21세기는 우수한 기술을 바탕으로 하는 지식재산권이 국가 및 기업의 경쟁력을 결정하는 지식정보화 시대이다. 무한경쟁과 지역경제주의로 대표되는 국제 경제 환경에서 중소기업의 생존은 지식재산권의 확보가 절대적이라 할 수 있다. 그러나 국내 중소기업은 지식재산권에 대한 인식부족으로 산업재산권을 보유한 중소기업이 전체 종업원수의 $2.4{\%}$에 불과하다. 따라서 중소기업의 지식재산권 창출 지원을 통해 중소기업계를 지식집약형 구조로 유도 개선 시키기 위한 전국적인 지식재산권 인식확산과 제도적인 인프라구축이 무엇보다 중요하다. 이에 특허청에서는 민관합동으로 중소기업 지식재산 창출 및 활용지원을 통해 중소기업체를 지식집약형 구조로 유도 개선하기 위한 '중소기업 지식재산권 갖기 운동'을 역점사업으로 추진하고 있다. 본란에서는 중소기업 지식재산권 갖기운동 추진계획의 세부 내용을 게재하니 산업계 업체들의 지식재산권 확보를 위한 요긴한 자료로서 활용되었으면 하는 바램이 크다.

The main characteristic of technology commercialization by technology-intensive SMEs is that its success is highly uncertain due to the low maturities of their technology and market. Therefore, in order to find out more effective policy, it is essential to understand the technology commercialization in terms of the institutional support system including innovation policy, rather than an individual firm's strategy. Focusing on the Daeduk Innopolis, where many technology-intensive firms agglomerate, this paper explores SMEs' behavior for technology commercialization and the innovation system in the regional level. Then it points out the limitations and problems of the technology commercialization system in Daeduk innopolis, which might be closely related to the 'system failure' in the transition period. Based on the results of this innovation system approach, this paper also suggests some policy directions and agendas for overcoming those system failures in technology commercialization.

외국 기술을 모방하여 그 궤적을 따라가는 추격형 기술혁신모델의 한계가 노정되면서 새로운 기술혁신모델의 필요성이 증대하고 있다. 본 연구에서는 모방에 의거한 추격형 혁신활동을 넘어서는 탈추격형(post catch-up)기술혁신활동의 특성을 조감하는 작업을 수행했다. 특히 분석대상을 중소기업에 맞추어져 이들의 탈추격형 혁신활동 사례를 살펴보았다. 기술집약형 중소기업의 혁신활동의 활성화는 그 자체가 대기업 중심의 한국혁신체제의 전환을 보여주는 의미 있는 현상이기 때문이다.

우리 경제가 작금의 IMF 구제 금융체제를 조기에 극복하고, 21세기 선진국 경제체제로의 도약을 위해서는 글로벌 환경변화에 능동적으로 대처할 수 있는 산업의 국제경쟁력 제고가 절실하며, 특히 산업파급 효과가 크고 부가가치의 실현가능성이 높은 정보통신 산업 분야에서의 기술적/사업적 경쟁우위의 확보가 중요하다고 하겠다. 또한 선진국을 중심으로 전개되고 있는 지식기반 경제의 확립을 통한 지속적인 발전 및 세계적인 확산, 지식자원을 기반으로 한 국가 및 개별기업의 경쟁력 제고, 개인·산업·국가 수준의 네트워크 구축을 위한 제휴전략의 확대 등과 같은 새로운 페러다임의 형성에 효율적으로 대처하기 위해서는 제조업을 중심으로 한 대기업-중소기업이란 이분법적 구조에 따른 보유수준위주의 경쟁자원의 개념을 뛰어넘는 새로운 개념으로서, 벤처기업의 육성 및 지식자원의 ‘창출-변환-확산’을 통한 경쟁우위를 확보할 수 있는 효율적인 방안의 마련이 필요하다. 따라서 본 연구원에서는 정보통신 기술 집약형 중소기업의 지식자원 확충을 통한 경쟁력 제고를 위한 방안 마련의 일환으로 전문 인력의 투입(지식창출), 전문 인력의 관리/유지시스템(지식변환), 전문인력 양성제도/정책(지식자원 확산인프라)의 3 측면에서 문제점과 개선점에 대한 분석, 및 효율적 정책방안을 제시하였다.

As technological capabilities have enhanced, the patterns of innovation activities of latecomer firms changed to post catch-up mode. The purpose of this research is to analyze the post catch-up innovation patterns of technology-intensive small and medium firms of Korea. The innovation patterns can be divided into three types: the technology deepening innovation type, the new technology based innovation type and the architectural innovation type. The characteristics of the technology deepening innovation type are cumulative technological learning and the integration of new generic technology and existing technologies. The characteristics of new technology based type are the acquisition and revelations of new basic knowledges from former incubating organizations such as large firms and universities. The characteristics of the architectural innovation type are the learning of system architecture knowledge from former organization and interactive learning with user firms. These post catch up innovations also have some general characteristics. They effectively exploited the windows of opportunities which are opened in the middle of technological paradigm change.

21세기 유망산업으로 떠오르는 광산업, 그러나 광산업 기술은 기술 수명주기상 개발단계에 속하는 기간이 길고 첨단기술산업이며 광제품 생산기업은 중소기업인 경우가 대부분이다. 기술집약형 중소기업에게 공통적으로 나타나는 문제가 마케팅능력 부족과 이에 따른 개발제품의 상용화이다. 따라서 광제품 전시장의 조속한 건립과 해외마케팅 지원,표준규격정보제공,마케팅 관련 교육 및 컨설팅지원 등을 통한 지원이 필요하다.

원자력산업살리기협의회 회원기업 대표들은 7월 20일 국회 정론관에서 기자회견을 갖고 "탈원전 정책과 원자력 기업이 상생할 수 있는 길을 마련해 줄 것"을 호소했다. 협의회는 성명서를 통해 "원자력산업은 기술집약적 중소기업형 산업으로 기자재분야는 소재와 부품공급사의 90%가 중소기업"이라며 "신규 원전 건설 계획 백지화와 신고리 5 6호기 건설 중단 방침으로 약 700여개 원자력 공급업체와 95개의 원도급사 그리고 512개 하도급사와 협력사 등이 불안과 일자리 박탈 우려로 밤잠을 이루지 못하고 있다."고 읍소했다. 원자력산업살리기협의회는 무진기연 등 원자력 관련 중소기업 200여개사가 회원으로 가입돼 있다.

This paper aims to analyse post catch-up innovation activities of Korean firms. Traditional approach focused on incremental innovation through fast catch-up process. Recently, Korean firms present new patterns of innovation activities. It includes the development of state-of-the-art frontier products in capital intensive manufacturing sector, the achievement of architectural innovation through adopting newly developed components and the creation of new market based on the basic technological capabilities. This paper attempts to formulate conceptual framework for analysing post catch-up innovation activities and to analyse stylized facts of post catch-up activities based on the case studies on technology based small and medium Korean firms.
