국가 전력기술 확산체제 구축방안 연구

  • 본 연구는 국가기술혁신시스템의 틀 안에서 기술이전$\cdot$확산의 필요성과 역할을 규명하고, 이를 토대로 21세기 국내 전력산업이 경쟁력을 갖춘 산업으로 발돋움하기 위한 기술이전$\cdot$확산시스템 구축방안을 제시하고 있다. 나아가 전력기술 확산체제 구축이 국가기술혁신시스템과 독립적으로 인식되는 것을 제고하고, 연구 과정 중에 전력기술 확산체제가 국가기술혁신시스템 내에서 자연스럽게 이해될 수 있도록 이론적 틀을 검토하였다. 이를 위하여 기술이전$\cdot$확산 체제의 개념과 정책과의 관계를 규명하고, 전력기술이전$\cdot$확산체제 구축의 필요성과 추진방안을 모색하고자 하였다. 이후 전력기술이전$\cdot$확산 시스템의 구축에 있어 예상되는 설계사항을 분석하고, 이에 부합하는 전력기술이전$\cdot$확산시스템의 구축 방안을 제시하고자 하였다. 마지막으로 전력부문의 정책 및 전략의 추진체계 수립을 통하여, 국가기술혁신시스템 내에서 전력기술이 확산되도록 하기 위한 활성화 방안을 제시하였다.

국가과학기술종합정보시스템(NTIS) 구축의 기본방향 및 과제

  • 지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.

Using the Innovation and Technology Adoption Attributes as Predictors of Digital Contents Gift Giving -Focused on Mobile Coupon- (혁신성과 기술 수용 특성이 디지털 콘텐츠 선물 행위에 미치는 영향에 관한 연구 -모바일 쿠폰을 중심으로-)

  • As a form of reciprocity or exchange, gift giving is one of the processes that integrate a society. There has been a long history of research on gift giving behavior in the communication area. Recently with the advent of digital environment, digital contents gift giving behavior became a prevalent social custom. But there has been little research of an individual consumer's consumption behavior of digital contents gift giving. Drawing on the innovation theory, technology acceptance model, and gift giving literature, the author take a quantitative approach to the effect of innovation attributes on mobile coupon gift giving behavior. The result showed that innovation attribute did positive influence to mobile coupon gift giving behavior. Furthermore, consumer innovation attribute moderate in the relationship between product innovation and mobile gift giving attitude.

The Effects of Government Support and Regulation on SMEs Technology Innovation (정부지원과 규제장벽이 국내 중소기업의 기술혁신성과에 미치는 영향에 관한 연구)

  • The purpose of this study is to investigate the actual effect of government R&D support and regulation as a policy on technology innovation of SMEs. Because the previous studies did not consider the endogeneity of R&D support and made inconsistent conclusions in the case of regulation, the empirical research was conducted by logistic, negative binomial regression and 2SLS analysis for 1,223 SMEs. The analysis results show that government support has the effect for technology innovation even considering the endogeneity of government R&D support, and government regulation has a positive effect on technology innovation which supports Porter's theory. These results imply that government R&D support is important in inducing technology innovation because of the vulnerability of SMEs technology development environment and government should foster SMEs technology innovation through appropriate regulation policies rather than unconditional deregulation.

An exploratory study on the characteristics of technology innovation persistence of Korean firms (한국 기업의 기술혁신 지속 특성에 대한 탐색적 연구)

  • With the growing importance of technology innovation as a key factor for firms' competitive advantage, 'innovation persistence' became also an important research subject. 'Innovation Persistence' is a concept that indicates whether or not firms' innovation activity or performance continues. However, the data used for innovation studies are carried out as cross-sectional surveys in most countries. For this reason, studies dealing with longitudinal aspect of innovation persistence are rare. In particular, there is almost no research on innovation persistence using Korean innovation survey data. This study reviews the concepts and characteristics of innovation persistence based on extant literature, and perform an empirical analysis on the status and features of Korean firms' technology innovation persistence. Based on the data of the Korean Innovation Survey (KIS) conducted every other year from 2012 to 2018, panel data on 3,379 firms which observed multiple times are constructed. As a result, only part of the firms with persistent innovation were observed (for innovation performance 10~12%, for innovation activity 15~17%), and it was found that the persistence of non-innovation was remarkable(about 52~57%). And it was confirmed that the persistence of innovation activities is stronger than that of innovation performance. Besides, some features by sub-types of innovation appeared. Product innovation showed higher persistence than process innovation, and internal R&D also showed higher persistence than joint/external R&D. As a result of additional logit analysis to identify factors, it was found that radical or gradual product innovation is the most influential factor in persisting innovation in the next period. Since the sample selection bias due to a limitations of raw data might exist in the panel data constructed in this study, it should be noted that faulty generalization of the results are not allowed. Nevertheless, this is the first study to examine the technology innovation persistence targeting Korean firms and is expected to be a starting point for follow-up studies. It is anticipated that advanced research results will be drawn through the establishment of official panel data and improved methodologies.

The moderating effects of organizational culture on the relationship among open information innovation, strategic alliance and export performance of SMEs (중소 수출기업의 개방형 정보 혁신, 전략적 제휴, 수출성과의 관계에서 조직문화의 조절효과)

  • The objectives of this study is to analyze the impact of open information innovation which consisted of external technology acquisition and external technology exploitation on export performance by integrating with strategic alliance factors. This study empirically analyzed six hypotheses in 201 sample using the PLS (Partial Least Square) of the structural equation model to verify the moderating effects of organizational culture on the relationship among open information innovation, strategic alliance and export performance. As a result, external technology acquisition dose not affect strategic alliances. On the other hand, external technology exploitation has a positive impact on strategic alliances. Strategic alliances also have a positive impact on export performance. As a result of the moderating effect analysis, the interaction between organizational culture and external technology acquisition has positively influenced strategic alliances. In addition, the moderating effect of organizational culture and external technology exploitation has a significant effect on strategic alliances. However, moderating effect of organizational culture and strategic alliance dose not affect export performance. This study has a contribution to the analysis of the moderating effects of organizational culture. In the future, integrated analysis of open information innovation and external factors is needed.

A Study on Establishing Strategy of Living Lab Utilization to Enhance Energy Sector Innovation (에너지 섹터의 혁신성 제고를 위한 리빙랩 활용 전략 수립에 관한 연구)

  • In this paper, an exploratory analysis study was conducted on establishing a strategy to utilize living labs to enhance the innovation of the energy sector. Through the previous research literature, it was possible to confirm the concept, essential components, innovation characteristics of living labs, and types of innovation issues in the energy sector as the theoretical background. Based on this, the case studies of energy living lab (8 overseas, 1 domestic) were analyzed focusing on the possibility of utilizing living lab as an approach to innovation issues in the energy sector, establishing a customized strategy for essential components of living lab and enhancing innovation. It was confirmed that the establishment of a customized strategy for the essential components of the living lab could be a driving force in enhancing innovation, and the Living Lab is effectively used as an approach method for innovation issues(demand management, supply technology, enhance R&D acceptance and promote commercialization, technology policies) in the energy sector. As a result of the case studies, the driving force of each living lab was derived from the viewpoint of contributing to innovation, and strategies for using the living labs for each energy innovation problem were established. This study is an exploratory and descriptive analytical study of the utilization strategy and value of the living lab model as an approach to innovation issues in the energy field, which can provide a living lab strategy framework that has not been tried in the past and enables living lab activation and network formation. It can also be considered to have academic, practical, and policy implications in that it can also contribute.

How Do Firms' Innovation Behaviors Affect their Outputs in Korea? (기업의 혁신 활동이 기업성과에 미치는 영향)

  • This study empirically investigates applicable possibility of open technology innovation with which the government is concerned, by figuring out the relationship between firms' innovation behaviors and innovation outputs and their utilization of information network. Empirical methodology was employed as logit regression to explain firms' innovation behaviors and the data set includes more than 2500 firms in the manufacturing sectors. First, empirical findings showed that firms' innovation competencies and behaviors can be explained as the trend of patent application, sales and innovation outputs significantly. The patents of small and medium-sized businesses are inclined to be positive to information sources of university and government-supported research institute and the sales increased when they had labs to concentrate on R&D. On the other hand, the existence of labor union turn out to be negative to their sales. Second, the types of information network which firms utilize turned out to be connected with their innovation behaviors and purposes. Third, four types of innovation, i.e., product, process, organization, and marketing innovation was employed and innovation behaviors and outputs are well connected.
