  • Passwords are used in many ways to protect data, systems, and networks. Passwords are also used to protect files and other stored information. In addition, passwords are often used in less visible ways for authentication. In this article, We provides recommendations for password management, which is the process of defining, implementing, and maintaining password policies throughout an enterprise. Effective password management reduces the risk of compromise of password-based authentication systems. Organizations need to protect the confidentiality, integrity, and availability of passwords so that all authorized users - and no unauthorized users - can use passwords successfully as needed. Integrity and availability should be ensured by typical data security controls, such as using access control lists to prevent attackers from overwriting passwords and having secured backups of password files. Ensuring the confidentiality of passwords is considerably more challenging and involves a number of security controls along with decisions involving the characteristics of the passwords themselves.

  • The purpose of this paper is to recommend the Ministry of Defense(MOD) for revolutionizing the current defense education system. As an instructor and an education planning officer of the ROK Army College, for last dozen months, the author has been embarrassed whenever tried to figure out what would be the role, functions, and educational goals of the college. In a nutshell, there has not been any general guidance for educating field grade officers. This unbelievable defect mainly comes from the absence of a responsible organization in the MOD. Even though it has the education branch under the department of personnel affairs, it doesn't have capabilities to design and implement the consistent and valuable education policy. Therefore, the development of defense education should begin with reinforcing the organization and functions of the MOD education branch. We need more experts on education( i.e. Ph.Ds of Education) and experienced specialties on defense education so that we could develop the overall guidance for military professional education. In addition, we need to enact the "defense or military education act" in a tentative name. This will ensure the legitimacy and continuity of defense education guidance initiated by the MOD. In a conclusion, it is senseless to think the blueprint for the Army College out until the preconditions mentioned above are matured. We must begin with rectifying the higher educational system.

  • The protective area of military installations can be a essential investment goods for producting public goods like military installations and national security. For the purpose of this, The protective area of military installations are set up and applicated at important strategic areas. It causes colplications and frictions among the people, government and army inevitably to set up the protective area of military installations, as the relation between the army which produces security or public goods and the people that make and use valuable goods is opposed and contradictory to each other. Heretofore, the civil petition of the protective affair to military installations has been presented individually. As local self- government is fixed, a local selg-governing body presents many civil petitions now. Therefore the protective affair to military installations came to be examined carefully in the aspecs of improving the relationship between the civil and army, raising natinal competitiveness, and increasing efficiency of military operations. Though the relationship between the civil and army is opposed and contradictory, it is required to be in keeping with each other with a situation around society, that is, changes and trend of national security, politics, economy, society. Accordingly, if you drive plans of rational management to the protective area of military installations, you can not only achieve successful military installations, but also be a great help to growth of a local community. Then 「The Army with the people」worthy of the name can be real.

  • After successful nuclear tests Pakistan launched a more severe surprise attack toward India than before. It is highly possible that North Korea will adopt this Pakistan military strategy if it is armed with nuclear weapons. The North Korean forces armed, with nuclear bombs could make double its war capability through strengthening aggressive force structure and come into effect on blocking reinforcement of the US forces at the initial phase of war time. Therefore we may regard that Pyongyang's nuclear arming is a major one of various factors which increase possibility of waging a conventional warfare or a nuclear war. North Korea's high self-confidence after nuclear arming will heighten tension on the Korean Peninsula via aggressive military threat or terror toward South Korea, and endeavor to accomplish its political purpose via low-intensity conflicts. For instance, nuclear arming of the Pyongyang regime enforces the North Korean forces to invade the Northern Limit Line(NLL), provoke naval battles at the West Sea, and occupy one or two among the Five Islands at the West Sea. In that case, the South Korean forces will be faced with a serious dilemma. In order to recapture the islands, Seoul should be ready for escalating a war. However it is hard to imagine that South Korea fights with North Korea armed with nuclear weapons. This paper concludes that the Pyongyang regime after nuclear arming strongly tends to occupy superiority of military strategy and wage military provocations on the Korean Peninsula.

  • War has been existing with human history. There seems to be two approaches of war study. One is to deter war among politicians, the other is to get victory in a war among soldiers. Many scholars and soldiers tried to find out the way of victory at war, that is, the major factors of victory at war. They found out some factors that dominate the victory of war through numerous experiences of war, and we call it 'principles of war'. The principles of war which we are using has been shaped during past three centuries. But, nowadays rapid change in the environment of war has brought the change of features of warfare and method of waging war. NCW may be the most typical example of new environment of war. The Iraque War may be the most recent modem war performed under the NCW environment. And the Iraque War brought up the need of new principles of war adaptable to the NCW environment. This article is focusing on new principles of war that comprehends future wars. I suggest that some principles of war which we are using should be supplemented to be understood its own conception, and new principles are needed such as principle of paralysis, principle of synchronization & Integration.

Planning and trust lead to positive effect on job satisfaction and organizational commitment and no significance in self decision. Secondly, mission-oriented command may differ depending on the types of organization culture and organization culture has positive effect on job satisfaction and organizational commitment. Thirdly, mission-oriented command has some effect which derives from its impact on organization efficiency that also effects rational culture and rank hierarchy culture. These study results suggest different measures in terms of practice and policy. Firstly. within the military organization, precise communication will lead to job satisfaction without unnecessary overload of communication. Also. we have rationale culture, agreement culture and rank hierarchy culture forming our organization culture. There is a need to apply elements of mission-oriented command depending on the types of organization culture. Secondly, to maximize organization performance through mission-oriented command, we have to strengthen the rationale and rank hierarchy cultures and especially introduce development culture which should be established within the military organization.

  • As the Russo-Japanese War and the Li-Xia War demonstrate, influence in space is increasingly being exercised militarily rather than peacefully. In the era of Newspace, not only states but also private companies have emerged as actors in space warfare. Although international law stipulates that outer space is to be used for peaceful purposes, it is imperative for the survival and prosperity of the nation to establish a national security policy regarding the dangers and threats that arise from outer space, as military use is clear. Threats that may occur in the space domain can be divided into kinetic and non-kinetic threats. Kinetic threats include anti-satellite missiles, collisions between space satellites and debris, and laser attack weapons. Non-kinetic threats include electronic and cyberattacks, and space radiation. A space strategy that is harmonious and balanced is needed to avoid imbalances in policies to respond to risks and threats in space. From a national security perspective, it was suggested to develop independent space assets, expand space assets to the private sector, and prepare for space wars.

  • This paper considers critically the conceptual development of international environmental security, and to explore some limitations which seem to have made difficult the construction of regional environmental governance among North-East Asian countries. The recently emerging concept of environmental security has turned the traditional or realistic meaning of security to the neo-liberal and the political-economic one. On the basis of a reconsideration of these newly developed meanings of security, this paper has reviewed critically some work which have focused on the concepts of environmental regime and of environmental governance. To formulate a true environmental governance, it is suggested that we need a theoretical analysis on the economic and political contexts and a practical development of civil society. From this point of view, the economic structure of labour division, the political tension and military opposition in the region, and the immaturity and exclusiveness of civil consciousness can be pointed out as some limitations of environmental security to be constructed in the North-East Asian region. A true environmental security in this region requires formation of reciprocal economic relationship, development of regional institutions for political trust among countries, and improvement of interaction between non-governmental organizations (NGOs).
