This study makes an attempt to understand the changes in the National R&D policy by the comparative analysis in terms of R&D policy regime. We characterize the related issues on the National R&D policy, and analyze the direction of science and technology(S&T) policy using the method of scientometrics. The result shows that the policy regime can be categorized into three groups with respect to the R&D efficiency and the keywords; Regime 1: National S&T Innovation 5-year Plan(1999-2002) and National S&T Master plan of the previous adminstration(2003-2007), Regime 2: National S&T Master Plan(2002-2006) and National S&T Master Plan of the previous administration(2003-2007), Regime 3: National S&T Master Plan of the current administration (2008-present).

프랑스 보수당 집권이후 경쟁체제로 급진전되던 프랑스 전기통신산업계의 활발한 개혁과정, 그리고 최근 사회당 출범이후의 경쟁정책기조의 퇴조의 흐름속에서 주요 문제별 최근동향을 점검하였다. 1987년 프랑스 전기통신산업은 많은 부분에 변화가 있었다. VAN서비스를 자유화하였고, 전기통신에 부가가치세를 도입하였으며, 자동차전화서비스에 경쟁을 도입하였다. 또한 전기통신 경쟁에 관한 법률 초안을 작성하였고, FT의 계획대로 ISDN서비스를 개시함으로써 프랑스 디지틀망의 선진성을 세계에 입증하였다. 또한 비용에 근거하여 장거리 전화요금을 인하함으로써 국내전기통신산업의 국제경쟁력을 강화하였으며, Radiocom-2000의 자동차전화와 알파페이지 무선호출서비스를 도입하였고 위성에 의한 시청각프로그램전송을 실시함으로써 뉴미디어 보급확산에도 주력하였다. 특히 1988년 5월 프랑스에서는 보수당의 시라크 전수상이 물러나고 사회당의 로갈 내각이 탄생함에따라 그간 추진되어온 통신정책기조도 사회당의 정책기조를 따라 변화될 조짐을 보이고 있다. 그리하여 이때까지 경쟁화와 민영화를 기조로 추진된 전기통신정책은 보다 공공성을 중시하는 형태로 변화될 것으로 예상된다. 즉, 민간기업과의 경쟁을 추진하는 것은 지양하는 대신 EC에의 대응책을 강화하는 한편 FT는 공중통신사업자로서의 입장을 강화할 방침인것으로 알려지고 있다.

한나라당 이명박 후보가 제17대 대통령에 당선됨에 따라 이명박 정부의 출범이 초읽기에 들어갔다. 특히 한미FTA 국회 비준 등 굵직한 농정 현안이 산재되어 있는 만큼 이명박 당선인에 대한 농업관에 따라 농업 정책의 일대 변혁이 예상되고 있다. 이에 이번호에서는 이명박 당선인의 농업관과 농업기조에 대해 알아보고 향후 농업 정책에 대한 전망을 알아보고자 한다.

The relationship between bacteria and anaerobic archaea, sludge yield coefficient and nitrogen removal rate were investigated in intermittent aeration systems(I/A) with added archaea, I/A and conventional activated sludge system. As the archaea solution was added to the I/A reactor, organic removal rate as well as nitrogen removal rate increased. Also, sludge production rate in I/A system added the archaea was maintained lower than other systems because sludge yield coefficient was decreased due to the role of anaerobic archaea such as anaerobic degradation of organics. The experimental data supported the possibility of symbiotic activated sludge system with anaerobic archaea under intermittent aeration, leading to the enhanced nitrogen removal. Crucial results to be presented are: 1) specific oxygen utilization rate(SOUR) of the I/A-arch system was $2.9\;mg-O_2/(g-VSS{\cdot}min)$. SOUR and nitrification rate of the sludge from the I/A-arch system was higher than those from the I/A and A/S reactors. 2) Removal efficiencies of $TCOD_{Cr}$ in the I/A-arch, I/A and A/S reactors were 93, 90 and 87%, respectively. 3) Nitrification occurred successfully in each reactor, while denitrification rate was much higher in the I/A-arch reactor. Efficiencies of TN removal in the I/A-arch, I/A and A/S reactors were 75, 63 and 33%, respectively.

Five specimens of Lethotremus awae (Cyclopteridae) were collected from the northern coastal waters of Jeju Island, Korea, during a survey on larval and juvenile fishes flocking to aquatic lamp in 2004 ~ 2007. They were characterized by having a spherical body with three barbel-like tubes on head and the first dorsal fin overgrown by skin with undiscernible rays as well as VIII-9 dorsal fin rays, 8 ~ 9 anal fin rays and 22 ~ 23 pectoral fin rays. A new Korean name, "Eom-ji-do-chi", was proposed for the species.

Ten specimens of Luciogobius parvulus (42.8~49.0 mm SL) were collected from the coast of Wando-gun, Chollanam-do, Korea. This species is characterized by having 10~11 second dorsal fin rays, 11~13 anal fin rays, 11~12 pectoral fin rays, pelvic fin rays and free rays on pectoral fin absent. All specimens were collected from intertidal zone, rocky shore with gravel. It burrowed among moistened sediment composed of pebble. We propose the new Korean name, "Min-mi-kken-mang-dug", for the species.

Based on a single juvenile specimen (20.7 mm SL) collected from Jeju Island, Apogon semiornatus was described as a new Korean record. The species is characterized by having VI-I, 9 dorsal fin rays, 12 pectoral fin rays; II, 8 anal fin rays and two blackish oblique bands on yellowish red body. A new Korean name, "Geom-eun-du-jul-bulg-eun-dong-gal-dom", is proposed.

지속적인 경제성장을 위한 기술정책방향은 다음과 같은 두 가지 경제적 환경변화를 고려해야 한다. 첫째, 신기술을 중심으로 하는 새로운 차세대성장산업을 창조함으로써, 지속적으로 우리나라 경제성장을 견인하는 “신기술중심의 경제성장정책기조”이다. 둘째, 신무역질서에서 우리나라 경제를 안정화시켜야 하는 정책기조와, 더 나아가 세계경제발전에 기여하는 “세계경제질서에서 대한민국경제위상확보정책기조”이다. 본 논고에서는 신기술발전과 신무역질서라는 연관관계에서 어떤 신성장 기술정책방향이 바람직한 것인지 알아보자. 이 연관분석을 위하여 우리나라 주요 교역국가를 중심으로 우리나라 신기술발전이 다른 무역대상국가에 어떤 경제적 영향을 미치며, 다른 주요 교역국가인 미국과 일본의 기술발전이 우리나라에 어떤 경제적 영향을 미치는지를 정량적으로 분석하였다. 본 연구결과를 바탕으로 간단한 국제무역환경을 고려한 기술정책방향에 대하여 제언하였다.
