The Effect of R&D on Business Performance; Comparative Study by Empirical Analysis of SMEs and Venture Enterprises of Electronics & Electricity Industry (R&D가 경영성과에 미치는 영향 ; 전기$\cdot$전자산업 중소기업과 벤처기업 비교)

  • 본 연구는 R&D가 경영성과에 미치는 영향에 대해 전기$\cdot$전자산업에 속한 중소기업과 벤처기업을 대상으로, 패널 데이터 (2001$\~$2003년)를 이용하여 실증분석하고, 중소기업과 벤처기업을 비교분석하였다. 실증분석 모델은 기업의 총매출액을 종속변수로 하고, R&D 투자액, 연구원 수, 자본금 총액, 종업원 수, 연구원 수를 제외한 종업원 수를 독립변수로 한 1차 선형함수를 설정하였다. 실증분석모델로는 패널분석 (임의효과모델, Random Effect Model)을 이용하였다. 실증분석 결과 중소기업과 벤처기업의 공통점은 첫째, R&D 인력과 그것을 제외한 종업원수가 경영성과에 대한 영향이 긍정적이라는 점 둘째, R&D 투자액 및 자본금이 기업의 경영성과에 긍정적인 영향을 주고 있다는 점을 들 수 있다. 실증분석 곁과의 차이점은 첫째, 중소기업의 경우 연구소 설립 연수와 기업 설립 연수가 기업의 경영성과와 무상관으로 나타났으나, 벤처기업의 경우 추정결과 1을 제외하면 모두 긍정적이고 유효했으며 둘째, 중소기업의 경우 자산효과와 자본금 효과가 긍정적이고 유효한 것으로 나타났으나, 벤처기업은 자산효과가 유효한 부정으로 나타났다. 따라서 기업은 인적자원의 확보, 육성, 활용 등의 전락에 의해 기업 경영성과가 크게 달라질 수 있고, 중소기업이나 벤처기업의 경우 자산의 팽창보다는 시장 경쟁력 향상을 위한 R&D투자에 좀 더 힘써야 할 것이다.

A Comparative Study of R&D Transfer by Multinational Corporations between Korea and China (다국적기업의 R&D 이전에 관한 한·중 비교연구)

  • Multinational Corporations (MNCs) are increasingly establishing globally-distributed R&D (Research and Development) centers in which sites around the world work collaboratively to develop new manufacturing and product technologies. Following new globalization strategies, these projects more often include sites in Emerging/Newly Industrializing Economies (E/NIEs). The success of these ventures promises to be increasingly important both for the bottom line of MNCs and for the development ambitions of E/NIEs. This study attempts to identify these trends and to compare R&D transfer between Korea and China. The study identifies specific factors on MNC's R&D transfer and compares those operating factors between the R&D centers in Korea and China, which attract many MNCs in the world. Among those eight dimensions relating to MNCs' operation, there are significant differences in site selection, market characteristics, government support, and R&D networking between Korea and China. The analysis show more positive factors on China than Korea regarding R&D operations. The result will be helpful for both MNC's managers and governments' decision makers with respect to R&D transfer.

  • 국내 ICT 산업은 글로벌 경쟁력을 갖추고 경제발전에 크게 이바지 해왔으며, 현재는 4차산업과 다양한 산업들의 융합의 구심점으로 인식되며 앞으로의 경제 성장 동력으로 주목받고 있다. 이러한 ICT 산업을 국내외에서 다양한 모습으로 인식하고 있다. 그 중, 국내외를 막론하고 ICT 산업에 대해 존재하는 강한 스테레오타입은 ICT는 남성중심(masculine)적인 산업이라는 것이다. 본 연구는 이런 ICT산업의 남성 중심성이 서과에 이떠한 여햐을 주는지 고찰하기 위해서 2015년 중소기업 기술통계조사 결과를 활용하여 ICT 중소기업에서 젠더와 기술적 및 경제적 성과 간 관계를 살펴보았다. 공동연구선호여부나 R&D 지원을 받은 경험이 중소기업의 기술적 및 경제적 성과와 어떤 관계가 있는지 분석하였다. 특히 본 연구는 ICT산업여부와 여성연구원 보유여부가 정책지원과 성과의 관계에 영향을 주는 중요한 요인으로 보고 분석을 수행하였다. 본 연구의 결과에 따르면 ICT기업 중 여성연구원을 고용하고 있는 기업은 그렇지 않은 ICT기업에 비해 높은 기술적 성과를 보이고 있었다. 경제적 성과의 측면에서는 여성연구원을 고용하고 있으며 단독연구를 선호하는 ICT기업이 다른 ICT기업에 비해 높은 신기술개발 매출액을 보였다. 연구의 결과는 ICT 중소기업의 지원정책을 구상하는 정책입안자들과 여성의 ICT산업 고용 및 경제 활동 진흥 정책을 구상하는 정책입안자들에게 다양한 시사점을 제공할 것으로 기대한다.

  • In this paper, Two countries have invested directly using the two models Multinational Enterprises, foreign companies doing R&D subsidy policy analysis in their activities to attract. Multinational Enterprises to get the spillover effect from competitors, the introduction of subsidiary R&D resources with an incentive to R&D activities. The government has established a subsidiary to bring the country to foreign Multinational Enterprises for the purpose of improving the technological capabilities of Multinational Enterprises with their parent company R&D to increase the resources by foreign companies in their R&D investment to subsidize R&D activities that have an incentive to attract. In addition, foreign companies and government cooperative R&D by two things also increase the rate of funding for activities to bring the two subsidiaries of multinational R&D has increased the amount of additional resources, the economic interests of both countries get more will increase.

Productivity Effect of Firms' External R&D and the Moderating Effect of Firm Size (기업 외부 연구개발투자의 생산성효과와 기업규모의 조절효과)

  • The present study analyzed the effect of firms' external research and development (R&D) on corporate productivity, while investigating the moderating effect of firm size on the external R&D-productivity nexus. In the empirical analysis, we estimated South Korean manufacturing firms' total factor productivity (TFP) using the firm level data drawn from the Survey of Business Activities (Korea National Statistical Office) for the years 2006-2015. Thereafter, focusing on the role of external R&D and its interaction with the firm size in determining firms' TFP, the productivity function was estimated as well. To this end, we used ordinary least squares (OLS) and quantile regression to highlight the heterogeneous impacts of external R&D by companies' productivity level. Empirical results confirmed that firms' external R&D significantly enhanced corporate productivity in all manufacturing industries, from high-tech to low-tech. The moderating effect of firm size in determining the productivity effect of external R&D was not as prominent as in the case for internal R&D, which exhibited some degree of the size premium in the productivity-enhancing effect. These results suggest that regardless of the firm size, external R&D can be an important channel for corporate productivity improvement, and can be a particularly effective strategy for SMEs with relatively limited internal R&D capacities.

Study on the Determinants of Efficiency in Korean R&D Manufacturing Firms: Focused on the Effects of R&D and Patents (국내 R&D 제조기업의 효율성 결정요인에 대한 연구: R&D 및 특허효과를 중심으로)

  • In that economic growth strategy through maximizing input would not working anymore in the rapidly changing economic environment, now we should focus on the improvement of firms' efficiency. This study estimate the efficiency and determinants of the efficiency using the panel data of 938 Korean manufacturing firms which ranked in high R&D investment firms during 2005~2018. We found that both R&D intensity as R&D input and patent stock as R&D output increase the efficiency of firms independently. And firm size, debt ratio, profitability also affect the firm's efficiency.

  • 중소벤처기업은 기술에 의지하여 시장에서 경쟁한다. 하지만, 혁신적인 기술아이템을 보유했다 하더라도 혼자만의 힘으로 사업 성공을 이루어 내기 위해서는 난관과 장애가 많은 것이 현실. 이와 같은 현실을 파악하고 전자부품연구원(KETI, www.keti.re.kr, 원장 서영주)에서는 90년대 후반부터 단순한 R&D 수준을 넘어 비즈니스마인드를 접목한 'R&BD'를 통해 중소벤처기업을 지원하기 위한 다양한 사업을 해오고 있다. 석박사 이상의 400여명의 연구 인력과 고급 R&D 인프라를 바탕으로 기술개발 외에 기술평가와 투자유치 지원, 생산 아웃소싱, 국내외 마케팅, 대기업과의 공동협력 등 중소벤처기업의 사업 전 과정을 하나의 시스템으로 구성하여 지원하고 있다. 기술혁신과 활성화로 기술경쟁력 제고에 기여하는 전자부품연구원. 중소벤처기업의 기술개발에서부터 기술 사업화 등 다양한 지원내용을 소개한다.

The Effects of Coupled Open Innovation of Small- and Medium-sized Enterprises on Firm Performance: Focusing on R&D and Non-R&D Innovation Cooperation Activities (중소기업의 결합형 개방형 혁신이 기업성과에 미치는 효과: R&D 및 R&D 이외의 혁신협력활동을 중심으로)

  • Small- and medium-sized enterprises (SMEs) have strong incentives to engage in open innovation to enhance innovation efficiency and effectiveness due to their 'liability of smallness.' Previous research examined the performance effects of various open innovation practices, but whether coupled open innovation practices positively affect SMEs' firm performance is somewhat controversial. To resolve the issue, this study examined the effects of coupled open innovation activities on SMEs' firm performance using Heckman's two stage model to control endogeneity of the firms' self-selection bias in open innovation engagement. This study used the Korean Innovation Survey (KIS) 2020 collected by the Science and Technology Policy Institute (STEPI), and tested the effects of SMEs' coupled open innovation activities, R&D and non-R&D cooperation, on their innovative and financial performance indicators. The results showed that SMEs' R&D cooperation positively affects the new-to-market (NTM) product innovation only. Moreover, SMEs' non-R&D cooperation has positive effects on the product innovation, business process innovation, new-to-the-market product innovation, and new-to-firm (NTF) product innovation. However, the results showed that both R&D and non-R&D innovation cooperation activities have no significant effects on SMEs' financial performance indicators. This study contributes to research on SMEs' open innovation and provides insights for SMEs' managers and policymakers.

Comparative Analysis on the Effectiveness of Employment Subsidy for R&D Personnel and R&D Subsidy (연구인력 고용보조금 지원과 R&D자금 출연 지원의 효과성 비교 분석)

  • The prinary cause of the decreasing SME's competitiveness in technology is the intensifying human resource shortages. The government supports a part of labor costs for SMEs as a means of policy. There are two ways of supporting labor costs for R&D personnel. One is to hire R&D personnel first then support their partial labor costs. The other is to support labor costs first for R&D personnel in national R&D programs then hire R&D personnel. This study analyzes the effectiveness of two different ways by classifying sales, no. of employees, R&D expenditure, no. of researchers, and no. of MA/Ph.D. researchers. In terms of employing researchers with MA or Ph.D., the effectiveness on employment subsidy is significantly higher than that of R&D subsidy. Its effect has been relatively high in non-metropolitan areas and manufacturing industry.

Effectiveness of R&D Tax Credit for SMEs (중소기업 R&D 조세지원의 효과성 분석 및 개선방안)

  • This study aims to analyze the effectiveness of R&D tax credit for SMEs. We surveyed to collect the information on firm's financial statements and R&D tax credit during 2014-2016, and implemented fixed effect model, random effect model and panel negative binomial model. The results show that the effect of R&D tax credit is 5.3 times larger in terms of R&D expenditure and 4.3 times bigger in terms of number of researchers than that of R&D subsidy. In addition, the effect of tax credit on non-metropolitan area companies is higher than that in the metropolitan area. Based on these results, we suggests three ways to improve the R&D tax incentive system for SMEs; To convert unused R&D tax credit of the start-ups to tax points, to exempt the minimum tax rate on R&D expenditure in equipment, and to unify the operation of various R&D tax credit institution.
