The Preservation and Utilization of Modern Building of the Registered Cultural Properties System through Economical Approach (등록문화재 제도에 있어서 경제적 관점을 통한 근대건축물의 보존 및 활용에 관한 연구)

  • The purpose of this study is to find out how we can improve the Registered Cultural Properties System in order to preserve and utilize of modern buildings which have been damaged and destroyed. The main object of the Registered Cultural Properties System is to build the cultural properties preservation system. But nowadays, it is very difficult to preserve modern buildings in city areas because of the desire of development for the site. So we need to approach economically in order to compensate for Registered Cultural Properties System. In this study, I suggested 4 type of system to preserve modern buildings by economical and lawful approach.

A Study on the System Improvement of Registered Cultural Properties for the Preservation of Modern and Contemporary Landscape Heritage (근현대 조경유산 보존을 위한 등록문화재 제도개선 방안 연구)

  • Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.

  • Knowing in a view of legislation, we are able to use modernly the interior of registered cultural property with its preservation and its use freely in the limit of not changing the outer appearance. And on investigation, many building registered as cultural property has been used continuously with the function kept or changed. It means that modern building must keep their function at kept to survive in a change of city construction. Likewise, even Jae cheon leaf tobacco receipt agency lose the original function, there will be great possibilities that the agency may be changed or disappeared if we don't preserve it or give it a new function by making out the meaning of preservation. So, if Jae Cheon leaf tobacco receipt agency is restored as mentioned above in close cooperation with related organization, Jae Cheon area will demonstrate the meaning as a representative producing district of leaf tobacco with its cultural value in Korean modern ages.

  • The National Registered Cultural Heritage no. 377, 'The Eclectic-style House in Daeheung-dong, Daejeon', was relocated in 2013, even though it was privately owned. The relocation of National Registered Cultural Heritage through an urban redevelopment project is rare because the restriction of the preservation of a cultural asset is relatively tolerated. For the sake of profit in a redevelopment project, a privately owned Registered Cultural Heritage is likely to be demolished with no laws to prevent it. This study researched the history of the heritage and the procedure of the relocation process. Based on the research, the study intends to clarify the relationship between the economic and legislative conditions with the result of the National Registered Cultural Heritage relocation in general. The failure of the successful relocation of the National Registered Cultural Heritage in redevelopment projects is caused mainly by a change of ownership, which is generally from personal to anonymous associations. Based on the condition, this study maintained the Cultural Heritage's redefinition as a public asset and proposed phased amendments in each major procedure of a redevelopment project for the successful preservation and reuse of National Registered Cultural Heritage.

A Study on the Value Criteria and Relative Importance for Conservation of Modern Cultural Heritage (근대 문화유산의 평가 기준과 상대적 중요도에 관한 연구)

  • This aim of this study is to support the value criteria that citizen evaluate themselves it when they found modern heritages in their town. To understand the changing of value criteria for the cultural heritage, we have to begin from early 20 century that were, however, diversified after 80's. As a result, early they evaluated with the architectural and aesthetic value mainly, after they evaluated with the social-cultural value and academical value, and nowadays they try to include the economical value and educational value. So this study rearranged and divided that value with the preservation and using value. The preservation value include the historical value, aesthetic value, social-cultural value and academical value, and the using value include the economical value and educational value. The criteria, however, don't have the equal importance, This study try to redefine relative importance score with paired comparison. As a result, Historical value is proved that most important criteria, but aesthetic value got the score lower than social-cultural value, and similar with academical values. And in using values, economical value and educational value got the low score. It means that if some researcher insist about the importance of economical value, it should evaluate lower than preservation values. This study insist that we have to include diversified values and that values have relatives score. Actually, now we mostly evaluate with the architecture and aesthetic values about modern heritage, so we are losing a lot of modern heritage. If we include the diversified values, social-cultural, academical and educational value, we can conserve our important modern heritage and revitalizing town with tourism of historical heritage.

Types and Characteristics of Modern Military Remains as Cultural Properties in Korea (문화재 지정 근대 군사유적의 유형별 특징에 관한 연구)

  • The military remains have a social and historic value in holding up a true mirror to modern history of war and suffering, and will be used for historic place in Korea. This study is to research these modern military remains as cultural properties in Korea. They are classified with three types, namely military sites, installations of civil structures and buildings. The military remains have the historic sites of the righteous army and Korean war, and most of them are battle fields located in a mountainous area rather than urban area. There are fortresses, bridges and tunnels, and watchtowers of civil structures. The fortresses were constructed with Japanese military installations in the end of the Pacific War, and are most located in Sangmo-ri, Daejeong-eup, Seogwipo-si, Jeju-do, Korea. The bridges were to be destroyed and constructed during the war, and the watchtowers as military defence were to be constructed in inland area. There are arsenals, barracks, and headquarters of buildings. The weapon factory of Gigiguk (arsenal bureau) constructed in the late 19th century are present, and also the army training center, barracks, and church, etc are in Seogwipo-si, Jeju-do, Korea. There are old headquarters constructed in 1910s at Jinhae Gyeongnam, and buildings to testify about the horrors of the Korean war around Cheorwon, Gangwon.

A Study on the Revitalization of Railway Station Water Tower (철도역사 급수탑 주변 활성화에 관한 연구)

  • The railroad that represents modern industry began appearing in 1899. However, after the steam locomotive that provided water stopped the service, the water towers within the railroad station were useless. Suggestions presented in this study for activating the environment around the water towers that are designated as the cultural properties results are as followed: 1) The place where people can experience the vestiges of Korean War and the region that different novels accommodated. 2) A plaza 3) A facility for exhibition of industry inheritance and local products 4) A local landmark 5) Reproduction of the historical steam locomotive and water tower Local residents should participate in the activation process. And the designer should consider the environmental context. In addition, the activation of water towers should be designed under an urban plan.

The Usage and Classification of Modern Architecture Types in the Modern Historical and Cultural Street of Yeongju (영주 근대역사문화거리의 근대건축물 유형분류 및 활용제안)

  • In 2018, the Cultural Heritage Administration of Korea introduced a new system that registers national cultural heritage in street and district units. Yeongju City's Modern Historical and Cultural District was selected as the first trial region. This grouping method breaks through conservation and utilization limitations of cultural heritage in individual building units. Thus, the issue is how will such historical and cultural spaces be grouped, conserved and managed. Hence, this study identifies the current situation of buildings in the Modern Historical and Cultural Street of Yeongju and conducts an experimental survey. Based on this, the types of modern architecture were classified, and the architectural groups were extracted and categorized to preserve and utilize the architecture. For these purposes, priority groups were determined by evaluating them based on five criteria: archetype, placeness, politicalness, typicality and originality. The modern architecture in the Modern Historical and Cultural Street of Yeongju have undergone many changes. The residential transformation of small and medium-sized cities during modern times can be understood as a process of settlement and nativization.

A study on repairing construction of Registered Cultural Properties of Jollanamdo -In consideration of material and patterns by repairing project- (전라남도 등록문화재의 수리공사에 관한 조사 연구 -수리공사에 따른 재료 및 형태 변화를 중심으로-)

  • This study is a research examining reshaped pattern in the perspective of repairing parts and materials through repairing renovation of registered cultural properties constructed in modern times and results are as followings. Repairing construction of registered cultural properties of Jollanamdo according to parts is shown numerously in the order of roof, walls and windows, and mostly outworn as time passes on and leakage were the main cause of repair. Also when original shape was damaged by previous repair in the past, and this was another reason of repairing. It was surveyed that among the repairing job repair of damage occurred on the part of roofing area including water leakage, corrosion and damage of roofing material, and damage of groove channel were the most main cause of repair. Especially when roof leakage is occurred by outworn of roofing materials, this cause corrosion and damage of materials due to the damage of leakage parts and this cause repeating cycles of worse leakage again and again. Main repairing materials which deform the original shape of registered cultural properties were confirmed as copper plate used on the roof. Copper plate showing high frequency of application which replaces groove slate or cement roofing tile used on the roof before has high durability and anti-corrosion but it is considered improper material to recover original shape.

A Study on the Classification Guidelines of Modern Culture Heritages in Building and Facilities (근대 건축 및 시설물 문화유산 분류방안 연구)

  • This study focused on the classification systems of modern architecture and facilities reviewing the characteristics of domestic and foreign cultural heritage classification systems. The results are as follows : (1) It is necessary new classification system for recent emerging architectures and facilities which contains new functions, and reflecting new scope of cultural heritage, in example cultural landscape. (2) Reviewing the related spheres which can produce future cultural heritages such as KDC, Industrial Classification and foreign trends on the cultural heritages, we classified 6 main categories ; Politics & Diplomatics, Industry & Economy, Society & Life, Culture & Art, Technology & Science, Military & Public Safety. (3) Under the main category, we divided sub- and subject-category according usages of objects for reflecting the registered appreciations.
