The Relationship between Gender Wage Gap and Occupational Segregation (여성 근로자 분포와 직무에 따른 직종별 남녀 임금격차 분석)

  • This paper examines the occupational gender wage gap in the Korea labor market. This paper classifies occupations into three(the blue-collar profession, white-collar profession and female-dominated profession) according to job characteristics and female worker's ratio. To analyze occupational gender wage gap, this paper uses Mincer's wage equation(1974) and Oaxaca model(1973). The results are listed below. First, the gender wage gap is growing in all occupations. Second, the cause of increasing gender wage gap varies in different occupations.

An Analysis on the Employment Duration of the Workers Injured in Industrial Accidents (요양종결 이후 산재근로자의 취업기간 분석)

  • The work history of the workers injured in industrial accidents was recomposed by combining the database on compensation for industrial accidents with the database on employment insurance among those who were newly classified as disabled during the period from 1998 to 2000. It shows that the injured workers mainly returned to the original workplaces, and such workers had higher job retention rate. It is in contrast with the higher separation rate of the workers who started to work at the new workplace after medical recuperation. And it is found that 61% left or lost their jobs out of the injured workers who returned to work, and 77% of the job separators had job tenure less than one year. The analysis based on competing risks model shows that the workers at the smaller workplace have the shorter the employment duration, and the longer job-searching period has the negative effect on the employment duration of the job losers. In addition, the longer employment duration at the first job after medical recuperation is more effective on the reemployment and job stability after separation.

A Study on the Characteristics of Labor Market Transition and Factors Influencing Labor Market Transition of Injured Workers (산업재해근로자 노동시장이행의 성격과 영향요인 연구)

  • This study is purposed to explain the characteristics of injured workers' labor market situation and to analyze the factors influencing labor market transition of those workers. Using the Worker's Compensation Insurance Panel Data ver.1~3 which was surveyed by the Korean Workers' Compensation & Welfare Service in 2013-2015, this study analyzed 1,668 injured worker cases. The study shows that workers who have experience job retention at least once are 36.8% of all, 51.5% of them have experienced re-employment, and 36.9% have done unemployment. One result of the longitudinal analysis is that socio-demographic factors including gender, age, education years, convalescence period, ability on job performance, company size, term of service, temporary employment, daily-workers status before job accident and job training were associated with return to pre-injury job. The other result is that statistically significant factors affecting the probability to be the unemployed are gender, age, levels of disability, convalescence, ability on job performance, term of service before job accident, job rehabilitation service utilization. These findings indicate that we need to develop efficient intervention programs for supporting return-to-work and labor market transition of injured workers.

The Factors Influencing the Satisfaction of Medical Sequelae Management Service among Injured Workers (산재근로자 후유증상 관리 서비스 만족에 영향을 미치는 요인)

  • Purpose: This study aimed to find the factors affecting medical sequelae management service satisfaction among injured workers. Method: This study population were 200 randomised samples of 619 medical sequelae management beneficiaries from April to June 2007 among occupational accident treatment ending workers in 2006. Data were collected through the telephone survey from November 28 to December 7 in 2007. Data were analyzed by ${\chi}^2$ test and multiple logistic regression using SAS 9.1 version. Results: According to the finding of this study, positive perceptions for the purpose and the effect of medical sequelae management were the factors influencing the satisfaction of medical sequelae management service. Conclusions: We recommend key issues to take into account for enhancing medical sequelae management service satisfaction in workers' compensation as follows; explaining the purpose and effect of medical sequelae management to client, evaluating medical sequelae management effect, and the policy participation of medical profession.

  • 공사장에서 발생하고 있는 먼지는 현장 근로자뿐만 아니라 인근 주민들의 건강에 치명적인 영향을 미치고 있다. 공사장 인근 주민들이 환경분쟁조정위원회에 먼지피해에 대한 피해배상을 청구하고 있지만 공사장 먼지피해 수인한도 초과여부를 확인하기 위한 측정, 예측, 평가가 어려워 먼지피해에 대한 보상이 제대로 이루어지지 않고 있다. 공사장 먼지관리의 법적기준이며 먼지 저감에 대한 구체적인 방법을 제시하고 있는"비산먼지 억제조치기준"의 준수 등을 점수로 평가하여 일정 점수 이하인 경우 피해배상액을 차등 적용하는 방안을 제안한다. 본 안이 제도화된다면 건설사는 먼지피해 배상액 지출을 줄이기 위해 현재보다 한층 더 먼지 저감 노력을 강화할 것이기에 먼지 발생을 획기적으로 줄일 수 있어서 현장 근로자 및 인근 주민들의 먼지피해를 최소화할 수 있으며, 먼지로 인한 환경, 보건 법규위반예방과 쾌적한 작업환경으로 노동 생산성 확보와 먼지로 인한 피해 배상액 지급 등 손실을 줄일 수 있을 것이라고 생각한다.

미국의 인간공학 프로그램과 한국에서의 적용 방안

  • 산업구조의 변화로 인해 작업이 분업화되고, 공장자동화로 인한 단순반복 작업이 증가함에 따라 다양한 형태의 근골격계질환(WMSD/sub s/)이 급속도로 증가하고 있으며 다양한 업종의 근로자에게 급속도로 확대되고 있다 근골격계질환은 미국의 경우 전체 산업재해의 3분의 1을 차지하고 있고 작업자 보상비용만 한해 총 450~540억 달러를 지출하고 있다. 하지만, 우리나라의 실태는 근골격계질환의 심각성에 비해 인식부족과 실태조사, 예방대책에 대한 연구가 미흡한 실정이다. 근골격계질환을 체계적으로 접근하여 실태를 파악하고, 예방대책을 세우기 위해서는 인간공학 프로그램의 적용이 필요하다. 본 연구는 미국에서 시행예정인 인간공학 프로그램의 초안을 바탕으로 한국에서 적용하는 방안을 제안하고자 한다. 한국에서 적용방안은 미국에서 행해진 시행착오를 줄이면서 한국에서 쉽게 근골격계질환의 실태를 조사하고, 기록을 유지하여 예방대책을 수립하는데 도움을 줄 것이다.(중략)

Long-Term Care Needs Assessment of the Disabled Workers After an Industrial Injury (산재장해인의 장기요양서비스 요구 분석)

  • Purpose: The objective of this study was to evaluate long-term care needs using RAI MDS-HC and MI-CHOICE among the disabled workers. Methods: Data were obtained from 45 personal care recipients with the disability of mental and nervous system, and analyzed using SAS 9.1 by applying t-test, ${\chi}^2$ test, or fisher's exact test. Results: Only 'bed mobility' and 'indoor ambulation' items of ADL and problem activity were statistically significant factors by the level of personal care benefit. By MICHOICE grouping, 20.0 percent of subjects belonged to nursing home group, 51.5 percent were home care service, 28.9 percent were intermittent personal care. Conclusion: Personal care services in industrial accident compensation insurance have been categorized with two groups according to level of disability. But our results could contribute to provide personal care service according to the long term care needs.

Improvement of Permanent Disability Benefit System in Korean Worker's Compensation Insurance from the Perspective of Life Cycle (생애주기를 고려한 산재보험 장해연금 개선 방안 연구)

  • The permanent disability benefit(PDB) system whose purpose lies in helping affected workers with their self-realization through compensating them for their work-related injury or disease and facilitating their timely return to work is very important in terms of social welfare. Actually, the portions of PDB's in all WCI expenditures have been on the sharp increase. In spite of its positive aspects like this, however, an excessive amount of PDB's may have negative impacts on the affected workers' will to work or return to work, and increasing trends in the amount of PDB's payable in annuity will remain in an aging or aged society a potentially risky factor posing a threat to the soundness of WCI budgets. In this respect, the author attempted herein to identify the long-term reality of trends in the number of claimants entitled to PDB's and the amount of PDB's payable to them through making the long-term budget projections of PDB's; address problems with PDB's payable in annuity, which are or will potentially be one of the gravest burdens in securing the soundness of WCI budgets; and discuss how to optimize the amount of PDB's through studying & analyzing overseas cases and income replacement rates and what kinds of improvements are thinkable. It's recommended to reduce the absolute amount of benefits payable in annuity in a phased way considering claimants' life-cycle instead of sticking to the current system, which takes the form of lifelong pension plan.

The Organization Commitment and Perception of Human Resource Management by Employment Types of School Foodservice Employees (학교급식 직원의 고용유형에 따른 인적 자원 관리 활동에 대한 인식과 조직 몰입도)

  • As the foodservice industry is labor intensive, the efficient management of human resources is an essential element for improving operational efficiency. This study was designed to investigate the performance level of human resource management in self-operated school foodservices and to examine the relationship between human resource management, organizational commitment, and productivity. Whether these factors rated differently by employment and job types was also examined. Data were collected through questionnaires distributed to 60 dieticians and 240 cooks in Seongnam and Yongin. Frequency analysis, factor analysis, the t-test and multiple regression analysis were tested using Minitab. Human resource management practices rated highly in the dimension of employee training (3.51), followed by working environment (3.39), and turnover management (3.37). In contrast, reward management (1.73) and working condition (1.56) received the lowest score. Organizational commitment scored 3.65 points, and showed that dedication (3.82) was the highest score; however, self-esteem (3.50) was the lowest score. For human resource management, there were significant differences between employment types as full time workers (3.85) rated management more highly than part-time worker (3.43). Overall productivity was fairly high, especially in high school foodservices. Only the performance appraisal had an influence on organizational commitment (${\beta}$=0.292, P<0.05). Productivity was positively correlated with human resource management (r=0.432, P<0.001) and organizational commitment (r=0.36, P<0.01). In conclusion, school foodservices need to establish objective performance standards, and increase employee morale by enhancing reward systems and working conditions. In particular, irregular employees require training with job performance standards and given a proper reward program, depending on their performance, to improve organizational commitment.
