This study is concerned Meaning of the certificate of qualification and Prospect of the certificate of qualification in private security in korea. Now, private security area is need the certificate of qualification, and the first examination in 2006' in Korea has meaning that open the period of the certificate of qualification. The 40 university(include colleges) applied the first examination. This exam is enforced 11. 25. 2006. in six part area in Korea. The 822 students are applied and 763 students(the ratio of successful applicants 92.8%) passed this exam. This apply exam is meaning the start of new development and specialization in private security area. I hope that this exam is a opportunity of cooperation between industry and the academic world. Also, this exam is a opportunity of student in private security are more hard training before take a job. As my understanding this exam is the confirmation by an authority, this exam is only neutral evidence to get the confidence and credit from the clients.

The purpose of the study is to know the current status of the assets backed securities(ABS) in Korea. ABS enables banks, depository institutions, finance companies, and other corporations to liquefy their assets (i.e., raise cash by borrowing against assets) and develop new sources of capital. ABS are bonds that represent pools of loans of similar types, duration and interest rates. By selling their loans to SPC, the originator recover cash quickly, enabling them to make more loans. The ABS market in Korea has grown so rapidly since Financial Crisis in Korea. In current, So many different types of loans are securitized and sold in the investment markets. For more prospering ABS in Korea, some problems in ABS should be make up.

최근 항공산업은 항공 기술과 운항환경의 발달로 상당히 안전화되었으나, 인적요인(Human Factor)에 의한 사고 및 준 사고는 계속 발생하고 있다. 따라서 조종사의 훈련은 항공안전을 위한 가장 중요한 과제이나 각국의 규정에서 정하는 훈련과 실제 필요한 훈련 사이에 간격이 있어, 이를 향상하기 위해서 역량기반훈련을 기반으로 한 부조종사 자격제도(Multi-Crew Pilot License, MPL), 증거기반훈련(Evidence Based Training, EBT), 향상된 자격프로그램(Advanced Qualification Programme, AQP)이 개발되었다. 항공 선진국의 항공사들은 기존의 법정 요구량 충족위주 훈련과 항목 중심의 획일적인(One size fits all) 훈련의 패러다임을 개선하여 국제민간항공기구(International Civil Aviation Organization, ICAO)와 국제항공운송협회(International Air Transport Association, IATA)에서 제시하는 데로 개인의 역량을 더 향상 시킬 수 있는 효율적인 훈련 프로그램을 실시하여 사고 유발 인적요인을 감소시키고 있다. 역량을 중심으로 하는 조종사 훈련은 변화하는 복잡한 환경에서 예상하지 못한 위협이 발생하였을 때, 조종사들이 적절히 대처 할 수 있는 레질리언트 크루(Resilient Crew)를 양성하는 데 효과적이다.

After the introduction of Professional Engineer System to secure superior technical personnel in 1963, the engineering license regulations were introduced in 1995 - the person qualified with either the academic back ground or career in the construction field can be authorized as a construction engineer- to cope with higher demands for construction engineers caused by revitalization of construction business such as 2 million house construction. As a result, the number of construction engineers has been increased drastically since year 2000, which caused serious problems in utilizing top technical certificate, the PE's. Recently, relating to the opening of technology market according to WTO agreement and mutual authentication among countries and etc., the government is preparing legal and systematic foundations to guarantee the professionalism of engineers. Through the exact supply-demand forecast of PE's reflecting these systematic aspects, we are going to analyze the problems in the supply-demand of PE's and suggest the systematic improvement plans for managing the supply-demand of PE's. The result of this research can be used for building efficient and consistent raising and utilizing system of PE's as well as supply and demand system of qualified PE's

Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

In order to prevent occupational injury in forestry operations, several laws and regulations related to forestry have been enacted. Forestry education and training is overseen by the Forest Training Institute under the Korea Forest Service and three training centers under the National Forestry Cooperative Federation. The latter are managing both common and specialized courses, with safety education and training as an important focus. Improvements to reduce the accident rate are as follows: (1) strengthening of qualifications (via aptitude test) and selection standards of forestry workers (such as age limits); (2) raise of the number of training days and the rate of certified essential forces that compose Units of Forest Craft Workers; (3) revision of regulations to select forestry management engineers (second grade certified engineer); (4) introduction of a qualification renewal system; (5) improvement of working conditions at forestry scenes and systemization of safety education; (6) revision of regulations of individual protection equipment; (7) enforcement of wearing individual protection equipment; (8) supplementation of disaster response for increasing safety perception.

As modern society changes toward knowledge based society, the patent policy and professional manpower need to be changed because interest and importance about patent, trademarks, intellectual property right and copyright of business secret are increasing. In order to facilitate trading of the technology developed in the private sector and to promote the business, the Act of technology transfer and commercialization promotion is prepared. In the law, the article 14 says that who have expertise on commercialization of the technology transfer can be registered as a technology trader to the Minister of Knowledge Economy. For the purpose of finding improvements of the technology trader's registration system, comparison method was studied. Technology trader compare with licensed real estate agent which is similar with it in terms of trade. There are several results from this study by followings. The unique tasks of technology traders should be specified for increasing authority of technology transfer expert. Manual criteria of post management should be prepared through registration certificate management agency which operated by charging. In addition, The announcement document should be prepared carefully for necessity of announcement and registration criteria of technology trading business. These improvements are enable to motivate trading market and impact to expand the base of technology marketing and technology transfer-commercialization.

The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

지난해 건설기술관리법 시행령 이 개정됨에 따라 지난 3월 1일부터 특급건설기술자는 기술사만 가능하고 학· 경력기술자는 초급까지만 인정되는 등 건설기술자 경력제도가 대폭 개선되었다. 이에 따라 건설교통부는 개정된 경력신고 제도를 건설기술자가 제대로 이해하지 못해 불이익을 받는 일이 없도록 하기 위하여“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 발간했다. 이 홍보 책자는 이제 막 입문하는 초급기술자부터 특급기술자에 이르기까지 전체 57만여명의 건설기술자 누구 나 쉽게 경력관리가 가능하도록 건설기술자의 경력신고 절차, 교육훈련, 각종 통계자료 및 주요 유권해석 등을 알기 쉽게 매뉴얼 형식으로 정리하였다. 이 책자에 따르면 건설기술자가 개정 전의 규정에 의한 기술등급을 받기 위하여 반드시 숙지해야 할 사항으로 는 오는 8월 31일까지 자신의 학력·자격·경력 등을 한국건설기술인협회 등 경력관리수탁기관에 신고하여야 하고 내년 2월 29일까지 1주의 전문교육을 이수하여야 한다. 또한 건설기술자가 근무처 경력신고시 종전의 국민연금 등 4대 보험 자료 원본을 제출하던 것을 해당 공단 홈 페이지 출력물로 대체가 가능, 경력신고가 훨씬 간편해졌다. 참고로 건설기술자의 경력관리 자료는 설계 등 용역업자의 사업수행능력(PQ) 평가시 수행경력 확인, 건설관련 업체 등록시 기술능력 확인, 건설기술자 현장배치시 적정여부 확인 등에 활용되고 있다. 본지는 건교부가 발간한“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 3회에 걸쳐 게재한다.
