Purpose: This study intends to check validity of tools for awareness of Business Continuity through measurement and analysis on the sub factors of Business Continuity by employees of railway-related organizations. Method: Based on the preceding study, sub factors of the awareness of Business Continuity are divided into 7 and the total of 29 questions were delivered to employees of railway-related organizations for investigation and analysis through the online survey tool. Result: According to EFA result, the number of factors of awareness of Business Continuity based on the theoretical ground was reduced to 7 and the total coefficient of determination was 82.616%. Checking the questions by factor, all the questions were loaded as intended. Conclusion: Validity of measurement tools of Business Continuity whose sub factors are the Context of Organization, Leadership, Planning, Operation, Support, Performance evaluation, and Improvement for railway organizations were secured through the Exploratory Factor Analysis of this study. As for the further tasks, studies on the structural relationship among internalization of business continuity, organization effectiveness, learning support environment, etc are required.

기상이변으로 인한 사회 경제적 피해의 증가로 기상정보에 대한 중요성이 커지면서 해외에서는 민간 기업이 기상 관측망을 구축하는 사례가 나타났다. 미국의 Earth Network은 전 세계에 1만개의 기상 관측센서를 설치하였고, 일본의 통신회사인 NTT DoCoMo는 일본에 4000여 개의 기상 및 환경관측 센서를 구축하였다. 국내에서는 SK플래닛이 자사의 플랫폼 기술과 SK텔레콤의 기지국 인프라를 활용하여 수도권 지역에 국지기상 관측망을 구축하였다. SK플래닛은 2013년 서울지역에 1km 간격으로 264개의 기상센서를 설치하고, 2014년 인천 경기지역에 3km 간격으로 825개의 기상센서를 추가 설치하여, 현재 1089개의 국지기상 관측망을 운용하고 있다. 관측에 사용한 센서는 우량계와 복합 기상센서로 강수량, 기온, 습도, 바람, 기압을 측정한다. 관측된 자료는 데이터로거에서 기상청의 자료처리 표준규격에 따라 처리한 후 M2M 모뎀을 통해 1분마다 서버로 전송한다. 전송된 자료는 기상정보 플랫폼의 수집 서버에서 프로토콜 변환 후 원본자료 DB에 저장하고, 실시간 품질관리를 마친 후 품질관리 자료 DB에 저장한다. 관측 지점의 기본정보 및 작업이력은 메타데이터 DB에 저장되고 관리자 페이지를 통해 조회 및 수정 된다. 관측 자료의 품질 보증은 제조사의 센서 Calibration부터 서비스 모니터링 까지 각 단계별로 체계적인 품질관리를 통해 이루어진다. 품질관리를 마친 국지기상 관측 데이터는 응용프로그램 개발자가 편리하게 사용할 수 있는 API(Application Programming Interface)형태로 제공된다. 2013년 여름부터 수집된 1~3km 해상도의 SK플래닛 국지기상 관측 자료를 통해 그 동안 정량적으로 확인하지 못한 국지성 호우 시의 강수량 편차에 대해 알 수 있었다. 2014년 7월 31일 양평지역에 내린 국지성 호우는 시간당 최대 90mm 이상의 비가 내린 사례로, 귀여리 관측소(SK 플래닛)에 시간당 93.1mm가 내리는 동안 퇴촌 관측소(기상청)에는 17.5mm의 비가 내려, 두 관측지점 간 거리가 3.4km 임에도 불구하고 시간당 75mm 이상의 강수량 차이를 보였다. 앞으로 SK플래닛의 국지기상 관측 자료가 국지성 호우의 조기 경보 및 예측 정확도 향상에 활용되어 재난으로부터 국민의 생명과 재산을 지키는데 많은 도움이 되기를 기대한다.

This study aims at analyzing the global trend of standardization in the field of Industrial Security through ISO/TC 292. It covers broad areas from risk management for industrial property protection and loss prevention through supply chain security, product and document fraud and counterfeiting countermeasures and control and community resilience. It also explores the historical background of the standardization in the security field, how ISO TC 292 came out as a leading group in order to standardize relevant security management systems. TC 292 deals with terminology, general security-related standards and supply chain security management. One of the major findings from this analysis is that security targets and threats are diversified and so organizations like enterprises should have proper flexibility to adapt themselves to new security environment and take appropriate resilience system to cope with the threats and incidents. Also the ISO standardization requires public or private entities to take holistic approaches in security management. Finally, it was found that South Korea has to prepare for this global trend of standardization in this field so that ISO certification market demand and the requirements for transnational trades can be well met.

Emergency preparedness plan (EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings (people, property and environment), and the boundary of accident recovery plan (ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet (MSDS), standard operation procedure (SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.
