21세기 정보화 시대에 정보소양함양은 범국가적인 정보화사업추진의 이슈로 떠오르고 있으며 이에 학교는 그 선봉의 역할에 서 있다. 본 논문에서는 학교 교육정보화의 중심인 초등학교 담임교사의 정보소양함양 시스템을 제안하였다. 본 논문의 구성은 다음과 같다. 먼저, 교원 정보소양 개념에 대한 분석에서 시작하여 국내의 정보소양 인증 실태를 조사하였으며, 담임교사로서 학급운영과 학교행정업무에 필요한 구성요소를 분야별로 추출하였다. 이렇게 추출한 구성요소로 작성한 평가 문항을 통해 교사는 자신의 정보소양을 자가 진단할 수 있고 부족한 부분의 영역에 대하여 처방 받을 수 있도록 하였다. 본 초등학교 담임교사 정보소양함양 시스템의 특징은 첫째, 각종 연수 및 정보통신기술 학습에 대한 기초자료를 제공한다. 둘째, 통합형 평가를 개발하고 평가 항목을 다변화한다. 셋째, 수준별/업무별 평가 과정을 개발ㆍ제공한다. 넷째, 자기 주도적 학습력을 항상시킬 수 있다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

이 연구는 기록물관리와 정보공개 간의 연관성과 관련된 규정을 파악하는데 있다. 이를 위해 특별시 광역시 도의 지자체 정보공개와 관련된 89개의 자치법규를 분석하였다. 조사결과 자치법규의 조항요소 측면에서 '정보공개심의회'와 '행정정보의 공표'가 가장 많이 규정되었으며, '다른 법률과의 관계'에서는 정보공개의 비대상이 되는 정보만 나타났다. 기록관의 역할에 대해서는 '총괄부서(전담부서)의 명확한 표기의 필요성'과 '기록관 업무의 구분 필요성'이 기술되었다. 업무 협업에서는 '처리과'와 '기록관'의 정보(기록물)를 구분하고 있으며, 이에 대한 협력체계를 나타내었다.

다음과 같은 결론을 얻었다. (1) 설문 응답자의 졸업년도, 학위, 담당업무별 분포조사로부터 연 구개발 및 설계업무 분야의 젊은 실무자급 의견이 대폭 수렴되고 있음을 알 수 있으며 최근 10 년간의 국내 기계공학교육에 대한 의견이 많이 반영되고 있다고 볼 수 있다. (2) 현 대학교육은 기초지식교육에 중점을 두고 있으며 이의 현장 활용도는 긍정적으로 받아들여지고 있으나 전 문지식교육을 위한 교육수준 향상이 요구되고 있다. 특히 실무현장에서 요청되는 메카트로닉스 및 생산관련 과목의 보강이 필요하며 졸업논문 및 설계의 실질적 운용과 재학중 현장실습의 효 율성 등이 재검토되어야겠다. (3) 이러한 요구를 수용하기 위해서는 교수, 시설, 실험실습 교 육의 확충을 위한 대학예산의 증가, 졸업학점제 등으로 대표되는 획일적 교육 행정의 개선, 신 기술 지식 및 현장응용성이 강한 응용과목 도입에 의한 교육내용의 보완, 프로젝트 과제화 및 세미나식 교육 등을 통한 교육방법의 재고 등이 선행되어야 한다. (4) 대학이 담당할 계속교육 및 산학협동의 요구가 증대되고 있는 실정이며 이를 위해서는 특정분야를 중심으로 한 실용성 높은 산학협동강좌의 적극적 개설 및 기업프로젝트 참여 등을 통한 현장문제 교육, 교육, 분석, 평가, 종보교환 등의 협의가 필요하며 대학의 산업체에 대한 적극적 관심과 산학협동을 위한 제도적 장치가 마련되어야겠다.

The Information society is accelerating it's speed of change with the IT technology at the center of it and the society as a whole is in the process of transition. The purpose of study is to reveal the information gap among the public servants of Chungbuk Province. For that reason this study on the information gap of the officers is considering the effectiveness of IT. First, A theoretical approach has been made about Information Divide. Second, the analysis of questionaire on the information divide use frequency analysis, means analysis, factor analysis, and t-test.

국내 공공기관에서는 사이버 행정환경의 기밀성, 무결성, 신원확인, 부인방지등을 보장하기 위하여 행정전자서명인증체계(GPKI:Government Public Key Infrastructure)의 구축과 함께 모든 문서를 XML형태로 표준화하여 공공기관간의 문서를 통합하기 위한 시도를 하고 있다. 하지만 행정전자서명인증체계에서 사용하는 공개키기반(PKI)을 연동한 인증체계는 단순한 사용자 인증만을 제공하여, 공공기관의 응용업무 환경에서 요구되는 다양한 사용자의 직위, 직무, 역할정보 등의 관리가 어려우며 XML형태의 공공문서에 대한 상세한 접근제어를 지원하지 못하는 한계점이 있다. 이러한 한계점을 해결하기 위하여 본 논문에서는 공공기관에서 사용하는 인증 및 접근제어 시스템의 가상시나리오를 통하여 보안문제점을 도출하고 분석한 후에 이를 근거로 공공기관의 보안 문제점을 해결할 수 있는 보안기술인 PMI(Privilege Management Infrastructure)와 XACML(eXtensible Access Control Markup Language)을 연동한 접근제어모델을 제안하였다..

It is anticipated that the introduction of ICT to street-level welfare administration will smoothen communication processes between frontline officials and recipients by intensifying welfare information sharing and distribution. However, through a case study of ICT-mediated street-level welfare administration in South Korea, this article claims that ICT can deteriorate frontline official-recipient relationship into more distrustful and disempowered directions. This study demonstrates that ICT tends to replace face-to-face rapport building between officials and recipients with mechanical checking and complaining processes. ICT-based welfare administration can also disempower the autonomous interactions of street-level actors by surveiling every working step of frontline officials and the daily lives of recipients. Through an investigation into street-level bureaucracy in an information society, this study criticizes the dehumanization tendency of ICT-mediated human services and raises a question in the roseate vision on social welfare informatization.

The Goon-rearrangement in 1914 caused a significant change in the Goon office buildings' construction in the Japanese colonial period. The aim of this study was to discover the administrative procedure for the construction of them around the Goon-rearrangement and also in the 1910s generally, the Japanese government-general's policy for the construction and the buildings' condition. This study analyzes the official documents for the Goon-rearrangement between the Japanese government-general of Korea and the To, the digital images of the buildings kept in the National Archive of Korea and the newspapers published in 1910s. This paper examines what the effect the construction had under the stance of the Japanese government-general of Korea, which was very passive regarding the construction of new buildings.
