A Research for Revising the Korean Archives Law with Interviews (공공기록물 관리에 관한 법령 개정을 위한 면담 연구)

  • This study aims to identify issues with regard to practicing the current Korean Archives Law and, by doing so, to boost a community-wide discussion for revising it. Five researchers collaboratively interviewed five groups of stake-holders. Each group was consisted of practitioners in central government agencies, provincial governments, and educational district offices, as well as instructors of archival education programs. To uncover diverse issues from various perspectives, the interview was initiated by a common question: "Do you have any idea in terms of revising the current law?" After all interview sessions were completed, the researchers discussed among themselves and established a framework for analysis. The study is expected to provide a starting point for the Korean archival community to reinvent the law so that the archival culture and practice in Korea could open a new era.

New Record of a Lumpfish, Lethotremus awae (Scorpaeniformes: Cyclopteridae) from Korea as a Filling of Distributional Gap in the Western North Pacific (제주도 북부 연안해역에서 채집된 도치과 (Cyclopteridae) 한국미기록종, Lethotremus awae)

  • Five specimens of Lethotremus awae (Cyclopteridae) were collected from the northern coastal waters of Jeju Island, Korea, during a survey on larval and juvenile fishes flocking to aquatic lamp in 2004 ~ 2007. They were characterized by having a spherical body with three barbel-like tubes on head and the first dorsal fin overgrown by skin with undiscernible rays as well as VIII-9 dorsal fin rays, 8 ~ 9 anal fin rays and 22 ~ 23 pectoral fin rays. A new Korean name, "Eom-ji-do-chi", was proposed for the species.

Building Gongjuhak Archive to Establish Gongju Locality and Lay the Foundation for Gongju Studies (공주 로컬리티 확립과 연구를 위한 공주학아카이브 구축사례)

  • This article introduces the process of building Gongjuhak Archive that collects and databases data from various fields related to the region, enabling people to easily establish Gongju locality and lay the foundation for Gongju Studies. Gongjuhak Archive is built in accordance with the win-win development agreement between both Gongju City and Gongju University, and is proud to have played a pioneering role in the regional studies archive established by the local government. Therefore, we hope to share our concerns and experiences in building Gongjuhak Archive and to successfully develop it with regional studies archive building institutions across the country.

A Study on Functional Requirements of Records Management Systems for Government-Affiliated Organizations to respond to Immediate Disclosure of Original Official Documents (체계적인 원문정보공개를 위한 정부산하공공기관 기록관리시스템 기능요건 연구)

  • The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

A Study for Acquiring ISO 30301 Standard Certification in Public Institutions (공공기관에서 기록경영시스템 표준(ISO 30301) 인증 획득을 위한 연구)

  • Although the ISO 30301 Management Systems for Records (MSR) Standard has established a standard system for records management to be promoted at the management level, only a few institutions have been certified, and there are few known cases. The purpose of this study is to present essential requirements for the establishment of MSR suitable for public institutions that want to acquire ISO 30301 standard certification, and through excellent cases of success in practice, various matters related to certification were used to help in the introduction of the ISO 30301 standard. In this study, cases of certified public institutions, local government funding agencies, and certification bodies (CB) were investigated and analyzed. In addition to the analysis of internal documents obtained through information disclosure requests, interviews were conducted with four public agency employees and one certification body auditor to capture the know-how and expertise of the individuals in charge who went through the certification screening process. Through the case study, the scope of the performance was divided into 1 to 5 stages so that organizations that want to acquire the certification can effectively obtain a certification, and the ISO 30301 Standard Certification Process was presented. Lastly, five ways were proposed to ensure that certification could be obtained effectively and practically.

Efficient use of AWS data for determining the Disaster Prevention Performance Objectives (방재성능목표 설정의 AWS 자료 활용방안)

  • 방재성능목표란 홍수, 호우 등으로부터 재해를 예방하기 위한 방재정책 등에 적용하기 위하여 처리 가능한 시간당 강우량 및 연속강우량의 목표로, 각 지자체별로 지역특성 및 경제여건 등을 고려하여 지역별 방재성능목표를 설정한다. 지역별 방재성능목표 기준을 설정하기 위해 전국을 168개 티센망으로 분류하고 69개 지점 확률강우량을 활용하여 지방자치단체별 확률강우량을 산정하고, 지방자치단체별 티센면적 비율을 감안하여 각 지자체별 방재성능목표 설정 기준을 마련한다. 이때 확률강우량 산정에 기상청에서 제공하는 종관기상관측(ASOS) 자료를 이용하는데, 종관기상관측(ASOS, Automated Synoptic Observing System)이란 종관규모의 날씨를 파악하기 위하여 정해진 시각에 모든 관측소에서 같은 시각에 실시하는 지상관측으로, 종관규모는 일기도에 표현되어 있는 고기압이나 저기압의 공간적 크기 및 수명을 말하며, 해당 지역의 현재 기상 실시간 제공 및 기상예보에 활용한다. 그러나 ASOS 자료로 산정한 확률강우량을 토대로 설정한 지역별 방재성능목표는 지배관측소개소 및 면적 비율에 따라 강우량이 실제 해당 지역에 내린 강우량에 비해 작거나 크게 산정되어 실제 강우량을 반영하지 못하는 문제가 발생한다. 이에 지진·태풍·홍수·가뭄 등 기상현상에 따른 자연재해를 막기 위해 실시하는 지상관측인 방재성능관측(AWS, Automatic Weather System)을 1997년부터 약 510여개 지점에 설치하여 기상관측자료를 구축하고 있으나, 관측자료가 30년 미만이므로 자료의 일관성 및 신뢰도 확보 등의 문제로 이용하고 있지 않다. 실제로 ASOS 관측소와 AWS 관측소의 시간 강우량 최댓값 차이가 큼에도 불구하고 행안부는 지역별 방재성능목표 수립을 위한 강우량 산정에서 AWS 관측소의 기록은 반영하지 않고 ASOS 관측소 기록만 적용하여 실제 해당 지역의 강우량을 반영하는 방재 대책을 수립하지 못하는 실정이다. 따라서 소규모 유역 및 재해영향평가 등의 경우 인근 지역에 AWS 관측소가 있을 경우, 해당지역의 기상 특성을 대변하는 자료로 보유관측년수가 30년 이상인 AWS 자료의 적극적인 활용이 필요할 것으로 판단된다.

Metadata Design and Machine Learning-Based Automatic Indexing for Efficient Data Management of Image Archives of Local Governments in South Korea (국내 지자체 사진 기록물의 효율적 관리를 위한 메타데이터 설계 및 기계학습 기반 자동 인덱싱 방법 연구)

  • Many local governments in Korea provide online services for people to easily access the audio-visual archives of events occurring in the area. However, the current method of managing these archives of the local governments has several problems in terms of compatibility with other organizations and convenience for searching of the archives because of the lack of standard metadata and the low utilization of image information. To solve these problems, we propose the metadata design and machine learning-based automatic indexing technology for the efficient management of the image archives of local governments in Korea. Moreover, we design metadata items specialized for the image archives of local governments to improve the compatibility and include the elements that can represent the basic information and characteristics of images into the metadata items, enabling efficient management. In addition, the text and objects in images, which include pieces of information that reflect events and categories, are automatically indexed based on the machine learning technology, enhancing users' search convenience. Lastly, we developed the program that automatically extracts text and objects from image archives using the proposed method, and stores the extracted contents and basic information in the metadata items we designed.

A Study on the Record Management of National Archives of Korea (국가기록물 관리의 현황에 관한 발전적 제언)

  • In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.

Larval morphology of Laemonema nana Taki (Moridae) (짧은수염대구 (Laemonema nana Taki; 국명신칭) 자치어의 형태 발달)

  • A total of 28 Laemonema nana larvae, 1.4~10.5 BL (body length), were collected by bongo net and trawl-shaped fish larvae net in the coastal area of Cheju Island during 1998~1999. This species was found in around sea of Cheju Island, Korea Strait and southwestern East Sea. This paper describes morphological features of these specimens throughout their development. 1) The soft ray of fin appeared at about 4.5 mm BL and attained to a fixed number at about 6.8 mm BL. 2) There were two large pigments in the head of larvae less than 4 mm BL. 3) A large pigment in the middle of tail appeared at about 2 mm BL was spread to the caudal peduncle at about 9 mm BL. 4) Two large pigment in the base of anal fin appeared at about 2 mm BL were spread out 2/3 of anal fin to caudal fin at about 9 mm BL. 5) A new Korean name "Chal-Bun-Su-Yum-Dae-Gu" is proposed for this species.

  • The National Archives and Records Administration (NARA) is a relatively quiet latecomer to the traditional archives of the Western world. Although the United States lacks a long history of organized public records·archives management, it has developed a modern system optimized for the American historical context. This system focuses on the systematic management and preservation of the vast amount of modern records produced and collected during the tumultuous 20th century. As a result, NARA has established a modern archival system that is optimized for the American historical context. The U.S. public records·archives management system is based on the principle that records·archives are the property of the American people and belong to the public. This concept originated during the British colonial era when records were used to safeguard the rights of the colonies as self-governing citizens. For Americans, records and archives have long been a symbol of the nation's identity, serving as a means of protecting individual freedoms, rights, and democracy throughout the country's history. It is natural, therefore, that American life and history should be documented, and that the recorded past should be managed and preserved for the nation's present and future. The public records·archives management system in the United States is the result of a convergence of theories, practices, lessons learned, and ideas that have been shaped by the country's history, philosophies, and values about records, and its unique experience with records management. This paper traces the origins of records and archives in the United States in a historical context to understand the organic relationship between American life and records. It examines the process of forming a modern public records management system that is both uniquely American and universal to the American context without falling into the two forms of traditions that reflect the uniqueness of American history.
