Recently, ubiquitous computing technology becomes available to develop advanced electronic commerce：u-commerce. Hence, it is the very time to perform feasibility analysis in applying ubiquitous computing technology, especially estimating economical value of the on-going technology. Hence, the purpose of this paper is to propose a financial value estimating methodology in performing feasibility test on ubiquitous computing technology. To do so, Black and Scholes model is basically adopted. To show the feasibility if the idea proposed in this paper, actual case study through focused group interview with those who are actually performing on-going ubiquitous computing projects. As the result, we validated the possibility of applying Black-Sholes model to assessing feasibility analysis for ubiquitous technology development with the price of call option, volatility, and the comparison with other similar technologies.

절충교역은 국방과학기술의 다양한 획득방법 중의 하나로써 국외로부터 무기체계를 구매할 경우 반대급부로 핵심기술, 방산물자 및 부품 수출 등을 획득하는 국제무역거래의 한 특수형태이다. 우리나라는 방위산업의 발전과 국방과학기술력 향상을 위해 1983년부터 절충교역을 추진하여 오고 있다. 절충교역은 일반적인 상업 무역거래와는 달리 절충교역 추진국가가 기술 수혜국으로서 소기의 목적을 달성하여 성공적인 기술이전을 완수하기 위해서는 절충교역 추진과장상의 운영의 묘미가 절실히 요구된다. 따라서 우리나라는 그동안 절충교역 추진 효율성을 강화하고 실패사례를 줄이기 위해 절충교역 추진 목적과 정책을 전략적으로 개선하여 절차화 표준화해오고 있다. 최근 방위사업청 개청 이후 절충교역 추진 정책의 방향을 목표지향 성과지향적으로 설정하고 다시 한번 제도를 개선하여 적용하고 있으나 아직까지 정책적 방향성에 부합하는 실무적 절충교역 추진 모델은 미흡하여 여전히 개선의 여지가 존재한다. 따라서 본 연구에서는 절충교역 제도의 완성도를 높여 우리나라의 국방과학기술력 향상과 방위산업 육성을 위해 필요한 기술을 최대한 확보할 수 있도록 하는 선순환 구조의 한국형 절충교역 추진 모델을 개발 제안한다. 제안하는 한국형 절충교역 추진 모델은 현행 제도에 대한 심층적인 분석을 통해 도출된 개선 필요사항을 보완할 수 있도록 전체 절충교역 추진절차를 식별(Detecting), 확보(Securing), 이전(Transfer), 활용(Applying), 확산(Diffusion)이라는 다섯 단계로 나누고 각 단계의 성공적인 목적 달성을 위한 제도적 개선 방안을 제시한다.

Financial companies are providing electronic financial transactions through a variety of user terminals for non-face-to-face services such as Internet banking, smart phone banking, or etc. However, in these services users' security awareness and the limitations of technical responses has frequently caused the financial loss so that fundamental protection measures are required from financial authorities. Accordingly, financial industry is planning and establishing systems that block unusual financial transactions by comprehensively analyzing and detecting user's electronic information, access information, transaction information, and so on in accordance with "Guide for building Unusual financial transactions detection system" to prevent the financial loss that happens in electronic financial transactions. In this paper, we analyze case studies of unusual financial transactions detection and prevention system that is built and operated in financial companies and current operating status and propose effects of the accident prevention and security measures later.

After Bitcoin was proposed by Satoshi Nakamoto in 2009, studies have been carried out to apply the Block Chain technology in various environment, which was applied as a distributed transaction of Bitcoin. Smart contracts, voting and proof of ownership of digital contents are typical applications of Block Chain. They used the feature that it is impossible to modify or delete once recorded facts. They also applied to prove relevant facts and to provide data integrity. The applied cases are mainly made in an environment where the data should or could be open to the public, and they have been proposed as solutions to solve the problems occurred in relations. This fact has led to the attention that Block Chain can be applied as a good alternative in similar circumstances. In this study, real estate market service was selected to expand the application range of Block Chain. Although there are about 250 applications and web services in total, the satisfaction is not high due to false offerings. Thus we propose a countermeasure against the problem by applying the Block Chain to the real estate market service, and investigate the research direction of the Block Chain in the future market.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

현대사회는 전통적인 경제체제에서 디지털 경제체제로의 급속한 이전과 더불어 정보기술이 국가발전의 주요 원동력으로 등장하게 되었다. 특히, e-정부의 출현은 기존의 정부서비스에 대한 시공간적 제약을 극복하는 새로운 패러다임으로 간주되고 있다. 본 연구는 e-정부 실현을 위한 대표적인 사례로 KICIT을 중심으로 정보기술의 활용사례와 더불어 EC-Bank를 중심으로 한 지방정부의 사이버 마케팅에 대한 사례연구를 통해 e-정부의 조기 실현을 위한 산업부문의 e-비즈니스화에 대한 하나의 대안으로 소개하였다. e-구미의 모형은 행정, 생활, 산업 차원에서의 네트워크화, 균형과 조화, 부문간의 연계로 시행정의 디지털화, 사이버 정보생활의 실현 및 산업의 e-비즈니스화의 실현을 중심으로 제시하였다. 본 연구에서 KICIT은 중소도시에 집중되어 있는 지역정보센터의 산학관 협력의 모델케이스로 효율적으로 운영되고 있음을 확인할 수 있었다. 이제는 구미지역 기업체와 연구교육기관에서 핵심적인 지원기관으로 지역관련기관과의 보다 유기적인 협력을 계속 유지. 발전해 나가야 할 것이다. 지자체의 사이버 마케팅 사례인 EC-Bank는 정보서비스를 단순히 제공하는 수준인 전자상거래의 초기단계로 사이트 및 콘텐츠 관리의 소홀로 인하여 초기의 목적을 거의 이루지 못한 실정이다. 앞으로 산학관의 친밀한 협력과 e-프로세스의 대혁신을 통해서 새로운 업무활용, 웹기반의 거래처리 및 e-비즈니스 모형의 창출을 위해 계속적으로 노력해야할 것이다.

인터넷의 보편화와 사용자 증가는 현실 생활들의 대부분에 활동을 인터넷에서 가능토록하고 있다. 특히, 인터넷 뱅킹은 자금이 전자적으로 이동하는 중요 행위로서, 지속적으로 증가하는 보안위협으로부터 대응하기 위해 수많은 인증방법이 고안되어 사용되고 있다. 인터넷 뱅킹의 전체적인 보안성을 향상하기 위해서 사용자 인증 방법으로부터, 안전한 전송방법에 이르기까지 다양한 보안 솔루션들이 종단간 유기적으로 구성되어 제공되고 있다. 본 논문에서는 이러한 기술들 중 국내외에서 사용되는 다양한 인증 기법들을 조사하여 분석하고, 지속적으로 증가하는 보안위협에 효과적으로 대응할 수 있는 대응 기술에 대한 사례를 제시한다.

연구원 초년 시절에 ISDN, 전화선 모뎀 규격 등을 담은 ITU-T 권고안을 (당시는 CCITT 권고안) 보면서 바이블처럼, 금과옥조처럼 신성시 할 때가 있었다. 그러나 천하의 ITU-T 권고안도 실수가 더러 섞여 있고 규격에 반영된 기술도 세계 최고가 아닌 적당한 타협에 의한 결과물이 더러 있다는 걸 알게 되기까지는 그리 오랜 시간이 필요하지 않았다. 그래서 국제 표준이라는게 꼭 당대 최고의 기술의 결정체라기 보다는 토론과 협상, 절충과 거래에 의한 종합적인 고뇌의 산물이자 예술품이라는 결론을 내리게 되었다. 이번 글에서는 필자가 알고 있거나 경험했던 표준에서 절충의 사례를 몇 가지 알아보고 향후 표준을 만들어 갈때 길잡이가 되기를 기대한다.

본 연구에서는 지역진흥기반구축사업을 추진중인 광주광산업, 경남기계산업, 대구섬유산업, 부산 신발산업을 대상으로 정보지원센터, 전자카달로그 구축사업 사례를 비교하고 그 차이점을 분석하여 본다. 이론적 고찰과 문헌연구를 통해 사례연구모델을 제시하고 지역특화산업과 정보지원센터, 전자카달로그 대한 자료를 수집하여, 본 논문에서 제시된 사례연구 모델에 입력하고 지역특화산업과 정보지원센터, 전자 카달로그 구축사업과의 연계성을 알아본다. 본 논문은 국가에서 정책적으로 추진 중인 지역진흥기반구축사업을 배경으로 하고 있는 광주광산업, 경남기계산업, 대구섬유산업, 부산신발산업을 대상으로 정보지원센터와 전자카달로그 사업을 비교하여 차이점을 분석한 것으로 현재 사업을 주관하고 있는 사업추진기관에게 좋은 자료가 될 것이며, 특화산업 정보지원센터나 전자카달로그를 이용하여 전자거래를 하고자 하는 기업이나 사용자에게도 좋은 자료가 될 것이다.
