비용을 지원받을 수 있으며, 시범 보급 사업의 경우 최대 80% 이내의 설치비를 지원 받을 수 있다. 현재까지의 지원현황 고찰 결과 현실적인 시설별 지원 비율 차등의 시도가 필요함을 지적하였다. 본 연구 내용은 향후 보급보조사업의 제도적 개선점 검토 및 개선방안을 제안하는데 기초 자료로 사용 될 수 있을 것이다.

In the basic research field, quantitative expansion is carried out with active support from the government, but there is no research and policy data suggesting systematic investment plans or data-based financial requirements yet. Therefore, this study predicted future financial requirements of basic research support programs by using time series prediction model. In order to consider various factors including the characteristics of the basic research field, we selected the ARIMAX model which can reflect the effect of multi valuable factors rather than the ARIMA model which predicts the value of single factor over time. We compared the predictions of ARIMAX and ARIMA models for model suitability and found that the ARIMAX model improves the prediction error rate. Based on the ARIMAX model, we predicted the fiscal spending of basic research support programs for five years from 2017 to 2021. This study has significance in that it considers the financial requirements of the basic research support programs as a pilot research conducted by applying a time series model, which is a statistical approach, and multi-variate rather than single-variate. In addition, considering the policy trends that emphasize the importance of basic research investment such as 'the expansion of basic research budget twice', which is the current government's national policy task, it can be used as reference data in establishing basic research investment strategy.

본 연구는 1주기 전문대학혁신지원사업에 참여한 전문대학 중에서 주요 대학의 혁신 사업목표 및 프로그램의 주요 핵심어들을 분석하여 향후 혁신지원사업의 방향과 성관관리 방안을 도출하는 것이다. 2주기 혁신지원사업은 학령인구 급감과 사회변화에 대응하여 대학의 경쟁력을 추진하는데 있다. 본 연구의 대상은 1주기 전문대학혁신지원사업 자율협약형 전문대학들 중 50개 대학의 사업목표 및 프로그램의 핵심어 및 연결성 등을 분석하여 워드클라우드로 제시하였다. 본 연구자는 본 연구결과에 기초하여, 각종 정부재정지원 사업 계획서를 분석하여 그들간의 중복성과 연계성 등에 대한 후속 연구를 진행할 계획이다.

Mathematics is a subject that is closely related to ensuring basic academic abilities. As the importance of basic academic abilities has emerged recently, various policies and programs have been implemented to ensure basic academic abilities in mathematics. In this study, we extracted the programs related to mathematics from the Implementation Plans of the Basic Academic Abilities Guarantee of 17 city and provincial education departments and analyzed the actual status of the programs. We divided the programs into diagnosis and support. Regarding diagnosis, we analyzed what types of diagnostic tools are used, who chooses diagnostic tools, who is diagnosed, and when students are diagnosed. Regarding support, we classified it as in-class, in-school, and out-of-school support, and further analyzed the type of the learning support program and the expertise of the instructor. The results of this study showed that there was room for improvement in the timing of diagnosis and diagnostic expertise. This study also found the problems with the lack of preventive programs, ensuring teacher expertise, and support for dyscalculia. This study is expected to contribute to the implementation of programs to ensure basic academic abilities in mathematics and to promote research on basic academic abilities in mathematics education.

한국과학재단(이사장: 최형섭 과학기술장관)은 5월20일 9개분야의 기초연구 활동지원 대상과제 81건을 선정하고 모두 2억 9천2백40만원을 지급하기로 확정했다. 지식과 혁신의 원천인 대학의 기초연구를 적극적으로 지원하여 대학에서의 연구분위기를 쇄신하고 나아가 산업기술혁신은 물론, 우리나라 과학기술진흥에 이바지할 목적으로 77년 5월18일 특별법으로 설립을 보게된 한국과학재단은 그동안 체제의 정비를 하고 1주년을 맞아 이번에 제 1차로 78년도 연구사업 지원대상을 결정하게 된 것이다.선정된 과제에 대한 연구비는 6월중에 지급된다.

The present study, the technology commercialization through support of government enterprise incubator, incubator companies examined, and the support of the government in accordance with the technical competence necessary steps management performance steps, support conditions required were investigated. In Korea, there is a high demand for the operation of differentiated programs in basic research considering the characteristics of academic fields. The results of this study shows that the higher the level of research competence, the higher the quality of research outputs. The results also tell us that the quality level of the research outputs is different according to the field of study. Based on the results, we propose a method to differentiate the selection rate of each discipline in the system that operates the individual basic research projects by the level of research capacity.

Government's R ＆ D Subsidy system is difference to the agency of R ＆ D performance. Ministry of Science and Technology(MOST), Ministry of Information and Communication(MIC) have a similarity rules to grants programs by the President's order. Name is 'The Rules of the National R ＆ D Program Management'. But this rules established for the national institute, university and big enterprise., Then, This Rules difference for the Snail and Medium Enterprise(SME's). Some article is not allowed for the SME's. So, Suggestion for this question should improvement.
