최근 많은 조직들이 IT를 경영전략의 핵심적 요소로 인식하고 IT투자를 확대하면서 IT의 효율적 관리와 전략적 활용의 중요성이 커짐에 따라 CIO 기능 강화와 IT 거버넌스 체제 구축에 많은 노력을 기울이고 있다. 그러나 아직까지는 학계나 산업계에서 IT 거버넌스의 개념이 통일되어 있지 못하고, 구성요소와 체계 및 실행방법 등도 조직의 특성에 따라 매우 다양하게 접근되고 있다. 정부출연연 KISTI를 모델로 삼아 KISTI 정보화에 대한 총괄기획, 정책수립, 운영 프로세스 관리, 정보화사업 관리 등 기관정보화에 대한 총괄자로서의 CIO 역할과 IT 거버넌스 체제 구축 방안 연구를 통해 종합적이고 효율적인 정보화 추진 및 자산 관리 운영을 하고자 한다.

The used car export of Korea has rapid growth with the competitive price through economic situation of IMF, but the export volume would be decreased due to the import restriction of used car by Iraqi, Middle Asian countries since 2004. This research would be suggested the proposal of "the used car's innovative export logistics system" to solve the increased supplying of used car and decreasing of used car's export. This proposal of "the used car's innovative export logistics system" present the advanced used car's export logistics center for activation of export and construction of integrated export logistics system to be promoted the export process. As a result of analysis of the economic effectiveness through the activation of used car's export at the port of Incheon, it is forecasted that the concerned companies have the increasing of net profit 27,000 million Korean won; the value added effectiveness 340,000 million Korean won, acceleration of employment 2,200 persons. The policy should be consistent in order to process of "the used car's innovative export logistics system". For promotion of used car's export, not only near vision for solve the current matter, but also the strategic policy and master plan for promotion of used car's export to the international competitiveness strength continuously. The object of this research is directed to "the used car's export integrated logistics system" and "policy" for creation of export logistics complex".

신산업 시장 육성 및 일자리 창출 등 지속적인 성장동력을 확보하기 위해서는 선진 기술을 모방하는 추격형 전략에서 벗어나, 기술 혁신을 주도하는 탈추격형 전략으로 변화를 시도해야 한다. 해외에서는 다양한 아이디어 지원 플랫폼을 통해 국민 모두가 혁신 활동에 적극적으로 참여할 수 있도록 지원하고 있다. 이에 따라 우리나라에서도 국민의 창의성을 발현하고 새로운 부가가치를 창출하기 위해 다양한 정책들을 추진하며 전략적 투자를 확대하고 있다. 특히, 한국과학기술정보연구원(KISTI)에서 운영하고 있는 창조경제타운은 아이디어의 발전 구체화 및 부처/민간 사업화 지원 프로그램 연계 등을 통해 사업화 창업을 촉진하는 우리나라의 복지형 아이디어 지원 플랫폼이다. 본 연구는 복지형 아이디어 지원 플랫폼의 개념을 제시하고, 그 대표적인 모델인 창조경제타운의 프로세스를 분석하였다. 향후 창조경제타운은 창업 생태계를 조성하기 위한 기반을 마련할 것으로 판단된다.

With the increase of a web service technology, a new access control mechanism has developed for XML documents. As a result, as legacy access control systems, access control systems has become an active research topic. In this paper, we propose a methodology to translate access control policies for XML documents into formal specification language CSP. To do this, first, we introduce a method to translate a hierarchical access to XML documents using XPath language into CSP process algebra. Second, we explain a method to represent a XML schema as a formal model like automata. Third, we present a method for representing the semantics of access control policies such as the scope of rules and confliction resolution into a process algebra language. Finally, a CSP specification example of an XML schema and path expressions aye shown to illustrate the validity of our approach.

Digital curation which maintains digital information over time and adds value becomes, nowadays, one of the important business process in the special libraries. This study is to investigate the business practice level of the digital curation in the special libraries and the librarians' perception on the importancy of digital curation. In results, it is found that most librarian, in general, think that the level of digital curation practice in the special libraries is insufficiency. Also, the study finds that the librarians of special libraries have difficulties in terms of the lack of willingness and funding problems as well as the lack of long-term policies and suitable business procedures; they only focus the cycle of information organization-information storage-information use among the 8 processes of digital curation; they need to recognize the importance of digital preservation as one of the essential process of digital curation and make effort to extend technological capacity of digital preservation.

Today, companies are increasingly focused on SCM (Supply Chain Management) as a means for cost-cutting and efficient operation. The company's ultimate objective is to win and maintain a sustained dominant position in the uncertainties of the global environment and future competitiveness. In this respect, this study examined the effects of management strategy, collaboration process and SCM integration on corporate performance in small and midsize parts manufacturers. The results of empirical analysis are summarized as follows. Management strategy, collaboration process and SCM integration had positive effects on corporate performance in domestic small and midsize parts manufacturers, and all hypotheses were supported. Consequently, it can be confirmed that quality, cost and flexibility for management strategy, and strategic objective perception, support policy, problem solution and knowledge information sharing for delivery and collaboration as small and midsize parts manufacturers are mechanisms for improving quality reliability, decreasing cost, delivery obedience and information system operation of SCM integration, and boosting corporate quantitative and qualitative performance.

통합수자원관리(Integrated Water Resource Management, 이하 IWRM)는 물관리에 대한 시각을 기존의 지역개발이나 수자원개발이라는 관점에서 생태계 회복 및 종합적인 자원관리라는 관점으로 전환된 개념이다. 통합수자원관리 기법의 적용은 기후변화에 대한 물 안보(Water security) 확보 측면에서도 긍정적인 역할이 기대되고 있다. 국내의 IWRM에 관련한 연구는 수자원의 지속적 확보기술 개발 사업단을 비롯한 다양한 기관과 학술단체에서 지속적인 연구가 이루어져 왔다. 기후변화에 의한 영향과 이에 대한 물 안보 측면에서 정책 및 관리 측면에서의 제도적인 IWRM 도입은 추진전략의 방향설정이 우선되어야 할 것이다. 하지만, 기존의 연구에서는 기술의 적용 및 추진 전략체계 등에 있어 많은 연구가 진행되지 않은 것이 현실이다. 해당 연구는 2009년 세계 물 포럼에서 제시된 유역수준의 통합수자원관리 가이드라인의 체계를 분석하였다. 해당 가이드라인 Part 1의 '원칙'과 Part 2-1의 '통합수자원관리의 조정을 위한 가이드라인'에 대한 분석을 통하여, 유역단위 적용을 위한 기존 관리체계의 개선 및 적용 프로세스, 그리고 관리조직의 구성과 조정 방침에 대한 전반적인 내용을 정리하였다. 해당 결과는 기존 우리나라 물관리체계의 문제점을 바탕으로 적용 프로세스 등과 같은 실제 적용전략의 방향을 제시하는데 활용되었다. 실제 적용 프로세스 도출은 위해 각 국가별 사례의 특징 및 문제점을 각 사례의 비교분석을 통해 수행하였다. 통합수자원관리 방안은 수자원 분야에서의 적응능력을 개선하는 효과를 가진 대안이다. 본 연구의 결과가 통해 앞으로 생산되는 다양한 물관리 기법 및 적용 방안들이 보다 효율적인 IWRM을 실현할 수 있는 자료로서 활용되기를 기대한다.

Two of the most important changes in the global market can be represented with Hyper-connection and Glocalization. To cope with these changes and secure the competitive advantages, it is essential to develop the standard organization, policy, processes and criteria for service management. In addition, the service management system is required to effectively support the R&D project management. In this research, an adaptive framework and system architecture for designing R&D project management process using cloud computing has been introduced. With the proposed system, it is able to overcome the limitations of traditional service management and treat the demand from the market in agility. Moreover, it may be possible to present more value than customers want and secure the competitive advantages in the global market with the proposed system.

As the web service technology matures. research is focused on the composite web services that combine individual web services within an enterprise or between enterprises. Quality of service is the critical competitiveness factor in this mature technology stage where there are many services with similar functionalities differing only in some non-functional properties. Monitoring is the key component for the service quality management of a web service. A service quality monitoring system design using a broker is presented in this paper. OWL-S is used to specify the composite service process and a service policy (inputs and outputs of each service, quality attributes and values, etc.) built by WS-Policy is applied to the composite service process. If there is any discrepancy between the service policy and the monitored data, the service provider and the user are notified of it so as to take necessary measures. We have implemented a travel reservation system as an example of the presented design and the experimental results are shown. Average response time was monitored and the timeout policy was applied in the experiment.

본 논문은 Tertiary 저장장치를 이용한 대용량 비디오 서버의 설계와 구현에 대해서 기술한다. 서버는 서비스와 프로세스 관리 서브시스템, 자원 관리 서브시스템, 입출력 관리 서브시스템의 세 부분으로 구성된다. 입출력 대역폭이 낮은 Tertiary 저장장치의 효율적인 사용을 위해 디스크 캐쉬 풀 모델을 사용하고, 적절한 스케줄링 정책과 캐슁 알고리즘을 이용하여 가능한 많은 사용자를 수용한다. 서버는 Windows 2000에서 시스템 서비스로 구현되었으며 디스크 캐쉬의 효과적인 사용으로 Tertiary 저장장치의 낮은 대역폭을 최대한 활용하여 접속된 사용자에게 안정된 비디오 스트리밍 서비스를 제공한다.
