과학기술부의 올 대통령 업무보고는 '참여정부'가 임기 동안 수행할 과학기술정책 비전의 성격을 담고 있다. 보통의 경우 그 해 할 일 위주로 보고하지만 올해는 5년동안 달성할 목표 위주로 주요 내용이 꾸며졌다. 주요 업무보고 내용은/ '포스트 반도체' 개발/ 동북아 R&D 허브구축/ 지역 균형발전을 위한 지방 과학기술혁신/ 과학기술 시스템 혁신과 연구개발 효율성 제고/ 청소년 이공계 진출 촉진과 과학기술인 사기 진작/ 합리적 국민의식 고양을 위한 과학문화 확산/ 원자력, 우주, 방재기술의 선진화 등이다.

현대 산업현장에서의 생산성과 경쟁력은 안전 및 작업 효율성과 직결되어 있다. 특히, 4차 산업혁명의 중심축인 인공지능(AI) 기술의 발전이 산업현장의 작업 환경과 절차를 혁신하는 데 중요한 역할을 하고 있음이 점차 명확해지고 있다. 이 연구는 인공지능의 기술적 발전과 산업현장의 작업 안전성 및 효율성 간의 관계에 초점을 맞추어, 어떻게 AI 기술의 도입과 활용이 산업현장의 미래를 형성하고 있는지를 탐구하였다.

Architectural innovation is being regarded as one having major influence on the rate of performance improvement, even if this type of innovation does not show the highest level of technological discontinuity. Radical innovation firms who made a breakthrough product new to an industry, approach a certain point of time in which the speed of performance improvement very slows down, if architectural efficiency is not improved. At this time, this firm's prior experience in developing inferior, but very creative radical product architecture might work as paradoxical impediments to architectural innovation, the following important event. This study intends to understand the relationship between shifts in market needs and technological problem solving strategy, which exist before. after, and during architectural innovation, based on conceptual framework in which both stage and problem solving perspectives are combined. Korean SME, JAHWA Electronics could succeed in diffusion of vibration motor, by overcoming technological mental model locked in seemingly successful first generation architecture of coin type vibration motor. In-depth single case study including interviews and active participative observations was carried out for building longitudinal understanding of this innovation concept.

The government adopts mainly three venture-supporting systems such as Venture Certification, InnoBiz Certification, and MainBiz Certification. This study compares the policy effects of productive aspects and technical inefficiency aspects of Venture Certification and InnoBiz Certification using the data on 'The 2010 Actual Conditions of Venture Enterprise.' With the estimation of production functions, it is found that only 'financing and ease of investment' produces a statistically significant effects on productivity. On the other hands, the other effects of 'the venture certification' do not produce positive effects. However, it is revealed that 'the venture certification policy' primarily reduces technical inefficiencies. The InnoBiz certification policy shows primarily insignificant effects in both sides of the production aspects and technical inefficiency aspects. However, the 'marketing ability effect' produces a positive effect on production and reduces the technical inefficiencies as well.

우리나라 전자정부 추진 과정 중에 드러난 문제점들은 정보화 투자의 비효율성, 일관성 결여 및 중복성, 정보화 수요의 폭발적 증가에 따른 양적인 대응의 한계, 전산환경 운영의 비효율성 등으로 요약될 수 있다. 이러한 문제점들은 범정부적인 정보자원에 대한 일관된 관리운용체계의 확보를 통해 해결될 수 있다. 점차 경량화되는 정부가 혁신된 정보자원 관리운용체계를 효과적으로 유지하기 위해서는 이를 뒷받침하는 지원 기능이 강화되어야 한다. 본 연구에서는 우리나라 차세대 전자정부 추진 목표로 완전 통합 단계의 달성을 상정하고, 그 방안으로 국가정보기술원의 역할모형을 제시하였다. 국가정보기술원은 정부가 추진하는 모든 정보화사업이 일관성있고, 효율적으로 진행될 수 잇도록 국가정보화에 필요한 전반적인 기능들을 섭렵하여 지원하는 전담기관으로, 정보화기획, 정보화사업관리, 정보자원 운영, 국가표준관리, 감리 및 평가 동의 기능을 수행한다. 특히, 본 연구에서는 범정부적 정보인프라의 통합운영을 담당하는 국가정보센터의 모형을 제시하였는데 국가정보기술원은 이를 통해 정보자원 운영 기능을 수행하게 된다. 본 연구에서 제시된 국가정보기술원의 역할 모형은 정부의 정보자원 관리운용체계를 혁신하고, 유지하는데 필요한 기능을 충분히 수행할 수 있을 것으로 기대된다.

신약개발은 국민의 건강권과 직결되며 국가 차원의 제약산업 육성을 위해 매우 중요하다. 그동안 신약개발 분야와 관련하여 다양한 연구가 수행되었지만, 신약개발 분야의 국가연구개발사업에 대한 효율성 분석은 매우 부족한 실정이다. 특히 R&D 분야는 연구개발시차, 일출효과(spill-over effect) 등으로 인해 투입과 산출의 일정한 방향성과 등비율적인 증감을 가정하는 CCR 모형이 적합하지 않다. 또한 가변규모수익을 가정하는 BCC 모형도 여유분(slack)으로 인해 의사결정단위간의 명확한 우선순위 도출이 어려운 한계점이 있다. 최근에는 R&D 분야의 특수성을 고려해서 자료포락분석 모형 중 RAM(Range Adjusted Measure) 모형을 활용한 분석방법이 제시되고 있다. RAM 모형은 가변규모수익 가정 하에 투입지향이나 산출지향처럼 방향성에 대한 사전적인 가정 없이 비효율성을 최대한 제거하는 방향으로 효율성을 측정하므로 R&D 분야의 효율성 분석에 적합하다. 특히 RAM 모형은 매우 강건한 단조성을 인해 의사결정단위 간 명확한 순위 구분도 용이하다. 따라서 본 연구에서는 자료포락분석 모형 중 RAM 모형과 토빗 회귀분석이 결합된 2단계 접근법을 활용해서 범부처전기신약개발사업을 중심으로 신약개발 분야의 국가연구개발사업들에 대한 효율성을 분석하고 주요 시사점들을 논의하였다.

We examine how combinations of key factors affecting healthcare user innovation vary by innovation stages from idea generation through R&D to commercialization and venturing using a fuzzy-set Qualitative Comparative Analysis (fsQCA) of thirty Korean cases in the healthcare field. Our empirical analysis shows that well-functioning innovation network and easy resource acquisition facilitate ideation of radical user innovation. However, technological capability and governmental support are crucial to make a shift to R&D as well as commercialization stages. Differently, incremental user innovation depends heavily on technological capability of users. Our analysis can provide policy makers as well as corporate innovation mangers with a strategic framework for boosting user innovation along three stages.

Open Innovation is expanding worldwide as a new paradigm for technology development strategy to maximize return on investment of R&D according to recent change in knowledge environment. Although the interest in Open Innovation is increasing in domestic ground, the actual circumstance of domestic research and study regarding Open Innovation are insufficient. This study on case indicates what types of preparation and consideration are needed to enforce Open Innovation as a means of important technology development strategy through certain processes, which are applied to a new product in terms of management of technology.

Knowledge-based Service Industry is an industry that creates added value through the production, processing, and use of knowledge. Comparing to other service industries, it is innovation-oriented business endeavors having the characteristics that exert the great influences on other fields. Meanwhile, however, research efforts thereof are yet insignificant. In this study, we analyzed the innovation performance of architectural design office which creates knowledge services, having raised the necessity of innovation of the design office. The innovation performance were classified according to the extent of efficiency of the architectural design office making use of DEA-Tier analysis, and, for those architectural design offices that showed significant differences in efficiency, we presented the case studies of the firms that were substantial benchmarking targets from short, medium, and long-term perspectives.

To explore the answer on how the evaluators' network affects efficiency of National R&D Program, this paper analyzes the network of evaluators who attended the peer-review committee for National Nuclear R&D Program from 2007 to 2008. The result derived from network analysis was applied to measure the efficiency of programs by Data Envelopment Analysis. The result shows that the weaker network produces higher efficiency as much as the research result itself. Along with the expertise of evaluators themselves, this paper implies that network should be considered as a main item for evaluation.
