A Study on the Functional Design of Classification Management System of Public Organizations (정부산하공공기관의 분류체계관리시스템 기능 설계 연구)

  • Recently, public organizations have been improving the classification in order to introduce records management reference table in accordance with the act on the management of public archives. However, there is no system to mount the revised records management reference table, and there is a problem in usability. The purpose of this study is to design a system function to manage the classification which is the foundation of records management for public organizations. In order to design the function, interviews with the records management specialists of the five public organizations were conducted. Based on this, we have designed a multi-classification system registration function, a hierarchical structure setting function of records, and a record management standard management function.

A study on the construction of records management criteria (기록관리기준 조사 및 작성에 관한 연구)

  • With the reform of records management law, the organization should manage a new criteria scheme of record management based on business task and process. The new criteria scheme includes business explanation, preservation period, cause of setting up preservation period and opening information, access authority, keeping records or not. In the past, there were also some regulations and criteria but, records management criteria should be managed systematically and rationally than past in electronic environment. In this study, some previous cases about records management criteria constructing and operating were introduced first. And various characters about records management criteria were reviewed after that, process sample and methodology were proposed for construction of each criteria. If the records management criteria were constructed properly according to goals and objectives of records management and the results were managed through electronic system, the consistency of records management will be kept well and value changes of business and records will be reflected dynamically.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

  • Archives and Records Management Studies is being developed its own independent domains. However, the existing library classification scheme such as the KDC don't properly reflect the characteristics of Archives and Records Management Studies. This classification scheme has the irrational part of the arrangement of the subject items and should be required to rearrange subdivision of the subject areas. In this study, According to the characteristics of Archives and Records Management Studies, It is set up 8 subject areas, Records Management (General), the law and polices of records management, the collection and appraisal of the records, the documentary organization, recording information services, preservation of the records, archives management, archives and records center, etc. After analyzing the major contemporary library classification system such as KDC, DDC, NDC, UDC, LCC, then It is suggested that improvement measures through analyzing classification status and keywords of the Archives and Records Management data contained in Korean National Bibliography. In Archives and records management studies, The contents of the eight subject areas related to the field are changed to allow integration with KDC 028.

A Study on the Relevance of Retention Period for School Records (학교기록물의 보존기간 적합성여부에 관한 연구)

  • This study analyzes the relevance of retention period assigned for each unit task based on the table of records management standards that has been used in schools around the country since January 2011. Retention period, which used to be appropriated on the basis of a record file in the classification scheme, has been re-appropriated on the basis of unit tasks after the table of records management standards have been introduced. However, the new retention period of school records directly apply the 7 retention periods defined for public institutions according to Public Records Management Act. Therefore, this study attempts to analyze the relevance of retention period for school records appropriated for unit task from various angles regarding laws, indexes, survey results, overseas cases.

  • 이 연구에서는 대통령기록물을 효율적으로 관리 활용하기 위한 분류체계가 없는 실정에서 대통령이 가지는 초법적 지위 및 위상과 대통령기록물의 특성을 반영한 분류체계(안)을 설계하였다. 설계기본원칙은 국가기록원 분류표의 주제별 분류원칙과 행정안전부 공공정보 분류체계의 기능별 분류원칙을 미국 백악관기록관리실 주제적 관점을 수용하였다. 이에 따라 이 연구에서는 25개의 대분류항과 109개의 중분류항을 대통령기록물 분류체계(안)를 제안하였다.

Research Trends in Archival Appraisal Science in Korea: Retrospect and Prospect (국내의 기록물 평가론 연구 동향 - 회고와 전망 -)

  • This paper surveyed the research trends in archival appraisal science in Korea. All 33 articles from 4 relevant academic journals articles were analysed on the basis of quantitative measurement and thematic sorting. The number of the articles by the record managers or archivists working at the public bodies has especially decreased for some time past. A distinguishing feature was a decline in interest in the present appraisal system and methodology. Correspondence between practice and academic theory be required for the future development in archival appraisal.

A Study on the Development of a Classification System for the Records in Closed Private Universities: Focused on "Seonam University" (폐교 사립대학 기록물의 분류체계 개발에 관한 연구: 서남대학교를 중심으로)

  • Records at closed private universities are simply kept in stacks without the use of records classification systems. However, the systematic management of such records is needed as these are important records that have legal and evidential value during the litigation process. Therefore, this study intends to develop a classification system for recordkeeping at closed private universities aiming to eliminate unnecessary follow-up procedures that may occur because of the absence of a records classification system, and to develop practical tools for managing records at closed universities. To this end, Seonam University, among the 13 transfer records kept by the Korea Advancing Schools Foundation, was selected as the example for this study. The peculiarities of the closing processes and the catalogs of the transfer records were reviewed, and a business function analysis was conducted. Based on the Guidelines for Prescribing Retention Period of University Records by the National Archives and the Ministry of Education, a records classification system for the closed private universities was proposed for the Records Disposition Schedule to handle the uniqueness of closed universities.

  • Public records, produced during the period of Government-General of Chosun. are essential sources for Korean modern history research. The purpose of this study is to provide a guideline for developing function-based classification scheme for the records. This present paper begins with analyzing archival principles regarding the function-based classification. and examines the problems of current arrangement practices. Based on these analyses, it suggests a guideline for constructing a classification system and a functional thesaurus for the public records of Government-General of Chosun. This guideline also covers functional analysis process and some considerations of different classification aspects which are conceptual, verbal and notational.

A Study on the Establishment of Buddhist Temple Records Management System (사찰기록 관리 체계화 방안 연구)

  • Buddhism was introduced in the Korea Peninsula 1600 years ago, and now there are over 10 million believers in Korea. The systematic Management of Temple Records has a spiritual and cultural value in a rapidly changing modern society. This study proposes a better management system of Buddhist temple records for the Jogye Order of Korean Buddhism. this system Not only supports transparency of religious affairs, but presents a way for a more effective management. in this study, I conducted a study on the national legislation for the preservation of buddhist temples and the local rules of religious affairs from the Jogye Order. Through this, I analyzed the problems of Buddhist records management. in the long term, to improve these problems, I purpose the establishment of temple archives be maintained by parish head offices. This study presents a retention schedule for this systematic establishment system. I present charts for the standard Buddhist records management that manage the total process systematically from the production of records to its discard. Also I present a general plan to prevent random defamation of Buddhist temple documents and impose a duty for preservation. I intend for this plan to be subject to discussion and tailored to the particular needs of temple reads. In creating these charts standard of Buddhist temple records management, I analyzed operating examples of foreign religious institutions and examined their retention periods. I also examined the retention periods and classification system from the Jogye Order. Then I presented ways for this management system to operate through computer programs. There is a need to establish a large scale management system to arrange the records of buddhist documents. We must enforce the duty of conserving records through the proposed management system. We need the system to manage even the local parish temple records through the proposed management system and the operation of the proposed archive system. This study presents research to from the basic of the preservation and the passing of traditional records to future generations. I also discovered the historical cultural and social value that these records contain. Systematically confirmed Buddhist temple records management will pave the way that these tangible and intangible cultural records handed down from history can be the cultural heritages. establishing a temple records management system will pave the way for these cultural records to be handed down to future generations as cultural heritages.
