Characteristics of Industrial Heritage as Regional Cultural Contents (지역문화콘텐츠로서의 산업유산 특성 - 삿포로와 청주 사례를 중심으로 -)

  • As the industrial paradigm shifts and the manufacturing industry declines, many changes also take place in the region as well. In this regard, interest in industrial heritage as a facet of cultural heritage is on the increase. In this paper, the meaning of regional 'cultural contents' as industrial heritage is investigated within the scope of specific region. It is meant to move beyond the viewpoint of considering industrial heritage as only relating to industrial machinery and relevant landmarks from the past. The concept of industrial heritage is established more clearly through the review policy and case study analysis of existing research; the analysis is conducted to investigate the characteristics associated with it, and then to explore how best to utilize it. In particular, this paper attempts to focus on how it operates within these parameters using a spatio-temporal context as much as possible, and concentrating on the recognition and experience of the subject of industrial heritage as being traceable through human story. This research is based on the case of 'Sapporo' which focuses on modern history based on historical importance, and the 'Cheongju' case study, which contrasts the former by focusing on urban regeneration using a spatial lens. This paper identifies the possibility of regional development through the examination of past identity and diversity in the present, and highlights the features that could be linked to future usability and development. In addition, it proposes the possibility that the cycle of regional development could change in the process of the different stages of territorialization, de-territorialization and re-territorialization.

Retheorising Civil Society in State-Civil Society Partnership in Welfare : A Critical Review of the Partnership Literature (국가-시민사회 복지파트너십에서 시민사회단체의 역할 : 세 가지 이론적 관점을 중심으로)

  • In recent years, partnership has become a central strategy for welfare provision worldwide. Particularly, civil society organisations have obtained considerable attention as the most accountable and democratic partner for public welfare delivery. Yet the mainstreaming of civil society into welfare policies challenges the conventional nature of civil society as an independent sector, and brings into critical question, how the political position of the civil society sector could be redefined in the new era of multi-sectoral partnership. The purpose of this study is to explore the current debates of state-civil society partnership and to propose three theoretical viewpoints (i.e. the mainstream, critical and alternative perspectives) regarding the role of the civil society sector in partnership. In doing so, this article introduces the key literature and scholars in partnership debates and provides analytical frameworks that researchers can use in examining state-civil society partnership cases.

Developments of Cultural Heritage Education and the Raising of Local Cultural Heritage Education (문화유산교육의 전개과정과 지역문화유산교육의 부상)

  • In modern society, cultural heritage has played a role in constituting national identity. The Cultural Heritage Education Project started in the 2000s by the Cultural Heritage Administration was also aware of the issue of sustainable development and cultural diversity as major cultural issues at the time. However, the main purpose of previous cultural heritage education was to foster national identity. The Cultural Heritage Administration has executed cultural heritage education programs since 2006. The education program of the cultural heritage teacher visiting the school, the project to designate a cultural heritage school, and an education program to experience cultural heritage at an archaeological site were carried out. In the 2010s, the theme of cultural rights and enjoyment of cultural heritage in life was raised as an important issue. Cultural heritage education had to accept the 'new meaning of cultural heritage', 'cultural rights', and 'learnercentered education'. In this context, the local cultural heritage education project started. The region is a space where various identities are reconstructed. However, local cultural heritage education itself cannot realize cultural heritage enjoyment in life. Therefore, it is necessary to seek cultural heritage in life through the various efforts of local cultural heritage education.

  • This paper focused on documentaries and for specific places and described the documentary shooting methodology from the perspective of a Cinematographer. 'Old Seoul Station' and 'DSME' (DAEWOO Shipbuilding & Marine Engineering Co., Ltd.) are monumental spaces that reflect the value of Korea modernization and are shared by Koreans' collective memories, unconsciousness, and unique feelings for the place. 'Old Seoul Station' has changed its place identity to a new space called "Culture Station Seoul 284." 'DSME' is a large-scale industrial complex that still functions actively, and it is like an organism that seeks to change according to changes in its industrial structure. and observe and record images of space related to place identity and the people related to it. It shows the construction of staring into a space in a particular place and continuously recording and placing moments of experience, such as the appearance of people working and resting. If it is not recorded through this, it allows us to see intangible narratives related to volatile place identity, and enables specific place experiences through theaters. This study focuses on production theory based on examples of documentary filming methods for these specific places.

A study on the value of Korean during the Joseon Dynasty (조선시대(朝鮮時代)의 한국적 가치 연구)

  • Traditional values refer to one's attitudes or perspectives developed by negotiating with oneself, others, society, world, nature and universe, which include thoughts on what is right, desirable, and what is dos and don'ts. The purpose of this study was to investigate values which Korean people traditionally emphasized, and their changes by epochal situation focused on the Choson Era. Also, this study intended to assist in finding values and meaning which should be passed down and manifested in contemporary society based on the study results. In this context, I select some positive values in the background of the Joseon dynasty. As traditional values or ethics in Korea destroyed and distorted going through the period of Japanese colonialism, all the existing social culture and traditional culture were denied, which resulted in vanishing common value which led community for several hundred years. The loss of common value caused community destruction and collapse, and made Korean people seek to survival, success and advancement in life as suffering from severe conflict of values. Experience of hollow state of mind caused by historical and cultural severance left distorted and degenerated values to Korea people, which made them pursue false values without realizing true meaning of traditional values. The true meaning of traditional values should be universal no matter how society changes, and could be milestone to contemporary people wandering aimlessly. Realizing and reconsidering the meaning of traditional values to found comtemporary values of Korean people by reflecting on history can produce significant results beyond age-old debate about East or West, and tradition or modernity.

A Study on Ahn Hwak(安廓)'s Dualistic Perception of National History: Focusing on 『History of Joseon Literature』 and 『History of Joseon Civilization』 (자산 안확(自山 安廓)의 조선 민족사에 대한 이원적 접근 - 『조선문학사』와 『조선문명사』를 중심으로 -)

  • The purpose of this article is to understand Ahn Hwak(1886~1946)'s perception of national history through "History of Joseon Literature" and "History of Joseon Civilization". He presented the 'cultural history' of Joseon from a modern point of view, by exploring the mental and emotional aspects of the Korean people ingrained in the literary works from the various historical periods. He also reconstructed the national history from Gojoseon era to Joseon dynasty as a continuous 'political history'. For him, a nation was not merely a cultural community, but also a political community. His thought was that while 'culture' and 'politics' are dualistic, they should also be viewed as the two sides of the same coin. In "History of Joseon Literature", Ahn emphasized the mental 'Awakening(自覺)' of the nation. 'Awakening' is a process of universal progress in which the mind pursues freedom by freeing itself from the material bondage. In "History of Joseon Civilization", he finds history of 'Autonomy(自治)' as the characteristics of Joseon's 'history of politics'. He believes that Joseon was able evolve into 'self-aware and voluntary civilization' because of the tradition of 'Autonomy', a political system of reflecting and gathering of the will of the people. Through his two books, Ahn Hwak underlines the idea that the national history of Joseon was a history of 'Awakening', from a cultural perspective, and a history of 'Autonomy', from a political point of view. To him, 'Awakening' was a concept focused on the universality of the mind, while 'Autonomy' was a concept that emphasized the uniqueness of a nation. In sum, Ahn Hwak, through his works, tried to combine cultural universality and political identity.

A Study on the Delivery Pattern of Korean letters during 1900-1945 (한국 우편 전달의 정착 양상 고찰)

  • This study was designed to analyze the delivery patterns of early(1900-1945) letters from the beginning of the postal service in order to examine the process of establishing the modern postal system after the constitution of the Postal Service(1884). In Chapter 2, we examined the 'change of the way letters are delivered', Chapter 3 is about the 'change of expression' and Chapter 4 is about 'double-faced of the post'. In the examination of aspects of changing the way letters were delivered, the phase of postal delivery by personal delivery to postal delivery were divided into three phases: [the period of personal delivery delivery] > [the coexistence period of personal delivery and postal deliveryy] > [the period of postal delivery]. In particular, it was interesting to see that the same sender and receiver mixed up postal delivery and personal delivery by the case in the second period. In addition, the functional differences between the express, telegram and particular post were found in the examination fo contents of the letter. In the examination of aspects of changing in expression, a change of common expression in 'greeting, ending, and receiving expressions' were confirmed. Also, it was confirmed that 'woo-pyeon' was not used as the basic term, but instead replaced with various terms, and that 'woo' was used independently and productively. In the double-faced aspects of post, there were disadvantages of the postal delivery such as 'discontent of the lost' and 'security of confidentiality', despite the advantages of 'economic, rapid, and long-distance delivery'. Because the disadvantage of postal delivery could be supplemented by personal delivery, postal delivery and personal delivery could coexist for a considerable period of time.

  • The purpose of this study is to understand the characteristics of Aristotle's view of nature that is, the static view of the universe, and find implications for education. Plato sought to interpret the natural world using a rational approach rather than an incomplete observation, in terms of from the perspective of geometry and mathematical regularity, as the best way to understand the world. On the other hand, Aristotle believed that we could understand the world by observing what we see. This world is a static worldview full of the purpose of the individual with a sense of purposive legitimacy. In addition, the natural motion of earthly objects and celestial bodies, which are natural movements towards the world of order, are the original actions. Aristotle thought that, given the opportunity, all natural things would carry out some movement, that is, their natural movement. Above all, the world that Plato and Aristotle built is a static universe. It is possible to fully grasp the world by approaching the objective nature that exists independently of human being with human reason and observation. After all, for Aristotle, like Plato, their belief that the natural world was subject to regular and orderly laws of nature, despite the complexity of what seemed to be an embarrassingly continual change, became the basis of Western thought. Since the universe, the metaphysical perspective of ancient Greece and modern philosophy, relies on the development of a dichotomy of understanding (cutting branches) into what has already been completed or planned, ideal and inevitable, so it is the basis of traditional teaching-learning that does not value learner's opinions.

  • 한국의 고천문 자료는 삼국시대 이후 근대 조선까지 다수가 존재하여 세계적으로 드문 기록 문화를 보유하고 있으나, 한문 번역이 많이 이루어지지 않아 학술적 활용이 활발하지 못한 상태이다. 고문헌의 한문 문장 번역은 전문인력의 수작업에 의존하는 만큼 소요 시간이 길기에 투자대비 효율성이 떨어지는 편이다. 이에 최근 여러 분야에서 응용되는 인공지능의 적용을 대안으로 삼을 수 있으며, 초벌 번역 수준일지라도 자동번역기의 개발은 유용한 학술도구가 될 수 있다. 한국천문연구원은 한국정보화진흥원이 주관하는 2019년도 Information and Communication Technology 기반 공공서비스 촉진사업에 한국고전번역원과 공동 참여하여 인공신경망 기계학습이 적용된 고문헌 자동번역모델을 개발하고자 한다. 이 연구는 고천문 도메인에 특화된 인공지능 기계학습 기법으로 자동번역모델을 개발하여 이를 서비스하는 것을 목적으로 한다. 연구 방법은 크게 4가지 개발을 진행하는 것으로 나누어 볼 수 있다. 첫째, 인공지능의 학습 데이터에 해당되는 '코퍼스'를 구축하는 것이다. 이는 고문헌의 한자 원문과 한글 번역문이 쌍을 이루도록 만들어 줌으로써 학습에 최적화한 데이터를 최소 6만 개 이상 추출하는 것이다. 둘째, 추출된 학습 데이터 코퍼스를 다양한 인공지능 기계학습 기법에 적용하여 천문 분야 특수고전 도메인에 특화된 자동번역 모델을 생성하는 것이다. 셋째, 클라우드 기반에서 참여 기관별로 소장한 고문헌을 자동 번역 모델에 기반하여 도메인 특화된 모델로 도출 및 활용할 수 있는 대기관 서비스 플랫폼 구축이다. 넷째, 개발된 자동 번역기의 대국민 개방을 위해 웹과 모바일 메신저를 통해 자동 번역 서비스를 클라우드 기반으로 구축하는 것이다. 이 연구는 시스템 요구사항 분석과 정의를 바탕으로 설계가 진행 또는 일부 완료되어 구현 중에 있다. 추후 이 연구의 성능 평가는 자동번역모델 평가와 응용시스템 시험으로 나누어 진행된다. 자동번역모델은 평가용 테스트셋에 의한 자동 평가와 전문가에 의한 휴먼 평가에 따라 모델의 품질을 수치로 측정할 수 있다. 또한 응용시스템 시험은 소프트웨어 방법론의 개발 단계별 테스트를 적용한다. 이 연구를 통해 고천문 분야가 인공지능 자동번역 확산 플랫폼 시범의 첫 케이스라는 점에서 의의가 있다. 즉, 클라우드 기반으로 시스템을 구축함으로써 상대적으로 적은 초기 비용을 투자하여 활용성이 높은 한문 문장 자동 번역기라는 연구 인프라를 확보하는 첫 적용 학문 분야이다. 향후 이를 활용한 고천문 분야 학술 활동이 더욱 활발해질 것을 기대해 볼 수 있다.

Analysis on Policy Discourse of Female Traditional Musician in Joseon Era (문화정책 관점에서의 조선시대 여악에 대한 담론 연구)

  • Korean traditional women artists are placed in dual suffering from unequal rights in terms of gender and misrecognition endowed by historical legacy. There has been no clear cut definition but interchangeable adoption of various terms such as Yeo-ak, Yeo-gi, and Gisaeng even in the study of music theory and history itself. Study on female musician has been mostly performed on the basis of music theory and history so that one sided discourse on female traditional artist has survived and aggravated its connotation during the colonial ages and modernization. Envisioning traditional female artist as instrumentalizing their body and status as artist resulted in crucifying victims of sexual harassment is one recent example. This study is an attempt to collect knowledge on the various layers of discourse about the status and role of female traditional artist. This is a first stage of analysis covering the period Joseon dynasty where original and official records regarding female traditional artists remains until today. The findings are that policy discourse are to be classified as politico-ideological layer, music theoretical layer, and socio-political layer. It is to be clarified in the future which layer has the most sustaining influence to the present and why.
