원자력 발전소의 건설 및 운전은 설계, 제작, 건설 및 운전등에 이르기까지 안전에 대한 고려가 치밀하게 이루어지고 있으며 그중에서도 원자력 부품의 제작, 설치시는 물론이고 원전의 건설후 사용전 및 사용중에 수시 또는 정기적으로 거의 모든 중요한 부품들에 대한 비파괴 검사는 필수적이며 제반 법규 및 규격도 원자력발전 설비에 대한 요건을 엄격하게 규정하고 있다. 국내에 운전중인 모든 원전에 대해서도 제반 법규 및 규격요건에 따른 제작/설치 검사와 가동전 및 가동중 검사를 첨단기술을 이용하여 엄격리 실시하여 발견될 주요결함은 수리조차하고 있으며 미세한 결함까지도 기록관리하며 가동중 검사에서 이들의 성장 뿐 아니라 새로운 결함의 생성들을 찾아냄으로써 원전의 안전성 확보와 가동율 향상이라는 소기의 목적을 위해 원전의 예방진단에 만전을 기하고 있다.

1974년에 유럽에서 시작된 PISC(Program for the Inspection of Steel Components ; PISC-I, II, III) 수행결과나 1980년대초 실시된 미국의 BWR 원전 배관계통의 입계응력부식균열(IGSCC ; Intergranular Stress Corrosion Cracks)검사결과에서 나타난 바와 같이 기존의 규격 요건과 절차에 따른 원자력발전소 기기에 대한 초음파탐상검사는 그 실효성에 많은 문제점이 제기되었다. 따라서, 원전기기의 건전성 및 초음파탐상검사 결과의 신뢰도를 보증하기 위한 각종 연구가 진행되고 여러 방안이 모색되어 왔다. 그 결과, 원전 가동중검사 규격에 "초음파탐상검사자 자격인정 요건"과 "초음파탐상검사 시스템(검사자, 장비 및 절차서)에 대한 기량검증 요건"이 새로이 부가되었다. 본고에서는 초음파탐상검사 결과의 신뢰도 확보에 있어 필수불가결한 요건인 원전기기 초음파 탐상검사 시스템에 대한 기량검증 요건을 자세히 기술한다.

현재 국내의 원자력(原子力) 발전소(發電所)는 경수로형 원자로(PWR)가 대부분이며, PWR의 경우 ASME Sec. XI의 요건에 따라 가동전(稼動前) 중(中) 검사(檢査)(preservice and inservice inspection)을 핵연료 교체 및 정기 보수 기간에 수행하고 있다. 현재 83년 및 86년 규격들이 검사에 적용되고 있으며 조만간 89년 규격(規格)이 적용(適用)될 시점이다. 따라서 원전 주요 부품에 대한 ASMB규격의 검사(檢査) 요건(要件)의 변화(變化) 과정(過程)을 살펴 보고 검사 강화 및 완화 내용을 검토하였다. 규격은 71년부터 89년까지를 대상으로 편집년도기준(編輯年度基準)으로 검토하였으며, 부록판의 내용은 제외하였다.

다음 <표1>과 <표2>는 ISO 14001과 ISO 9001의 연관성과 넓은 의미에서 기술적 일치성, 그 반대의 경우를 비교하였다. 이같은 비교의 목적은 이미 제정된 규격 중의 하나를 운영하고 있으며 앞으로 두 체제를 운영하고자 하는 조직에게 두 체제의 연계 가능성을 증명하기 위함이다. 두 규격의 조항 사이의 직접적인 연계는 두 조항의 요건이 대체로 일치하는 경우에만 수립된다. 여기에서는 나타낼 수 없는 많은 세부적인 요소들이 두 규격 사이에 상호 관련성을 맺고 있다.

This study surveyed differences among KS, ISO, JIS and ANSI ophthalmic spectacle lenses standards. These standards applied to several lenses that were in common currency and we checked over problems and improvements in KS. KS corresponded to ISO, for the most part, and ANSI, partly. But terms, definitions, progressive power lenses standards, UV transmittance and base curves clauses did not exist in KS. There was no differences between nominal data and actual data in important clauses estimation-minimum requirements on refractive power, tolerances on the size of lenses, material and surface quality. But tolerances of thickness, base curves, UV and visible transmittance values were not existing, there were differences among several ophthalmic spectacle lenses in the test of these clauses. These requirements will be needed for better and more comfortable vision.

In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

Environmental tests should be carried out to show that design performance is in an operational condition in an actual operational environment to assure maintainability and reliability. Aero-products electromagnetic compatibility tests are performed mainly for the individual parts and Specifications MIL-STD-461E and RTCA DO-160E are developed for the military and commercial parts tests respectively. The MIL-STD-461E which is a military environmental test standard is targeting all munitions and that user can apply by selecting applicable requirements from this specification. On the other hand, requirements are applied exclusively for the Avionics Equipments in commercial test standard.

경수로형 원전의 NSSS 및 2 차계통의 주요부품에 대한 가동전. 중 검사로 수행되는 초음파 검사에 관한 내용을 수록하였다. 경수로형 원전에 적용하고 있는 초음파 검사 기술요건으로 ASME Sec. V및 XI 의 과거 10여년간의 변경과정과 검사기술, 강화된 검사 결과 기록 기준, 검사대상 및 범위에 관하여 언급하였다. 초음파검사의 신뢰성 제고를 위한 신기술의 실제 검사 적용을 유도하는 규격화의 조짐이 89년 ASME Sec. V 및 XI 규격에서 나타나고 있으며, 검사 결과의 평가 해석을 정확히 할 수 있도록 컴퓨터 화한 신호 처리 개념이 수록되어 그 요건을 살펴보았다.
