A Study on the case of Application of Women's Personnel in the New Zealand Defence Force (뉴질랜드 군 여성인력의 활용과 우리 군에 주는 시사점)

  • The New Zealand Defence Force (NZDF) began using female manpower from World War II. After making various efforts to secure excellent manpower, the proportion of female manpower has risen to 24%, higher than that of Britain, the United States, Canada and Australia, which have a longer history of female military personnel than New Zealand. This is the result of NZDF efforts to open combat roles to women and allow female personnel to advance to high-ranking military positions such as generals and consular officers. In addition, policy alternatives to address women's realistic concerns such as pregnancy and childbirth, childcare, and vertical organizational culture were presented. In particular, Operation "Respect" was implemented to overcome the problem of not leaving or joining the army due to inappropriate sexual behavior and bullying. The operation respect established the role of the leader, emphasized the support of the victim, and accumulated data of the accident to prevent similar accidents. In addition, through the "Wāhine Toa" program, excellent female manpower could be introduced into the military through customized support considering the military life cycle (attract-recruit-retain-advance) of female personnel. South Korea is also considering expanding the ratio and role of female manpower as one of the ways to overcome the shortage of troops and leap into an advanced science and technology group. Implications were derived from the use of female manpower in the NZDF and the direction in which the Korean military should proceed was considered.

  • The Cyberspace of the Republic of Korea Army is continuously threatened by enemies. Means for responding to such cyber threats are ultimately Military information security professional personnel. Currently, however, there are only a handful of advanced information security professional persons in Republic of Korea Army, and a lack of systematic training is inadequate. Therefore, in this thesis, we surveyed the information security professional human resource policies of USA, UK, Israel, and Japan. In addition, the policy to train professional human resources specialized in defense cyber security, we proposed training of specialist talent of 4 steps and medium and long term plan, step-by-step training system sizing, introduction of certification system.

  • 승선근무예비역제도는 미국의 사례와 같이 훈련된 우수한 승선근무예비역을 제4군으로 장기적으로 양성·예비함으로써 평화시에는 국가의 부를 축적하고, 전시, 사변 또는 국가비상시에는 국가안보를 부담시키기 위해 반드시 필요한 제도이다. 우리나라가 동북아 물류거점국가 및 해양강국으로 발전하기 위해서는 필수적인 해양 분야의 전략적 인적자원인 해기인력을 안정적으로 확보하기 위한 승선근무인력의 제4군화 제도의 정착이 반드시 필요하다. 아울러 승선근무예비역제도는 육·해·공 어느 최정예군대에 의해서도 대체할 수 없는 국가필수요원이며, 특히 국가안보와 해운력의 기초가 되는 제4군의 역할을 하는 해운인력은 양성기간이 길고 비용이 많이 소요되며, 한번 교육기반이 무너지면 복원하기 힘든 특성이 있으므로 단순한 직업인으로서의 해기사가 아니라 국가존립을 위한 국가의 사람으로서 국가 백년대계의 근간으로 간주되어야 한다.

  • After participating in the Second Boer War in 1899, the Australian Army participated in world wars such as World War I, World War II, the Korean War, and the Vietnam War. To overcome the decline in the social recognition of soldiers and the continuous shortage of troops caused by the protracted war, the status and role of female personnel were expanded. The use of female manpower, which started as medical support during the Second Boer War, expanded to combat support missions such as communications, maintenance, driving, secret document management, and radar surveillance during World War II. After the Vietnam War, the Chiefs of Staff of the Australian Army, Navy and Air Force established a committee to expand women's participation in the military, improved service conditions for female personnel and supplemented regulations so that they were treated as soldiers, not women, and reached a turning point in expanding the role of female personnel in the Australian military. As a result, all combat positions, including special forces, were opened to women in 2014, and a plan was established to increase the proportion of women in each service by 2030. Like the Australian military, South Korea is also experiencing a demographic cliff and shortage of troops due to the continuing low birthrate problem. A Case Study on the Use of Female Human Resources in the Canadian Military and Its Implications (캐나다군 여성인력 활용사례와 그 시사점)

  • The Canadian military participated in World War I and felt the limitations of the recruitment system through the continuous shortage of troops caused by the prolonged war, therefore expanded the role and scope of female manpower. The use of female manpower, which began with medical support for the first time, increased its necessity and importance as medical support personnel were dispatched overseas and women's manpower was expanded to combat support missions for the Army, Navy, and Air Force. Since then, the proportion of female manpower has been limited to 1.5% of the total number of employees at the end of the Second World War and the reduction of troops and the dismantling of the women's unit. In this situation, the Austrian Defence Force gradually accepts the recommendation of the Royal Canadian Women's Status Committee to improve the service conditions of women, marking a turning point in expanding the role of women in the Canadian military. The the Austrian Defence Force conducted long-term combat experiments to increase the proportion and role of female manpower, increasing reliability through observation and analysis to prove whether female manpower is suitable for combat troops. Korea also wants to draw implications for the future direction by comparing the history and current appearance of the Canadian military's use of female manpower with the Korean military at a time when the problem of a shortage of troops is emerging due to the recent decline in fertility and low birth rates.

  • Recently, with the arrival of the 4th industrial revolution, the security risks are converging and complexly changing, and the demand of cybersecurity experts is increasing. Therefore, in this paper, it is the largest of the domestic educational institutions, it has the largest number of emissions talent, and selects the representative major field of humanities and society. Then, after analyzing the common curriculum in each major field, compare it with the training course of cybersecurity experts derived through existing previous research. Through analysis results, we try to design a retraining course for cybersecurity professional human resources. Utilizing the results of this research, it is expected that it will be used as the basic material necessary for the subjects of the re-curriculum education. It is also expected to contribute to resolving the supply-demand gap of cybersecurity professionals.

  • 정보보호의 중요성이 확산되면서 국내 정보보호 산업의 발전과 함께 정보보호 전문인력 양성을 위한 노력이 다각도로 이루어져왔다. 특히 정보보호 인력의 질적인 양성을 위해서는 보다 체계적인 정보보호 교육 시스템이 필요하다는 전제 아래, 정보보호 분야 지식 및 기술 분석에 대한 연구가 활발히 진행되어 왔다. 본 연구는 정보보호 전문인력이 갖추어야 할 지식 및 기술에 대해 정보보호 주 직무군에 따른 차이를 분석하고 있다. 먼저 문헌고찰과 전문가 조사를 통해 55개의 정보보호 분야 전문지식 및 기술을 도출하였다. 55개 조사대상 기술 및 지식에 대해 현업에 종사하고 있는 정보보호 전문인력을 대상으로 정보보호 업무를 수행하기 위해 필요한 정도와 숙련 정도를 조사하였다. 최종적으로는 정보보호 분야의 4개 주 직무군에 따른 정보보호 전문지식 및 기술에 대한 필요정도 차이를 분석하였다. 이를 통해 직무수행에 필요한 지식 및 기술을 도출하고, 수행 직무에서의 수요에 기반하여 정보보호 분야의 훈련 및 교육 체계를 수립하는 데에 기여할 수 있을 것이다.

A Geographic Information System-Based Analysis for the Supply-Side Policy of Dental Hygienists in South Korea (치과위생사 인력수급현황 분석을 위한 지리정보체계의 활용)

  • The objective of this research is to analyze geographical distribution of Korean dental hygienists to provide the geographical basis of supply-side policy for dental hygienists from the perspective of dental geography by using Geographic Information System (GIS) in which the choropleth map has been regarded as the most popular method. The present report is highly meaningful for the policy of dental hygienist on the supply side of dental care market. The data used in the article derive from the statistics-associated portal site provided by Korean government. It includes the statistics on general population, the regional numbers of dental hygiene students, county-based numbers of registered dental hygienists, dentists, and dental clinics and hospitals. Several maps are created by investigating these statistical data with GIS. This study is focused on the comparative analysis between entrants to the department of dental hygiene, registered acting dental hygienists and dentists in terms of county-based distribution per its population. The main result demonstrates that whereas about half of dental hygienists and dentists are respectively concentrated in Seoul and Gyung-gi, just one-fifth of entrants to the department of dental hygiene in the Seoul-metropolitan area. From the perspective of the supply-side policy of dental hygienists, the research argues that the creation or expansion of the department of dental hygiene does not directly meet social need for dental care services.
