A Pre-study on Roh Hoe-chan Archives (노회찬 아카이브 기초 연구)

  • Rep. Roh Hoe-chan is a representative politician in Korean progressive politics. From the labor movement to the workers' political organization movement, they devoted themselves to the movement to build a progressive party. As a member of the 17th, 19th, and 20th National Assembly, he carried out legislative activities. The record he left is the record of the political power of workers, the record of the progressive party, and the record of a politician who suffers and practices. Also, as the son of a displaced person, as a student activist suffering from the restoration period, it is also a record of a human being of cultural literacy who played the cello. Archivist's basic research is expected to play a role in creating a virtuous cycle of archive management by structuring the archive and presenting various access points to various users, allowing more diverse research and use in the future.

A Study of Characteristics and Types of Congressional Records (의회기록의 특질과 종류)

  • This paper treated what are congressional records which are one of core fields of national records and what kind of significant records they have. The characteristics of "substantive records" of the institution among public records are as follows: firstly, their contents depend on the inherent function of the institution; secondly, their types differ by the character of basic unit(member); thirdly, their sources are determined by the character of institution. Starting from the above points of view, the contents, characteristics, main sources, and types by sources of congressional records were presented. They are summarized as follows. In Chapter 2, the substantial records, which document the intrinsic function of congress on the basis of analyses of inherent function and structural uniqueness of congress have natures of which the contents are "legislative records", "oversight records", and "political activity records" starting from the inherency of congress as the people's representation. The typical natures of congress records are related with the specialty that the basic unit of congress structure is an individual congressman as an indepent national institution and congress is a council of these congressmen. Firstly, the records of congressmen as basic member of congress are the national records with the type of personal records. Secondly, "council records" produced by the council (commettee and main conference), which have evidencial and informative value for decision making through the process of investigating, discussing and voting bill and policy (item) of the basis for national management, are very special kind of records, such as item records, decision records, journal records, and congress assistant records. Because congressmen and councils composing congress have an equal inter-relationship in the structure of congress, the main sources of congress records are an individual congressman and all the councils. In chapter 3, the contents and sorts of main records are discribed, centering around congressmen and councils as the main sources of congress records. In chapter 4, the management of records of congressmen is issued as an urgent subject for the management of congress records, instead of conclusions.

Records Management and Archives in Korea : Its Development and Prospects (한국 기록관리행정의 변천과 전망)

  • After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.

Development of Classification System and Online Service Methods for Collections in Larchiveum-Type Institutions: The Case of the National Memorial of the Korean Provisional Government (라키비움 형식의 기관 소장 자료에 관한 분류체계 개발 및 온라인 서비스 방안: 국립대한민국임시정부기념관을 사례로)

  • In this study, considering the National Memorial of the Korean Provisional Government as a "Larchiveum," the researchers attempted to develop a classification system that can comprehensively categorize various types of materials and propose a method of providing an online service. To this end, as a case study, the researchers examined the classification system structure and contents of the National Archives of Korea, National Assembly Archives, and Archives of Korean History of the National Institute of Korean History, which are the current material collection institutions of the Korean Provisional Government. Regarding online services, apart from the three institutions above, the Imperial War Museum and the Hoover Institution at Stanford University were also explored. Through the implications derived from the case analysis of domestic and foreign institutions, a basic hierarchical classification system by provenance for the materials held by the institution was established, and a multi-classification system was presented according to the classification criteria of "by type, by era, and by subject." In addition, methods of applying the developed classification system to online services were proposed.

Archives acquisition activities and rule of the colonial chosun government general (조선총독부의 기록수집 활동과 식민통치)

  • Until now, archives of colonial era preserved in each public institution including National Archives & Records Service can be called as the results of colonial chosun government general's records management activities. However, it is a fact that only the fragment of the archives from colonial era remained in public institutions without maintaining integrity of record. Therefore, it is virtually impossible to restore operations process of the era only with current records. It is somewhat because some records were institutionally abrogated by valuation selecting standard of colonial chosun government general, but it is more likely the result of systematic destruction of documents and records upon liberation. On the other hand, although records that were being preserved by colonial chosun government general's acquisition policy escaped the systematic abrogation, the scope and target of the historical records were changed according to acquisition policy. Historical records managed by each inquiry agency of colonial chosun government general were collected to be used for fundamental information of colonial rule or compilation of Chosun history. However, archives collected by colonial chosun government general could not escape partiality as a goal for colonial rule had priority over the standpoint for recording Korean society. Although records management system of colonial chosun government general was introduced from Japanese government's system, it clearly shows colonial characteristics in the process of collecting Chosun's historical records and its use.

A Study on the Device of 'Archival Refiling' ('구기록물' 재편철 방안의 모색)

  • The issue of how to manage the existing records at an archives is very important from the aspects of principle and practicality in record management since it is deeply related with the system of managing new records. Although there are a few studies on filing and criteria on organizing records, they do not often help in the actual site of record and archives management. Therefore, we need to raise the issues that could develop in actual sites and find the ways or resolving these issues, other than the general criteria proposed. Refiling is a very important task for recovering the original order and needs to be a task that should be done according to the overall system and process of record management at an archives. Furthermore, it is very important to objectify and regulate the contents and methods of the task of refiling through the refiling criteria with the content of criteria being specific. From the arguments presented until now, we could tell that refiling falls in the area of record management at an archive directly related with the department of reproducing records at public organizations. Moreover, the role of archivists relates with the task of refiling is critical. Especially, distinguishing job according to chief object is a critical issue in the status and role of archivists at record and archives institutions. This process is important not only at the level of simple job makeup but also in record management. Archivists should be responsible for preparing refiling criteria, reviewing of problems developed in job process, classifying records for refiling, reviewing and refiling of catalogs and key words, selecting equipment and tools, and establishing various forms.

A Case Study on the Service Programs at the Presidential Library and Museum (대통령 기록관의 서비스 프로그램 사례 연구)

  • Presidential records which have produced during a presidency as a national center are the evidence of the presidency and main historical records. We have the responsibility to establish fundamental systems to produce such main historical records and to manage such main historical records which could help people and history to judge the presidency based upon the evidence of their activities. The historical appraisal could be achieved not by memory but by evidence. A draft of a proposed law on the management of presidential records which includes the establishment of presidential libraries for the presidential records Mecca is being moored at the National Assembly now. The presidential library is to be considered as a multi-functional national institution which is carrying out the role as an Archives, Museums and Center for the education. In addition, it is imperative for a presidential library to provide user-oriented services to enrich the usability and the value of records, recognizing the change of administration paradigm from a supplier-oriented system to a customer-oriented system. This dissertation, in order to develop presidential library service programs focusing on customers rather than the convenience of administration, reviewed programs of the U.S. presidential libraries as a developed case and proposes guidelines and applicable samples for the development of the Korean presidential library service programs.

Current Status and Improvement Plan for Personnel Verification Records Management (인사검증기록물관리 현황 및 개선방안 연구)

  • In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.

A Study on the Records of Presidential Impeachment in 2004 in the Public Domain (공공영역의 2004년 대통령 탄핵사건 기록)

  • The significance of Presidential Impeachment in 2004 is subject to interpretations in many different contexts, but its nature as its justice was the constitutional trial by the nation's impeachment system. This study set out to compare and analyze the understanding of the event centered around its nature as "an impeachment event as a public activity" and the records related to it. For that purpose, the study attempted to analyze the impeachment event to understand it as a public activity and examined and analyzed the records of the impeachment event in the public domain through personal visit, phone interview, and request of information disclosure based on the analysis results. An impeachment event as a public activity can be understood as an activity carried out by the National Assembly, which is to issue a motion for impeachment under the norms of the nation's impeachment system, and Constitutional Court, which is responsible for impeachment trial, through their unique rights prescribed in the Constitution. The important subjects of such a public activity included the accused president, the acting presidential system created by the motion for impeachment, and the National Election Commission that provided a decisive ground for impeachment. It was confirmed that the records, which are legal requirements, were well created and have been preserved and managed in the public domain. However, it was difficult to conclude that the records of the impeachment event were thoroughly created in terms of content in relation to affairs as they mainly covered the superficial treatment processes and the results of explicit activities. There was, in particular, the absence of records showing the context of activity.

A Study on the Management and Improvement of the Government Publication by the Metropolitan Government (광역자치단체 정부간행물의 관리실태와 개선방안 연구)

  • Government publications at public institutions are data that are intended to convey the purpose of an institution or the performance of its business to the public or inside the institution. The management of government publications has become increasingly important under the framework of laws and systems, but matters concerning the nature and value of government publications have not been carried out at records management sites. The Act focused on the archives of the six metropolitan government, and presented issues and improvement measures for efficient management of government publications. To that end, the government should maintain a consistent payment system for publications. As payment method and payment book data in government publications are presented differently by law, a system for integrated management should be established to provide brief information and original information. Second, it is necessary to establish an administrative system that meets the storage environment. The publication registration and payment book system presented by the government's publication guidelines is the central system of the National Archives and Records Service, so it is not an efficient system in the agency archives. Third, support should be provided to recognize the value of government publications and to preserve and manage them in the long term. To dispose of the government publications, a realistic classification method, integrated and controlled program should be presented, and criteria for users using the service should be provided. Fourth, it is the establishment of an integrated management system for government publications. The National Archives Service, the National Central Library, and the National Assembly Library should simultaneously build an abstract of information and original information so that they can be managed systematically and efficiently.
