The Model of Appraisal Method on Authentic Records (전자기록의 진본 평가 시스템 모형 연구)

  • Electronic Records need to be appraised the authenticity as well as the value itself. There has been various kinds of discussion about how records to be appraised the value of themselves, but there's little argument about how electronic records to be appraised the authenticity of themselves. Therefore this article is modeling some specific authenticity appraisal methods and showing each stages those methods should or may be applied. At the Ingest stage, integrity verification right after records creation in the organization which produced the records, quality and integrity verification about the transferred in the organization which received the records and integrity check between SIP and AIP in the organization which received and preserved the records are essential. At the Preservation stage, integrity check between same AIPs stored in different medium separately and validation of records where or not damaged and recovery damaged records are needed. At the various Processing stages, suitability evaluation after changing the record's management control meta data and changing the record's classification, integrity check after records migration and periodical validation and integrity verification about DIPs are required. For those activities, the appraisal methods including integrity verification, content consistency check, suitability evaluation about record's meta data, feasibility check of unauthorized update and physical status validation should be applied to the electronic records management process.

A Study on Public Records Appraisal Policies in the Digital Age : Based on the Case of The National Archives in the UK (디지털시대의 공공기록평가에 관한 정책적 고찰 영국 TNA 사례를 중심으로)

  • The study aims to explore the alternatives through case analysis in the UK, which is quickly responding with appraisal policies and guidelines appropriate to the digital age. Through a theoretical study, it was confirmed that the concept of appraisal in the digital age was extended to decisions on which records to be created and acquired, and in this context, that the value of records needed to be determined at the earliest point in their life cycle. Furthermore, the advantages of macro-appraisal methods and the inevitability of expanding appraisal groups were outlined. Based on this discussion, the change in the British public record appraisal policy was discussed from a policy perspective, and the current British public record appraisal system was analyzed. Based on the analysis of various policy statements and guidelines, general appraisal criteria, 60 operation selection policies and appraisal processes were discussed. As a conclusion, this study discusses various alternatives to appraisal policies in the digital age.

A Study on the Improvement of Research Records Appraisal Practice of the Government-funded Research Institutions (정부출연연구기관의 연구기록 평가 개선방안 연구)

  • Research records are a type of record with a range of controversies over the core elements of management, such as the definition and scope of research records, and who manages research records, despite the critical need for their management. Research records have been neglected in blind spots because it is difficult to manage them, but if well managed, they are evaluated as records with a highly potential value that can be used infinitely later. In particular, government-funded research institutes, as both research institutes and public institutions, take responsibility for systematic management of these research records. Therefore, as this study noted the necessity of research records appraisal for the systematic management of research records in government-funded research institutes, and conducted interviews with 11 records managers working at government-funded research institutes in Korea, the current status of research records management and appraisal of government-funded research institutes was identified. As a result, improvement measures for research records appraisal was suggested as follows. First of all, in the light of the current public records appraisal system, there is a problem of effectiveness in applying it to the research record appraisal system as it is. Therefore, this study suggested that an appraisal system appropriate for research records was needed, and proposed plans for improving the research records appraisal system in terms of purposes, authority, methods, time point, tools and criteria for appraisal.

Revisiting Archical Appraisal Theories for their Application to Community Archives (공동체 아카이브를 위한 기록평가론의 재조명)

  • Community creates, receives and preserves the records, which made the community members and the entire society remember their history. As for community archives, archival appraisal is very political activity because appraisal of community records means whose memory remain alive in history. This study aims to analyze archival appraisal theories from the perspective of community and community archives, and suggest appraisal model for community archives. This study begins with examining the meaning of community archives and appraisal related issues including; i) community identity and independence of archives, ii) struggle of memory and multiple narratives, iii) uniqueness of each community and its archives, and iv) community archives as memory process and social inclusion. At the next stage, it deals with the archival theories from Schellenberg's archival values theory to macro-appraisal, to investigate possible application of theories for community records appraisal. It finds that the societal approach of macro-appraisal have advantage to appraise the community records. This study finally suggests the appraisal model for community archives by modifying the macro-appraisal components as well as by complying the principles of community archives. The model consists of the purpose and object of appraisal, principle and basis of valuation, and cooperation model between mainstream repository and community.

Complementary Methods of the Records Reappraisal Policy (공공기록물 재평가 제도 보완 방안)

  • Reappraisal is a process to examine the past appraisal decision. The reappraisal theory is based on two facts: first, appraisal decision can not be always correct, second, the archival value is changed by time. So, reappraisal policy should complement the limit of the first appraisal results, which is based on the function analysis. To achieve this goal, it is needed to use different process and methods from the first appraisal. However, existing reappraisal system does not meet the essential purpose of reappraisal. This article examined the limit of the reappraisal policy. To complement the problems, this article set a direction and suggested the subject-based reappraisal. The aim of this study is to present the methods to document the society of the generation.

A Study on the Distribution of Authorities and Responsibilities to Appraise Records of Central or Federal Governments in Britain, the USA, Canada, and Australia (국가기록평가의 권한과 책임 분석: 영국, 미국, 캐나다, 호주 중앙 및 연방정부 기록의 평가를 중심으로)

  • This study aims to analyze the distribution of authorities and responsibilities (ARs) to appraise public records, especially between national archives and central or federal government institutions. For this study, archives acts and policies of Britain, the USA, Canada, and Australia were selected for analysis. After attempts in reviewing the laws and policies governing ARs of appraisal and disposition, their level of concentration were investigated and compared. The analysis shows that the ARs to determine and approve which records have archival value and what are to be transferred to archives are mainly located in the national archives. In comparison, it is common that the national archives and government institutions share ARs in identifying the public records and in preparing and approving the disposal authorities. Furthermore, it identifies that the ARs can be distinguished by individual appraisal activities and expects to be used to discuss the ARs to appraise public records in Korea.

  • This article intends to explore the meaning of record and role of record management in electronic record environments, based on appraisal theory of Records Continuum. Appraisal theory of Records Continuum can provide to explore the mean of record and role of record management in new social environment. And it try to build the Concept of archival contents for expanding the meaning and utilization of record based on appraisal theory of Records Continuum.

  • The purpose of this study is to investigate the transformation of archival appraisal theories in the digital environment. It is clear that the archival appraisal in the degital information technology era, characterized by the mass production of data type records on the information infrastructure will be fundamentally different from before. As the meaning of selecting in appraisal will be reduced, the existing archival appraisal theories need to be reviewed again. We can expect the decentralization of appraising centered on the national archives, considering the social proliferation of digital information technology. Meanwhile, expertise in archival appraisal will also be changed to a new professional acceptance model for digital technology. Digital technology will give us opportunities for a paradigm shift that may be difficult to understand with existing thinking of archival appraisal.

Research Trends in Archival Appraisal Science in Korea: Retrospect and Prospect (국내의 기록물 평가론 연구 동향 - 회고와 전망 -)

  • This paper surveyed the research trends in archival appraisal science in Korea. All 33 articles from 4 relevant academic journals articles were analysed on the basis of quantitative measurement and thematic sorting. The number of the articles by the record managers or archivists working at the public bodies has especially decreased for some time past. A distinguishing feature was a decline in interest in the present appraisal system and methodology. Correspondence between practice and academic theory be required for the future development in archival appraisal.

A Study on the Appraisal of Research Records in Science and Technology : Focusing on Foreign Cases (과학기술분야 연구기록의 평가에 관한 연구)

  • With the quantitative growth of research data, the issue of enormous preservation cost and sharing expansion, the organizations should prioritize the collections then select the data that are worthy of save. Therefore, today, it is important for the organizations to appraise the continuing value of produced records. Considering the universities and the public institutions such as governmentfunded research institutes as the heavy producer of the data, it becomes a rising problem for the records management that it does not go beyond the framework of "administrative records" and "public records". In this study, I looked into the background of the contention that the research records must be managed in a different perspective and checked the characteristics of research records in therms of the producers, research activities and records. Based on this analysis, I suggested the main issues and considerations about the subjects, criterias and methods in research records appraisal.
