Intercountry adoption, one type of forced migration, has increased significantly in recent decades. The adoption of Korea-born children by Americans has been the strongest intercountry adoption linkage in the world. The intercountry adoption stream was strongly influenced by intercountry adoption policies, and socio-cultural settings in both South Korea and the United States. Socio-cultural factors in South Korea made local adoption undesirable and helped for abandoned children to be adopted by Americans, while socio-cultural factors in the United States had reduced the number of locally available infants for adoption, and increased the demand for infants from abroad. Distribution of Korea-born adoptees shows concentration in the Pacific Northwest, Upper Midwest and Northeast areas which have not attracted Korean immigrants so generally. The trend of concentration shows some increased importances in the outlying states in the northern United States. The location and activity of agencies shaped the spatial distribution of Korea-born adoptees in the United States.

참여적 디자인은 사용자의 경험을 디자인 하기 위한 방법으로, 사용자 자신이 디자인의 주체가 되어 자신의 아이디어를 적극적으로 제안하고 반영하는 방법을 말한다. 우리는 만 3~5 세의 미취학 아동을 참여 디자인의 사용자 대상으로 하였으나, 이 연령대의 어린이는 자신의 의사를 제대로 표현할 수 있는 능력이 부족하여 자신의 느낌과 생각을 정확히 전달하기 어려우므로 전통적인 참여적 디자인 방법을 그대로 사용하는 것은 어렵다. 본 논문에서는 사례를 통하여 실제 어린이 사용자를 대상으로 한 참여적 디자인 방법을 소개한다. 실제 유치원과의 긴밀한 연계를 통해 진행하였으며 현직 유치원 교사가 전체 디자인 프로세스에 참여하였다. 디자인 아이디어를 도출하고 검증하는 단계와 프로토타입의 파일럿 테스트 단계에서 어린이들이 직접 참여하였으며, 그들의 반응과 의견이 디자인에 적극적으로 반영되었다. 본 연구는, 어린이 제품의 디자인을 위해 실제 어린이 교육 기관과 연계한 새로운 형태의 참여적 디자인 방법의 개발과 적용에 대한 사례를 보여준다.

인도네시아는 수자원을 관리하는 기관이 총 9개 부처이지만 지역 단위로 가면 각각의 에이전시가 존재하는 등 복잡한 이해관계가 얽혀 있어 효율적인 수자원 관리 및 운영 기술에 많은 어려움이 있다. 이에 인도네시아 국립 수자원연구소(PusAir, Puslitbang Sumber Daya Air)와 공동으로 Cisangkuy 유역 내 다양한 시설물의 연계운영 효과를 분석하여, 한정된 수자원을 다양한 수요처에 원활히 공급함으로써, 지역민과 관리기관간의 이해관계를 해소하고 최적의 수자원 활용방안들에 대한 연구를 수행하고 있다. 본 연구에서는 Cisangkuy 유역 내 Cisangkuy 강 상류부의 기존 수력 댐 운영과 상수량 증대를 위해 계획 중인 신규댐에서의 추가용수 공급을 고려한 연계운영 효과분석을 수행하여 수자원의 효율적인 활용을 위한 기초자료를 제시하고자 한다. Cisangkuy 유역에 대하여 현재 용수체계에 대한 모형의 적정성 검토를 수행하였으며, 기존 수력댐 저수지 시스템 운영효율에 대하여 물수지분석을 검토한 결과, 현 운영체계보다 최적 운영시 수력발전소 발전용량이 증가되는 것으로 검토되었다. 이와 같은 모형 구축자료는 현재 Cisangkuy 유역에 대하여 체계적인 운영방안이 없는 상태에서 대상유역 내 다양한 시설물 연계운영효과 도출을 위한 자료가 될 수 있으며, 국내 연구진들이 향후 인도네시아 수자원활용 계획 수립 시 기초자료 활용측면에서 유용할 것으로 예상된다.

현재 재난정보전달시스템은 재난 유형별, 유관기관(중앙부처, 지자체) 별로 독립적으로 운영되고 있어, 해당 시스템 간 연계가 미흡하여 통합적인 재난정보 확보와 적절한 조기 대응이 어렵다. 이를 해결하기 위해 예·경보 플랫폼과 상황전파 플랫폼 간 연계할 수 있는 통합 재난안전정보체계 및 통합플랫폼 개발이 필요한 실정이다. 또한, 재난 대응을 위해 전달되는 정보의 형태 및 전달되는 매체는 제한적이므로, 신속 정확하고 다양한 재난 정보 전달을 위해서는 새로운 방송 및 통신기술을 활용하여 멀티미디어 기반 재난정보 전달을 위한 표준 제정 및 시스템 고도화가 요구된다. 본 논문에서는 차세대 ICT 기술과 멀티미디어를 지원하는 재난정보전달플랫폼에 대한 기술개발을 통해 기존 구축되어 있는 재난안전정보공유플랫폼 및 관련 재난안전정보시스템과 연계 가능하고 표준화된 다매체 기반의 멀티미디어 재난정보전달플랫폼을 개발함에 있어 차세대 통합 예·경보 플랫폼을 위한 통합관제시스템에 관한 연구를 진행한다. 이는, 대국민을 대상으로 신속하고 안정적인 재난정보 전달을 실현하고 대관(재난관리기관)에 대한 재난현장정보 수집의 어려움 해소 및 현장 중심의 양방향 의사전달을 증대하여 다양하고 정확한 멀티미디어 재난정보전달을 수행한다.

The Ministry of Oceans and Fisheries is providing maritime safety services using combine limited artificial intelligence technologies through the operation of the Korean e-Navigation service, and research is needed to improve reliability and quality to secure the competitiveness of the system. However, linking real-time operating systems requires a separate system configuration that can be linked after processing personal information security with minimal performance impact. To solve this problem, this study will make a basic design of a big-data maritime information gateway system of the Korean e-Navigation service that minimizes the impact of performance and reflects the security of personal information.

지난 10월 4일부터 9일까지 6일간의 여정으로 필자는 충남도 관련 부서 직원들과 같이 일본 오끼나와현 축산연구센터외 4개소를 방문할 기회가 있었는 데, 오끼나와현의 축산기술수준 및 연구인력의 상호 교류방안 등을 파악하여 국립축산과학원과 충남도 축산기술연구소 등과의 중앙-지방연계를 통한 협력방안 모색함과 아울러 현의 축산기술 및 가축위생 연구동향 파악 후, 국내 축산농가의 생산성 향상에 활용과 축산 동향, 가축질병발생현황 파악 및 연구정보의 상호교류촉진을 도모하고자 다녀왔다. 따라서 필자는 일본 오끼나와현의 축산현황, 연구기관 및 연구과제 등을 소개하여 수의 및 축산관련자들에게 정보를 제공하면서, 축산과 수의분야가 상호공조체제를 구축하여 연구과제 및 업무를 수행하고 있는 것을 보고 우리 국내도 빠른 기간내에 이루어졌으면 하는 바램을 피력해본다.

지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.

군수품은 통상 군에서 사용하는 물품을 의미하며 전투장비, 보조장비, 탄약류 등이 그 대표적인 예이다. 군수품의 품질경영은 성능품질 뿐만 아니라 운용단계의 신뢰성, 수명주기 비용, 서비스, 사회적 책임, 전략 등이 함께 고려되어야 한다. 효과적이고 효율적인 군수품 품질경영에서는 이와 같이 다양한 목적이 균형적으로 달성되어야 한다. 이러한 관점에서 본 연구에서는 균형적 품질경영을 제안한다. 이를 위해 총 수명주기 상의 각 단계간의 연계성을 강화하여 전체 최적화를 추구해야 하며 기존의 품질 경영 관점을 확장하여야 한다. 본 연구에서는 균형적 품질경영을 소개하고 이를 위해 필요한 단계 간 연계성 강화 추진계획을 제시 한다. 그리고 여기서 국내 군수품 정부품질보증기관인 국방기술품질원의 역할을 소개하고자 한다.

This study aims to suggest the ways of integrated services for Cultural Heritage Archives that belong to the Cultural Heritage Administration. To this end, the study analyzed the archives of major affiliated organizations of the Cultural Heritage Administration that manage and preserve Korean cultural assets. A cultural asset metadata based on the multiple entity model and applicable data link model standard was suggested for the integrated service of high-value-added cultural heritage information resources.

In this study, we searched for ways of the demand, the building up of strategic, collaborative networks plan activation of the local area network status by the current social enterprise and the direction of the future resources rinks, conducted by a case study of the (preliminary) social enterprise network-building activities based in Gwangju Metropolitan City and Jeju Special Self-Governing Province. By the study findings, local resources that the two regions social enterprise wants to connect are the most numerous in enterprise, public agencies and local media, followed by professionals' pro bo no, private organizations, volunteer groups. Hope for Information in conjunction is revealed in order by purchasing items, labor and financial support, public relations, purchasing service, marketing and a joint venture. For the conjunction, participating related events, the assistance of government agencies and related organizations joined, the role of chief engineer are emerged in order while they are performing work. By the findings, for the activation of local resources links of the social enterprises, it is necessary to impelled cooperation system between activating local profit companies, universities and one company ; a social enterprise and to uncovered volunteer activities of the community. Also, sparking, solidarity and building trust for social enterprises are derived as a ethical and alternative consumer movement.
