A diffusion coefficient is an important parameter in the prediction of atmospheric dispersion using a Gaussian plume model, and its modelling approach varies. In this study, dispersion coefficients recommended by the U. S. Nuclear Regulatory Commission's (U. S. NRC's) regulatory guide and the Canadian Nuclear Safety Commission's (CNSC's) regulatory guide, and used in probabilistic accident consequence analysis codes MACCS and MACCS2 have been investigated. Based on the atmospheric dispersion model for a hypothetical accidental release recommended by the U. S. NRC, its influence to atmospheric dispersion factor was discussed. It was found that diffusion coefficients are basically predicted from a Pasquill- Gifford curve, but various curve fitting equations are recommended or used. A lateral dispersion coefficient is corrected with consideration for the additional spread due to plume meandering in all models, however its modelling approach showed a distinctive difference. Moreover, a vertical dispersion coefficient is corrected with consideration for the additional plume spread due to surface roughness in all models, except for the U. S. NRC's recommendation. For a specified surface roughness, the atmospheric dispersion factors showed differences up to approximately 4 times depending on the modelling approach of a dispersion coefficient. For the same model, the atmospheric dispersion factors showed differences by 2 to 3 times depending on surface roughness.

이 지침은 독점규제 및 공정거래에 관한 법률(이하 $\ulcorner$법$\lrcorner$또는 $\ulcorner$공정거래법$\lrcorner$이라 한다) 제19조에 의한 사업자간의 부당한 공동행위(이하 법 제26조 제1항에 의한 사업자단체의 금지행위를 포함한다)로서 입찰행위에 있어서의 부당한 공동행위(이하 $\ulcorner$담합$\lrcorner$이라 한다)에 적용되는 것으로 입찰담합과 관련하여 일반적으로 생각할 수 있는 유형과 처리지침을 예시적으로 열거한 것이다. 입찰담합으로 추정되는 사항으로 이 지침에 내용이 설명되어 있지 않은 활동에 대해서는 공정거래법 정신에 비추어 개별사안별로 판단되어질 것이다. 이 지침은 사업자 및 사업자 단체의 공적, 사적입찰과 관련된 활동에 포괄적으로 적용된다.

독점금지법상 $\lceil$우월적지위 남용행위 규제$\rfloor$ 또는 $\lceil$거래상지위 남용행위 규제$\rfloor$는 일본과 우리나라에만 있는 특유한 제도이다. 최근 경제여건의 변화와 관련하여 수직적 제한행위 규제에 대한 논의가 다양한 각도에서 진행되고 있다. 우리나라는 불공정거래행위 심사지침 제정을 위한 작업을 추진하고 있어 참고자료로 활용되도록 하기 위하여 일본의 $\lceil$공정취인$\rfloor$(공정취인협회 발간)에 게재된 우월적지위 남용행위 규제에 관한 논문을 발췌$\cdot$번역하여 시리즈로 싣는다.

원전의 안전성을 보다 확보하기 위해서는 혁신적인 안전개념 도입과 체계적인 안전성 평가 및 성능검증의 강화가 수반되어야 한다. 본 논문에서는 신형 원전에 적용될 안전규제기술요건의 체계와 세부사항으로서 인간공학설계에 관련된 일반안전요건, 상세기술요건, 규제지침에 포함될 주요 내용의 기본사항을 제안하였고, 인간공학설계와 관련된 규제요건의 계층적 구조 방안을 정량화하고 가시화하기 위한 연구·개발될 내용과 방향을 제시하였다. 또한 제시된 요건에 관한 주요 기본사항들은 구체화하기 위한 다각적인 검증평가 과정과 추가 연구가 수행될 예정이다.

Traditionally banks and other financial institutions use customers' accounts and information managed by them and provide payment services in dominant positions. Recently, EU amends Payment Services Directive to institutionally guarantee access to customers' accounts and use of account-related information even to third parties, which facilitates competition in financial markets and promotes innovation. However, this kind of change can increase potential security risks and therefore institutional responses from financial authorities are required so that all participants in financial markets can properly respond to security risks. In this study institutional responses to the security risks in the EU's new Payment Services Directive (PSD2) are analyzed, comparisons between this and domestic electronic financial regulations are analyzed, and implications for the direction of improving domestic electronic financial regulations will be suggested.

인터넷 접속서비스에 대해서는 사전적 규제를 하지 않는 것이 세계적인 추세였으나, 최근 유럽에서는 인터넷 접속서비스에 대해서 사전적 규제를 가할 수 있는 지침이 채택되었다. EU가 2003년 7월에 채택한 「2003년 프레임워크」는 종래의 수직 통합형 산업구조가 인터넷 기술발전에 따라 물리적인 네트워크, 전송서비스, 콘텐츠로 정보통신산업이 층별로 세분화되어 가고 있다는 사실을 반영한 새로운 규제체계로 평가할 수 있다. 이 규제체계의 방향성은 경쟁이 미진한 분야에는 사전적 규제, 경쟁이 활성화된 분야에는 사후적 규제를 가하는 것이다. 본 고의 목적은 일본의 인터넷 접속서비스에 관한 시장 및 규제 동향을 소개하는 것이다. 여기에서는 먼저 일본의 인터넷 접속서비스 사업자의 현황을 개관한 후, 인터넷 접속서비스에 대한 정부차원에서의 규제동향을 고찰한다. 일본에서는 인터넷 접속서비스에 대하여 사전적 규제를 하지 않고 있다는 점을 감안하여 일본의 대표적 ISP 사업자라 할 수 있는 JPIX와 NTT 동서를 대상으로 인터넷 접속서비스의 사업현황과 이들 기업에 접속하기 위한 접속조건 등을 살펴본다. 맺음말에서는 현재 일본에서 이루어지고 있는 인터넷 접속서비스에 대한 규제동향을 우리나라와의 비교 관점에서 고찰하고 우리나라에의 시사점을 제시하고자 한다.
