Kings of many generations in Chosun Dynasty considered the Zhu-Zi's Zizhitongjiangangmu as an important history book. When Sarim appeared to the front of main political arena since Chung jung, it had been common for regional administrator to publish and distribute books with the need for text-type resources. Zizhitongjiangangmu published by Jikji-temple in Kimchun area is a valuable resource that contains the purpose of publishing those books and describes the process of publishing and engraving in detail. The Annals of the Chosun Dynasty and Miamilgi also provides detailed descriptions of the process of how to transfer those woodblock-printed books to the Kyosokwan, which had been engraved by several regions and gathered together into Jikji-temple. Therefore, this research analyzed the contents contained in The Annals of the Chosun Dynasty and Miamilgi and connected them to postscript of Zizhitongjiangangmu published by Jikjitemple in order to identify the characteristics of regional publications in the latter part of the 16th century.

The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

For cope with the participating government promoted local decentralization of the present time, local governments are coming to aim at the realization of local governance. Local governance refers to a way of solving public problems of urban area through partnership which is a collaboration and participation based on 'relationship' among diverse interested parties such as executive authority of policy, private sectors. First of all, it is most important task to make transparency and responsibility of all people and networks by themselves through sharing information. With like this kind of a background, local assembly is an momentos body of local governance because it is a decision making organization at the same time as a representative organization of local residents, and it has a relationship of 'check and balance' with chiefs of local governments as an organization monitoring and supervising the administration of an executive authority. Not the less, information about local assembly does not open to the public or exist. Even some informations open to the public, they are not enough to be settled distrust and low-valuation by civil society. Now Local assembly is face to a point that improve over all of record management. This study is based like this critical mind, then, it examines throughly local assembly's realities by suggestion with reforming plan of record management. Record can embody true values when record management practices indefatigably through prudential system from production until preservation. Accordingly, this study suggests management of transaction unit without the omission of record. Also this study is satisfy the condition of Korean record management system with proposals of record management policy and establishment of record center. At the conclusion of study, it puts effects into shape that local assembly secure transparency and responsibility and organize local governance by record management.

From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.

This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.

환경부나 지방자치단체에서는 환경문제를 사전에 예방할 수 있는 체계를 마련하기 위하여 오염물질 배출업체가 환경감시 시스템을 통하여 환경오염물질의 배출상태를 실시간으로 측정하여 공시하도록 의무화 하고 있다. 그러나 환경단체나 지역주민들은, 환경부나 지방자치단체에 제공된 환경정보에 대한 신뢰감이 부족한 현실이다. 본 논문에서는 환경정보의 신뢰성 제공을 위하여 암호학적 인증 메커니즘을 이용한 환경정보 인증 서브 시스템을 설계, 구현하였다. 제시한 환경정보 인증시스템에서는 클라이언트/서버간 인증, 환경정보에 대한 무결성 보장 및 접근통제, 감사기록의 기능을 제공한다.

The department of processing is one to supervise the care for documents and the transaction of business and is also the starting point for task and production of records. In the department of processing, it not only produces records but also performs most tasks including keeping on file, organizing, arranging the period of preservation and transferring. Despite the importance of this record management in the department of processing, the problem of record management in the department of processing is considered to the private problem such as lack of will of task performers. After investigating the importance of record management and the record management that task performers think through a survey, this study deducts the matters to improve in the task of record management at the institution.

퇴변한 필적을 회복하고 보호하는 것에 관계되는 여러 학과를 설립하여, 각고의 연구 끝에 이 영역에서 일련의 중대한 돌파를 얻었다. 볼펜 복사지 푸른색 먹(黑) 연필 청사진 등의 필적 재료의 퇴색 확산 회복 고정기제 및 종이 노화와 보호기제 등 복잡한 요소를 연구 분석하여 일련의 퇴변한 당안 필적 회복과 보호제를 연구 제작하였다. 이 일련의 성과가 세상에 나온 이래 중국 30개성 자치구에서 정부기관 경찰 법원 도시규획과 건설 지질 수도 전기 철로 석유 조사 설계 군사 등의 일부분 당안에서 응용되었고, 심각하게 퇴변한 대량의 진귀한 문헌 문물로 하여금 원래 모습을 회복시켰으며, 영구 보존할 필요가 있는 문건을 내구적으로 고정시킬 수 있었다. 동시에 국제 당안계 및 지질문물 수장, 연구 부분에서 강렬한 영향을 불러일으켰다.

The purpose of this study is to survey the importance and holdings of competency of Archives and Records management Professions and compare the difference between the quantum. For these purposes, I derived six competencies(tasks, knowledge, skills, interests, work values and attitudes) from O*NET and used this by questionnaire. Survey is conducted to archivist and records managers in National Archives, central government agencies, municipalities, school districts and universities. Through this analysis, I seized core competencies and holdings of archivists and records managers and the difference between the quantum by organization and career. In addition, I suggested the difference between Korean's and American's competency importance.

With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.
